"Musyawarah Perencanan Pembangunan (Musrenbang) merupakan suatu program pemerintah dimana masyarakat dapat memberikan aspirasinya secara langsung untuk memenuhi kebutuhan masyarakat. Penelitian ini bertujuan untuk melihat tingkat efektifitas dari musyawarah perencanaan pembangunan di Kota Administrasi Jakarta Timur dalam Anggaran Pendapatan Belanja Daerah. Pada penelitian ini untuk melihat efektifitas Musrenbang menggunakan metode post positivist. Tingkat efektifitas Musrenbang dilihat dari berapa banyak usulan masyarakat yang dapat diakomodir dalam Pagu aspirasi masyarakat yang telah dianggarkan dari alokasi APBD DKI Jakarta.
Hasil penelitian ditemukan partisipasi masyaraat dalam perencanaan (Rembuk RW dan Musrenbang) masih terbilang rendah. Selain itu dari hasil penelitian ini terlihat bahwa tidak semua usulan masyarakat dapat diakomodir dalam Pagu aspirasi masyarakat baik di tingkat Kelurahan, Kecamatan maupun Kota dan Suku Dinas terkait. Berdasarkan hasil penelitian yang ada dapat dikatakan bahwa Musrenbang belum cukup efektif karena usulan masyarakat dari hasil Rembuk RW tidak semuanya dapat terakomodir dan terealisasikan. Hal ini dikarenakan adanya keterbatasan anggaran, kewenangan yang dimiliki dan kendala yang dihadapi oleh Kelurahan, Kecamatan, Kota dan Suku Dinas terkait.
The Development Planning Discussion (Musrenbang) is a government program where people can give their aspirations directly to meet the needs of the community. This study aims to examine the effectiveness of development planning in East Jakarta Municipality in the local budget. This study to see the effectiveness of planning forums uses the post-positivist method. Musrenbang see the effectiveness of how many proposals that can be accommodated in the ceiling that have been budgeted aspirations of DKI Jakarta local budget allocations. The research found that participation in planning (Rembuk RW and Musrenbang) is relatively low. In addition, It shows not all of the people can be accommodated in the proposed ceiling aspirations whether they from the village, district or city and related department. Base on the results of existing research, it can be said that it has not been sufficiently effective planning forums for the community hence the results of the proposed Rembuk RW can not be accommodated and realized. This is due to budget constraints, competencies and constraints faced by the Village, District, City and related department."
