"Penelitian ini akan membahas identifikasi risiko ndash; risiko yang dapat terjadi apabila seorang Manajer Lapangan Pelaksanaan Konstruksi Bangunan tidak kompeten. Tahapan penelitian ini antara lain : melakukan studi literatur tugas dan tanggung jawab seorang Manajer Lapangan Pelaksanaan Konstruksi Bangunan, validasi para pakar untuk komponen kompetensi yang akan dijadikan kuisioner beserta risiko ndash; risiko pada tiap elemen kompetensi, melakukan survey berupa kuisioner terhadap 35 responden berdasarkan data yang telah divalidasi pakar, melakukan proses pengolahan data kuisioner menggunakan software SPSS dan mengidentifikasi risiko ndash; risiko dominan dengan metode AHP Analytic Hierarchy Process , dan yang terakhir adalah interview pakar untuk validasi risiko ndash; risiko dominan tersebut serta memperoleh tanggapan dari pakar mengenai respon terhadap risiko ndash; risiko tersebut baik yang korektif maupun yang preventif untuk meningkatkan kinerja seorang Manajer Lapangan Pelaksanaan Konstruksi Bangunan.

This research will discuss the identification of risks that can occur when a Site Manager for Building incompetent. Stages of this research are to study literature duties and responsibilities of a Site Manager for Building, validation by experts to competency components that will be used as a questionnaire along with risks on each competency elements, conduct a survey in the form of a questionnaire to 35 respondents based on the data that has been validated by experts, perform questionnaire data processing using SPSS software and identify dominant risk with AHP Analytic Hierarchy Process method, and for the last stage is to interview experts regarding the responses to the risks, either corrective or preventive responses for performance improving of a Site Manager for Building."

"Perkembangan proyek Jalan di Indonesia berkembang dengan cepat, kompleks dan memiliki risiko yang tinggi. Peran pelaksana lapangan dengan kompetensinya diperlukan untuk mencapai tujuan proyek. Tetapi perkembangan proyek Jalan tidak sejalan dengan perkembangan kompetensi yang dimiliki oleh pelaksana lapangan  sehingga berdampak pada kegagalan konstruksi dan keterlambatan proyek. Maka dengan itu diperlukan evalusi standard kompetensi yang mengacu pada Standar Kompetensi Kerja Nasional Indonesia (SKKNI) pada jabatan pelaksana lapangan proyek konstruksi jalan yang berbasis risiko. Tujuan penelitian ini adalah untuk mengidentifikasi kompetensi berbasis risiko pada pelaksana lapangan pada proyek jalan baik dari aspek pemahaman, frekuensi risiko, dampak risiko, serta skala risiko. Penelitian  ini adalah metode survey dengan menggunakan kuisioner yang diberikan kepada pelaksana proyek jalan. Hasil penelitian ini diidentifikasi 8 elemen kompetesi variabel dan 104 unjuk kerja kompetensi berbasis risiko; hampir seluruh unjuk kerja kompetensi (102 kompetensi) dapat dipahami; besarnya frekuensi risiko pada rentang rendah sampai sedang; dampak risiko unjuk kerja dalam batasan cukup berpengaruh sampai berpengaruh; dan seluruh unjuk kerja elemen kompetensu memiliki skala risiko tinggi. Hasil penelitian ini akan menjadi dasar informasi untuk meningkatkan kinerja waktu pada proyek kontruksi infrastruktur khususnya proyek pembagunan jalan. Perusahaan kontraktor dapat meningkatkan dan memberikan keterbaruan kompetensi pelaksana lapangan sesuai kondisi manajemen risiko yang diperlukan dalam melaksanakan proyek pembangunan jalan.

The development of the road project in Indonesia is developing fastly, complex and has a high risk. The role of field supervisors with their competencies is needed to achieve project objectives. However, the development of the road project is not in line with the development of the competencies of the field supervisors, which results in failed construction and project delays. Therefore, it is necessary to evaluate competency standards that refer to the Indonesian National Work Competency Standards in the position of implementing risk-based road construction projects. The purpose of this study is to identify risk-based competencies in field supervisors on road projects both in terms of competency understanding, risk frequency, risk impact, and risk scale. This research is a survey method using a questionnaire given to field supervisors  of road project. The results of this study identified that there are 8 elements of variable competence and 104 risk-based competency performances; Almost of all competency performance (102 competencies) can be understood; the risk frequency of competency performance is in the low to moderate range; the impact of competency performance risk within the limits is sufficient to influence; and all competency performance elements of competence have a high risk scale. The results of this study will be the basis for information to improve time performance in infrastructure construction projects, especially road projects. The contracting company can improve and provide update competence of field supervisor regarding to the conditions of risk management needed in implementing road construction projects."

"Perkembangan konstruksi gedung di dunia semakin kompleks, berteknologi tinggi, serta memiliki tingkat risiko yang tinggi. Namun perkembangan di dunia konstruksi tidak diimbangi dengan peningkatan Kompetensi Manajer konstruksi sehingga berdampak pada keterlambatan kinerja proyek. Untuk itu diperlukan suatu evaluasi terhadap standar Kompetensi Manajer Konstruksi sehingga dapat meningkatkan kinerja proyek. Penelitian ini dilakukan melalui metode analisa risiko berbasis PMBOK 2013 yang selanjutnya diolah menggunakan Analitycal Hierachy Process (AHP) untuk mengetahui faktor risiko dominan. Hasil yang didapat berupa tindakan preventif dan korektif yang tepat dalam menangani risiko yang terjadi serta modul pelatihan Kompetensi Manajer Konstruksi sehingga meningkatkan kinerja waktu pada proyek konstruksi gedung.

The development of constructability in the World Increasingly Complex, Hightech, and high risk. This issue is not matched by an increase in competence of Construction Manager (CM) that have an impact on delays in project performance. It required an evaluation of CM Competency standards to improve project performance. This research conducted through a risk analysis method based on PMBOK 2013, which processed using the Analytical Hierarchy Process to determine the dominant risk factors. Results is preventive and corrective action are appropriate in addressing the risk that occur as well as the CM Competence training modules resulting in improved project performance."

"Pada beberapa proyek PT. X terdapat keluhan pembengkakan biaya akibat pemakaian metode kerja yang kurang tepat. Hal ini terjadi diindikasikan karena kurangnya kompetensi dari staff enginering bagian metode sebagai akibat adanya kesulitan dalam pemetaan kompetensinya. Sebagai respon terhadap permasalahan tersebut, penelitian ini mengkaji kompetensi jabatan staff engineering bagian metode pada pelaksanaan proyek konstruksi gedung berbasis resiko. Dimana pemilihan penelitian berbasis resiko dipilih, agar nantinya elemen kompetensi dan unjuk kerja staff engineering bagian metode yang dihasilkan lebih sesuai dengan kebutuhan kompetensi riil di lapangan. Sehingga staff engineering bagian metode yang dihasilkan dapat lebih kompeten, dan dapat menangani resiko-resiko yang mungkin terjadi diproyek sesuai dengan tugas dan tanggung jawab yang diembannya. Pada penelitian ini dihasilkan sebuah tabel yang berisi elemenelemen kompetensi dan unjuk kerja yang dibutuhkan oleh jabatan staff engineering bagian metode, yang dapat digunakan sebagai acuan didalam pemetaan kompetensi jabatan staff engineering bagian metode tersebut. Selain itu, penelitian ini juga menghasilkan resiko-resiko yang mungkin terjadi pada tugas dan tanggung jawab staff engineering bagian metode, beserta tingkatan resikonya.

In some PT.X projects, there are complaints swelling costs due to the use of methods that are less precise. This happens indicated as a result of the lack competence staff engineering methods section, because it’s difficult to mapping their competences. In response to these problems, this study examines the competence of staff engineering methods section on the execution building construction project, risk based. Reasons for the selection of risk-based research, the elements of competence and performance of staff engineering methods section, can be produced more appropriate to the needs of real competence in the project field. So the generated staff engineering methods section can be more competent, and can handle the risks that may occur in project, in accordance with the duties and responsibilities assigned.

In this study produced a table containing elements of competence and performance required by the position staff engineering methods section, which can be used as a reference in job competency mapping methods section of the engineering staff. In addition, this study also generate risks that may occur in the tasks and responsibilities of staff engineering methods section, along with the level of risk."

Salah satu kunci kesuksesan suatu proyek selain kompetensi manajer proyek adalah kompetensi dari personel tim proyek. Banyak masalah terjadi yang mempengaruhi kesuksesan proyek EPC Minyak dan Gas seperti jadwal proyek yang terlambat, biaya proyek yang membengkak, kualitas atau kinerja proyek yang buruk hingga masalah keselamatan yang menimbulkan korban jiwa, yang disebabkan  oleh personel yang tidak kompeten. Penelitian ini bertujuan untuk mengembangkan standar kompetensi berbasis risiko untuk Manajer Teknik sebagai salah satu personel inti proyek. Standar kompetensi dikembangkan berdasarkan studi literatur dan data dari beberapa proyek EPC Migas yang kemudian divalidasi oleh pakar. Penelitian akan dilakukan dengan metode survey untuk mendapatkan risiko-risiko dominan yang mungkin terjadi pada Manajer Teknik dan survey untuk mengevaluasi kinerja Manajer Teknik pada proyek terakhir yang mereka kerjakan. Hasil dari penelitian diharapkan dapat mendapatkan kesimpulan apakah ada pengaruh antara kinerja atau kompentensi Manager Teknik dengan kesuksesan sebuah proyek.

ABSTRACT

One of the keys to project success in addition to the competence of the project manager is the competence of the project team personnel. Many problems occur that affecting the success of the EPC Oil and Gas project such as project delays, cost overruns, poor quality  performance and safety issues that cause fatalities, caused by incompetent personnel. This research aims to develop risk-based competency standards for Engineering Manager as one of the project's core personnel. Competency standards are developed based on the literature study and data from several EPC Migas projects which are then validated by experts. Research will be performed by survey methods to get the dominant risk that may occur for Engineering Manager and to get performance evaluation for Engineering Managers on their last project involvement. The results of the research are expected to get conclusions whether there is a correlation between performance or competence of the Engineering Manager with the success of a project."

"Kesesuaian biaya dalam proses pembangunan Gedung bertingkat tinggi, menjadi salah satu kriteria keberhasilan suatu proyek konstruksi. Namun, masalah utama yang sering dihadapi oleh Sebagian besar proyek konstruksi terkait dengan terjadinya pembengkakkan biaya (Cost Overrun). Quantity Surveyor sebagai salah satu profesi yang terlibat dalam proyek konstuksi, memiliki peran penting yaitu sebagai perencana dan pengendali biaya dari tahap pra-konstruksi, tahap konstruksi, hingga tahap pasca-konstruksi belum sepenuhnya berperan dalam proyek-proyek konstruksi, khususnya di Indonesia. Dibandingkan dengan standar kompetensi internasional QS antara lain Australian Institute of Quantity Surveyor (AIQS), terdapat beberapa kompetensi QS yang belum ada pada Standar Kompetensi QS di Indonesia (SKKNI). Oleh karena itu, dalam penelitian ini akan mengevaluasi standar kompetensi QS di Indonesia (SKKNI) melalui identifikasi gap kompetensi, dan risiko-risiko dari kompetensi tersebut yang dapat menyebabkan terjadinya cost overrun. Dengan adanya strategi peningkatan kompetensi QS di Indonesia, diharapkan mampu untuk mengurangi terjadinya cost overrun dalam proyek konstruksi.

The Suitability of costs in the process of constructing high-rise buildings is one of the criteria for the success of a construction project. However, the main problem that is often faced by most construction projects is related to the occurrence of cost overruns. Quantity Surveyor as one of the professions involved in construction projects, has an important role, as a cost planner and cost controller from the pre-construction stage, construction stage, to post-construction stage, but has not fully played a role in construction projects, especially in Indonesia. Compared to international Quantity Surveyor competency standard, including Australian Institute of Quantity Surveyor (AIQS), there are several Quantity Surveyor competencies that are not covered in the Quantity Surveyor Competency Standard in Indonesia (SKKNI). Through the identification of competency gaps and the risk of these competencies that can lead to cost overruns. With the improvement strategies of Quantity Surveyor competencies in Indonesia, hope that it will be able to reduce the occurrence of cost overruns in construction projects."

Tim proyek seharusnya direkrut dan dikelola agar memiliki kemampuan tertentu agar menghasilkan kinerja biaya yang baik salah satunya dengan meminimalisir rework. Namun acuan yang digunakan untuk mengembangkan kompetensi tersebut belum mempertimbangkan faktor- faktor risiko penyebab rework. Sebagai respon permasalahan, penelitian ini bertujuan untuk mengidentifikasi risiko yang dapat mempengaruhi tugas dan tanggung jawab tim proyek dalam pengendalian mutu agar tidak terjadi rework sehingga meningkatkan kinerja biaya, serta mengembangkan kompetensinya berdasarkan jobdesc baru dengan adanya aktifitas yang dibutuhkan untuk merespon risiko tersebut. Metode penelitian yang digunakan adalah metode studi kasus dan metode survey. Sementara untuk mengetahui faktor risiko dominan menggunakan analisa risiko kualitatif. Penelitian ini menghasilkan sebuah tabel yang berisi elemen-elemen kompetensi beserta unjuk kerja terhadap 6 fungsi dalam organisasi proyek PT.X yang berperan dalam aktivitas respon risiko dominan yang telah diidentifikasi, serta modul pelatihan yang sesuai untuk mengisi gap kompetensi yang ada.

In some projects in PT.X cost overrun being big problem due to large number of rework. This is indicated due to lack of human resources management. Project teams should be recruited and managed to have a certain understanding and ability to be able to produce good performance by minimizing rework. As reponse, this study aims to identify risks that may affect the tasks and responsibilities of the project team in quality control in order to avoid rework so cost performance can be improve and then to develop its competence based on new jobdesc by the activities required to respond those risks.

The research method used is case study and survey. A case study conducted on PT.X as a building contractor. While the survey was conducted to determine the dominant risk factors using qualitative risk analysis. This study produces the elements of competence along with the performance of the 6 functions within the PT.X project organization that play a role in identified dominant risk response activities, as well as appropriate training modules to fill in the existing competency gap."

"Level identifikasi bahaya di industri konstruksi bisa dikatakan cukup rendah jika dikaitkan dengan jumlah kecelakaan konstruksi yang terjadi. Kemampuan identifikasi bahaya sangat tergantung pada kompetensi SDM dalam mengidentifikasi bahaya serta indentifikasi kondisi dan tindakan tidak aman. Pencapaian unjuk kerja pada unit kompetensi “Identifikasi dan Pengendalian Resiko Bahaya” serta “Mengontrol Tindakan dan Kondisi Tidak Aman” untuk jabatan kerja ahli muda K3 Konstruksi perlu dievaluasi untuk mengetahui hambatan – hambatan yang menghalangi pencapaian unjuk kerja. Strategi pelatihan berbasis kompetensi yang bertujuan untuk meningkatkan ujuk kerja pada unit kompetensi kompetensi “Identifikasi dan Pengendalian Resiko Bahaya” serta “Mengontrol Tindakan dan Kondisi Tidak Aman” perlu disusun berdasarkan hasil temuan hambatan – hambatan yang ada. Tahapan pertama fokus pada uji validasi pakar terhadap indikator unjuk kerja pada setiap kriteria unjuk kerja, dan yang kedua fokus pada evaluasi pencapaian indikator unjuk kerja pada setiap kriteria unjuk kerja, dan yang ketiga fokus pada identifikasi hambatan – hambatan yang ditemukan oleh Ahli Muda K3 Konstruksi pada kriteria unjuk kerja dengan gap kompetensi yang paling dominan. Dan yang keempat fokus pada penyusunan modul pelatihan untuk mengatasi hambatan – hambatan yang ditemukan. Metode pengumpulan data dengan kuisioner dilakukan untuk memenuhi tujuan penelitian pertama dan kedua. Wawancara dilakukan untuk memenuhi tujuan penelitian ketiga. Studi Literatur dilakukan untuk memenuhi tujuan penelitian keempat.Dari hasil evaluasi pencapaian unjuk kerja didapatkan kriteria unjuk kerja yang memiliki nilai frekuensi penerapan terendah berasal dari kriteria unjuk kerja “Sarana, teknik, proses dan metode penilaian resiko bahaya ditetapkan.” Hasil wawancara terhadap responden menunjukkan, penerapan indikator unjuk kerja pada elemen kompetensi yang ditinjau masih kurang, serta belum adanya standard penilaian resiko bahaya yang digunakan pada perusahaan responden. Modul pelatihan yang diusulkan disusun menggunakan Pedoman Penyusunan Modul Pelatihan Berbasis Kompetensi (PBK) berdasarkan Keputusan Direktur Jenderal Pembinaan Pelatihan dan Produktifivitas NO : KEP.224/LATTAS/VIII/2006. Beberapa hal yang mungkin bisa diperbaiki maupun dikembangkan dari penelitian ini diantaranya dilakukan wawancara yang lebih mendalam untuk mencari gap pencapaian indikator unjuk kerja secara lebih terperinci dan spesifik lagi, selanjutnya dapat dilakukan uji coba draft modul untuk mengetahui kelayakan modul yang telah disusun.

Level of hazard identification in the construction industry is low. The ability to identify hazards is very dependent on the competence of human resources in identifying hazards and identifying unsafe conditions and actions. Performance achievement in the competency units "Identification and Control of Hazard Risks" and "Control of Unsafe Actions and Conditions" for the job title of a Construction Safety Technician needs to be evaluated to determine the obstacles that hinder performance achievement. Competency-based training strategies that aim to improve the performance of the competency units "Identification and Control of Hazard Risks" and "Control of Unsafe Actions and Conditions" need to be formulated based on the findings of existing constraints.

The first stage focuses on the expert validation test of performance indicator on each performance criterion, and the second stage focuses on evaluating the achievement of performance indicators for each performance criterion, and the third focuses on identifying the constraints found by Construction Safety Technician on performance criteria with competency gaps that are most dominant. And the fourth focuses on developing training modules to overcome the obstacles found. The data collection method by using a questionnaire was carried out to meet the first and second research objectives. Interviews were conducted to fulfill the third research objective. Literature study was carried out to fulfill the fourth research objective.

From the results of the performance achievement evaluation, it is known that the performance criteria that have the lowest frequency of application are derived from the performance criteria "Methods, techniques, processes and methods of hazard risk assessment are determined". The results of interviews with respondents indicate that the application of performance indicators to the competency elements under review is still lacking, and there is no hazard risk assessment standard used in the respondent's company. The proposed training modules are prepared using the Competency Based Training Module Guidelines based on the Decree of the Director General of Productivity Training and Development NO: KEP.224 / LATTAS / VIII / 2006. Some things that may be improved or developed from this research including test the module draft to determine the feasibility of the modules that have been compiled"
