Dengan menggunakan konsep mentalitas sebagai ideologi dari Levy-Bruhl dan Althusser, artikel ini menggunakan metode hermeneutik untuk mengungkapkan pentingnya kekuatan yang seimbang antara komunikasi pemerintah dan rakyat. Salah satu temuannya ketidakseimbangan komunikasi yang bersifat teknis dan manusia adalah adanya mental individualistik tanpa komitmen dan jauh dari kolektivisme. Untuk itu diperlukan tokoh komunikasi sebagai hermes dan aparatus yang mampu mempertukarkan pesan baik versi pemerintah maupun versi rakyat.

ABSTRACTMentality communication was listening, reassuring, and replacing. Technique, culture, and communication information economy aspects were being vital in technique communication and human communication. Infrastructure balancing and human required from micro, maso, mand macro levels in system order of government and public communication. By using mentality concept as ideology of Levy-Bruhl and Althusser, this article used hermeneutic method to reveal the importance of strength was balancing between government and public communication. One of the finding communication unbalancing was technique and human which there was individualistic mental without commitment and far from collectivism. Therefore, it needed communication actor as hermes and apparatus which capable replacing the message both government version and public version."
