"The International Ship and Port Facility Security (ISPS) Code was introduced by International MaritimeOrganization (IMO) on December 2002. The purpose is to enhance maritime security by outliningminimum security standards for ships and port facilities and also to establish an international frameworkfor cooperation in efficiently collecting and sharing information to detect security threats suchterrorism and to take preventive actions. Malaysia had ratified the ISPS Code on 2003 and the ISPSCode was enforced worldwide on 2004. Several problems were encountered at the beginning stage of theISPS Code implementation. Thus, this article examines the implementation of ISPS Code in Malaysiaand its implications. The implementation of ISPS Code has given positive implications by increasingsecurity level of ships and port facilities in Malaysia. The ISPC Code imposes strict requirement of thecertificate of the ship, better control of port facility, and restricts unauthorised access to ship and portfacilities area. The implementation of the ISPS Code should be emulated worldwide."

"Pelabuhan Tanjung Priok merupakan salah satu pelabuhan tersibuk di Indonesia dalam hal pengiriman ekspor dan impor. Berdasarkan data dari World Economic Forum yang tertera dalam The Gobal Competitiveness Report 2019 dijabarkan bahwa nilai efisiensi Pelabuhan di Indonesia masih jauh jika dibandingkan dengan Pelabuhan Internasional lain. Salah satu faktor yang mempengaruhinya adalah tingginya nilai rata-rata waktu tunggu perkapal setiap tahunnya, oleh karena itu penelitian ini dilakukan untuk mengetahui faktor-faktor yang mempengaruhinya. Salah satu faktor tersebut adalah kunjungan kapal (ship call) dan perubahan cuaca. Selain itu penelitian ini dilakukan untuk memprediksi nilai rata-rata waktu tunggu kapal yang dipengaruhi oleh pertumbuhan arus kunjungan kapal pada tahun 2021 sampai 2025 dengan menggunakan metode monte carlo dan simulasi sistem dinamik menggunakan software Powersim. Hasil penelitian ini menunjukan bahwa pada tahun 2021 sampai dengan 2025 nilai rata-rata waktu tunggu kapal mengalami penambahan setiap tahunnya sebesar 0,3-3% dengan nilai rata-rata waktu tunggu tertinggi adalah 0,68 jam atau 40,8 menit. Oleh karena itu dibutuhkannya peran pihak pelabuhan untuk melakukan pengembangan terkait peningkatan fasilitas baik dari segi infrastruktur dermaga maupun pelayanan pandu tunda.

Tanjung Priok Port is one of the busiest ports in Indonesia in terms of export and import shipping. Based on data from the World Economic Forum contained in The Global Competitiveness Report 2019, it is explained that the efficiency value of ports in Indonesia is still far compared to other international ports. One of the factors that influence it is the high value of the average waiting time of the ship every year, therefore this research was conducted to determine the factors that influence it. These factors are ship calls and weather changes. Besides, this research was conducted to predict the average value of ship waiting time which is influenced by the growth of ship traffic flows from 2021 to 2025 using the Monte Carlo method and dynamic system simulation using Powersim software. The results of this study indicate that in the years 2021 to 2025 the average value of the waiting time of the ship has increased every year by 0.3-3% with the highest average waiting time is 0.68 hours or 40.8 minutes. Therefore, the role of the port is needed to develop related to the improvement of facilities both in terms of quay infrastructure and tugboat services."
