"ABSTRAKPenelitian ini bertujuan menganalisis interaksi antar aktor dalam diplomasi energi China di Indonesia dengan menggunakan aktor negara dan aktor non-negara yang didasarkan pada kebijakan energi nasional masing-masing negara. Dalam tulisan ini, penulis menganalisis aktor negara dan aktor non-negara yang terlibat, peran aktor tersebut serta interaksi yang terbentuk di dalam kegiatan diplomasi, khususnya diplomasi energi China di Indonesia dalam usaha untuk mendapatkan sumber daya energi fosil. Aktor negara diwakilkan oleh pejabat-pejabat pemerintah, sedangkan aktor non-negara diwakilkan oleh perusahaan-perusahaan energi milik negara atau State Owned Enterprises SOEs China dan Indonesia. Penulis menguraikan dan menjelaskan interaksi yang dilakukan oleh para aktor tersebut berdasarkan tiga bentuk interaksi diplomasi menurut teori Stopford dan Susan Strange, yaitu diplomasi antara negara-negara, diplomasi antara negara-perusahaan, dan diplomasi antara perusahaan-perusahaan. Penulis menggunakan metode kualitatif dengan mengambil data melalui studi kepustakaan. Penelitian ini menemukan bahwa ketiga bentuk interaksi diplomasi antara aktor negara dan aktor non-negara memiliki hubungan satu sama lain. Keterkaitan interaksi yang terbentuk di setiap bentuk diplomasi tersebut memperlihatkan hubungan politik dan ekonomi yang mempengaruhi efektivitas perjanjian energi antar negara.

ABSTRACTThis study aims to analyze the interaction between actors in China rsquo s energy diplomacy in Indonesia by using state actor and non state actors based on their national energy policy. In this paper, the author analyzes the involvement of the state actors and non state actors, their role, as well as the interactions that are formed in the diplomatic activities, especially Chinese energy diplomacy in Indonesia in an effort to obtain energy fossil resources. State actors are represented by government officials, while non state actors are represented by Chinese and Indonesian State Owned Enterprises SOEs in energy sector. The author describes and explains the interactions of actors based on three forms of interaction by Susan Strange rsquo s theory of diplomacy. First is diplomacy between countries or state state diplomacy, second is diplomacy between the firm and state or state firm diplomacy, and third is diplomacy between companies or firm firm diplomacy. Qualitative method is applied in this research, by taking data through literature studies. The study found that the three forms of interaction in diplomacy between state actors and non state actors are related to each other. The connection of interactions in each diplomacy shows the political and economic relations that affect the effectiveness of energy rsquo s agreements between countries. "
