"ABSTRAKRegionalisme merupakan salah satu fenomena yang sering dibahas dalam IlmuHubungan Internasional. Asia Timur yang sebelumnya dianggap sebagai kawasanyang sulit untuk terintegrasi, dalam perkembangannya mampu disatukan melaluipembentukan regionalisme ASEAN Plus Three (APT). Tinjauan pustaka iniberfokus untuk menjawab pertanyaan bagaimana perkembangan literaturmengkaji regionalisme APT. Kajian pustaka ini memperlihatkan mayoritasliteratur mengenai APT berfokus kepada faktor penghambat dan pendorongintegrasi APT. Faktor pendorong utama peningkatan integrasi APT adalah krisiskeuangan Asia 1997/1998. Sementara, faktor penghambat utama adalah kompetisipower antar negara anggota APT. Berdasarkan temuan literatur, pendekatan realisdengan metode kualitatif merupakan pendekatan yang paling sering digunakanoleh para akademisi untuk menganalisis regionalisme APT. Tinjauan pustaka inimenemukan masih terbatasnya literatur mengenai APT yang berusaha menyorotikepemimpinan ASEAN di kawasan serta dibutuhkannya studi teoritis lebih lanjutuntuk menganalisis karakteristik khas dari regionalisme APT. Studi iniberkontribusi kepada pemahaman regionalisme Asia Timur.

ABSTRACTRegionalism is one of many phenomenons which are often discussed inInternational Relations. East Asia is considered as a region that faces difficultywhen integrating; during development they faced integration by ASEAN PlusThree (APT) regionalism. This literature review has a focus to answer howliteratures development explains APT regionalism. Literature studies showed thatmajority of literatures in regards to APT are focused on the pushing and constraintfactors of APT integration. The main pushing factor of APT integration is AsiaFinancial Crisis in 1997/1998. Meanwhile, the main constraint factor is powercompetition among APT state members. Based on literature findings, a realistapproach with qualitative method is the most common approach which is used byscholars. This literature review found there are limited literatures surroundingAPT that focus on ASEAN leadership in region and further theoretical studies areneeded to analyze the special characteristic of APT regionalism. This study aimsto contribute to the understanding of East Asian Regionalism."

"Penelitian ini bertujuan untuk mengeksplorasi dinamika peran mediasi institusi pemerintah dalam konteks transfer teknologi yang diakibatkan oleh Foreign Direct Investment (FDI) di kawasan ASEAN Plus Three. Menggunakan Structural Equation Model (SEM) untuk menganalisis data historis antara tahun 2002 dan 2021, studi ini memeriksa bagaimana FDI mempengaruhi transfer teknologi, tidak hanya secara langsung tetapi juga melalui interaksi dengan institusi keuangan dan pemerintahan. Penelitian ini mengungkap bahwa FDI berkontribusi signifikan terhadap dinamika inovasi teknologi, dengan institusi memainkan peran penting sebagai mediator yang memfasilitasi dan mengatur aliran pengetahuan dan teknologi baru. Temuan ini menyoroti pentingnya kualitas dan kapasitas institusi dalam memaksimalkan potensi efek spillover FDI dalam hal mendorong transfer teknologi.

This study aims to explore the dynamics of the mediating role of government institutions in the context of technology transfer induced by Foreign Direct Investment (FDI) in the ASEAN Plus Three region. Using Structural Equation Model (SEM) to analyze historical data between 2002 and 2021, this study examines how FDI affects technological change, not only directly but also through interactions with financial institutions and government. This research reveals that FDI significantly contributes to the dynamics of technological innovation, with government playing a crucial role as mediators that facilitate and regulate the flow of new knowledge and technology. These findings highlight the importance of the quality and capacity of institutions in maximizing the potential spillover effects of FDI in terms of promoting technological change."
