"ABSTRAK
ANRI-Indoflesia Company has been facing a problem in selling natural gas to domestic
industry due to the Indonesia monetary crisis. ANRI has discovered big gas in several
contract areas in Indonesia under Pertamina concession. In addition, ANRI mission is
becoming leadership in gas producer in next years. Therefore, a management strategy has
to be formulated in order to achieve a sustainable competitive advantage and earnings
above average during the Asia economic turmoil condition.
Many customers have bought gas in US dollar contracts to ANRI but currency fluctuation
has hurt the customers earning. Furthermore, low purchasing power of people has
drastically decreased during crisis. Some firms therefore, such as PLN, have delayed in
payment to ANRI.
ANRI has worldwide reputation in upstream and downstream business, especially in
Indonesia that ANRI has only focussed in upstream business. Meanwhile, economic gas
reserve has been discovered in Irian Jaya, Bali and Java. In addition the ANRI has been
facing uncertainties gas market in both domestic and overseas during the crisis. Therefore
ANRI-Indonesia is interested for research study.
The research method of the thesis will use two types of research sources:
1. Primary data
Data were collected by survey using a questionnaire form for human resource,
SPACE matrix, Internal-External matrix and QSPM.
2. Secondary data
Data were gathered using internal and external data.
The data, consists of general environment, industry environment, competitive
environment and internal analysis, is formulated with applying SWOT, SPACE, Grand
Strategy and Internal External Matrices. Finally, recommendation for the ANRI strategic
management during crisis is divided into three, short-term, medium-term and long term.
Short-term strategic management is prioritized on Market Penetration, Market
Development, Backward Integration, Retrenchment, 1-lorizontal Integration and
Suspended gas development.
Medium-term strategic management is focused on vertical chain alliances in downstream
business, Divestiture, Liquidation and Forward Integration.
Long-term strategic management is established on searching new fields.
A research weakness of the thesis is not provided equivalence number of energy demand
in domestic and overseas. Therefore gas demand in market will not exactly be known
how much of domestic and overseas need.
Future studies are suggested to research how much gas demand in domestic and overseas
market. Then gas development can be accurately predicted in future, in addition gas price
can be negotiated in right profit for sustainable of the business.

"Saat ini pemerintah sedang gencar melakukan pembangunan infrastruktur sesuai dengan Rencana Pembangunan Jangka Menengah Nasional (RPJMN) Tahun 2015-2019. Kemudian pemerintah mengkategorikan beberapa proyek tersebut ke dalam proyek strategis nasional. Beberapa proyek strategis nasional terutama di sektor minyak bumi dan gas termasuk dalam kategori megaproyek. Megaproyek merupakan proyek dengan nilai lebih besar dari 1 miliar USD. Megaproyek terkenal akan kompleksitas pekerjaan dan terkenal dengan kinerja proyek yang sangat buruk. Hal ini tergambarkan dari kondisi eksekusi megaproyek saat ini yang terdapat berbagai keterlambatan, permasalahan biaya, dan permasalahan kualitas pekerjaannya. Oleh sebab itu, perlu dilakukan identifikasi faktor-faktor yang berpengaruh terhadap kinerja megaproyek saat ini. Penelitian ini bertujuan untuk mengetahui faktor-faktor kritis yang berpengaruh terhadap kinerja megaproyek dan mengetahui hubungan sebab akibat dari masing-masing subfaktor dengan metode Decision Making Trial and Evaluation Laboratory berbasis Analytic Network Process (DANP). Hasil menunjukkan bahwa komunikasi antar tim proyek dan tingkat kompetensi tim proyek menjadi faktor yang paling berpengaruh terhadap kinerja megaproyek strategis nasional saat ini. Setelah itu dibuat strategi mitigasi untuk faktor-faktor tersebut.

Currently, the government is aggressively carrying out infrastructure development in accordance with the National Medium-Term Development Plan (RPJMN) 2015-2019. Then the government categorized some of these projects into national strategic projects. Several national strategic projects, especially in the oil and gas sector, are included in the megaproject category. Megaprojects are projects with a value greater than 1 billion USD. Megaprojects are familiar with the complexity of their work and also very poor project performance. This is illustrated by the current state of megaproject execution, which has various delays, cost problems, and problems with the quality of the work. Therefore, it is necessary to identifying the critical factors that affect the current performance of the megaproject. This paper aims to determine the factors that influence megaproject performance and determine the relationship between each factor using Decision Making Trial and Evaluation Laboratory based on the Analytic Network Process method. The results show that communication between the project team and the level of competence of the project team are the most influencing factors for the current national strategic megaproject performance. After that mitigation strategy are made to minimize the impact of that factors."

"Operasi pada sektor Hulu Migas banyak memberi dampak ekonomi, sosial, dan lingkungan. Meningkatnya pengawasan terhadap lingkungan secara global membuat ?Green? menjadi sebuah inovasi yang diadopsi oleh berbagai perusahaan di dunia. Green Supply Chain Management (GSCM) merupakan inovasi dengan menaikan efisiensi pada ekologi. Penelitian dilakukan pada satu perusahaan hulu migas dimana difokuskan pada faktor-faktor yang terdapat dalam proses SCM perusahaan tersebut.
Tujuan penelitian adalah untuk mendapatkan hasil identifikasi proses mana saja pada SCM Hulu Migas yang dapat diaplikasikan dengan pendekatan ramah lingkungan, mendapatkan strategi dalam penerapan GSCM pada Industri Hulu Migas serta menggambarkan urutan prioritas penerapannya berdasarkan variabel yang dominan.
Penelitian dilakukan dengan melakukan studi literatur dan survey pakar untuk mendapatkan variabel yang signifikan. Pengolahan data dilakukan dengan metode Interpretive Structural Modeling (ISM) dimana hubungan antara variabel diuraikan secara spesifik.ISM merupakan suatu teknik permodelan yang memberikan gambaran tentang hubungan antar elemen dan struktur hierarki guna menyusun suatu perencanaan strategis.
Hasil pengolahan data dianalisa dengan metode MICMAC dengan menepatkan variabel pada empat kuadran sesuai nilai driver power dan dependence. Hasil identifikasi proses GSCM pada hulu migas yang dapat diaplikasikan dengan pendekatan lingkungan adalah Procurement, Inventory, Logistic/ Warehouse, dan Complience&Strategic.
Terdapat 13 variabel untuk perumusan strategi GSCM berdasarkan urutan driver power paling tinggi. Variabel yang menjadi elemen kunci adalah peraturan atau regulasi terkait ramah lingkungan yang berada pada kuadran IV.

Upstream operation give impact to social, economy & environment. Increment of environment controlling in global makes ?green? as a new trend which is currently being adopted by several companies in the world. Green supply management is one of innovation that increase the efficiency of ecology. The research carried on upstream oil and gas industry according to factors in their SCM process.
Research objective is to get indentification of wich function in SCM oil and gas industri can be applied with enviromentall friendly, get the strategy to implementing GSCM, and describe the number of priority based on dominant variable.
Research is done with literature review and survey from expert to identify variable in GSCM strategy. Data processing to be done with intrepretative Structural Modelling (ISM) where relation between variables outlines specificcaly. ISM is modelling technique that give descriptions of relationship between variables and structure hierarchy planning to drow up the strategy.
The result of data processing analysis by MICMAC that places the variables into four sector base on their driver power and dependence. The Result of identification on SCM process that will be approached with environment aspect are procurement, inventory, logistic/ warehouse and compliance & strategic.
There are 13 variables to formulated the GSCM stategic in upstrem oil and gas industry and the priority that shown base on their driver power. The key variablein system is ?Regulation related to environment friendly? wich available at quadrant IV

"Sejak ditetapkannya putusan MK yang membatalkan beberapa pasal di UU Migas No. 22 Tahun 2001, struktur pengaturan kebijakan migas terlihat ambigu dan menyebabkan stabilitas ekonomi nasional terganggu. Keberpihakkan pemerintah masih relatif lemah dalam upaya peningkatan kemampuan nasional di bidang Migas. Bagaimana pemenuhan kebutuhan publik di Indonesia dapat berlangsung efektif dan pengadaan cadangan Migas di Indonesia. Kebijakan yang ada perlu dievaluasi kembali dan diadaptasikan, apakah sudah cocok dengan keadaan Indonesia sekarang ini. Fokus dari penelitian ini adalah menggangkat permasalahan Migas di dalam UU No. 22 Tahun 2001 dari sektor industri Migas yang berkaitan dengan struktur kelembagaan Migas dan bagaimana bentuk pengembangan Industri Migas kedepannya dapat lebih baik dan berkesinambungan.Penelitian ini menggunakan metode kualitatif. Hasil dari penelitian menunjukkan diperlukannya perbaikkan dari kebijakan Migas Indonesia berangkat perbaikkan dari yudicial review hingga pemberdayaan Migas, baik secara kontrol pengelolaan cadangan migas sehingga Indonesia kedepannya dapat melakukan kegiatan ekplorasi secara efisiensi dan efektif dan sesuai dengan ideologi UUD 1945, perbaikkan atas kelembagaan di Industri Migas dengan keberpihakkan pemerintah yang jauh lebih besar dalam kegiatan hulu migas. Kelembagaan dalam pengembangan industri Migas dikatakan dalam kepemilikan sumber daya Migas tetap menjadi milik negara dan industri hulu Migas dapat menyaring para pelaku bisnis dalam melakukan pengolahan migas. Maka diperlukan peran negara melalu kebijakan untuk mengatur sehingga tercipta keseimbangan antara tujuan komersial, sustainabilitas, ketahanan energi, kontribusi makro dalam perekonomian nasional, Lalu diperlukannya suatu kebijakan yang mengembangankan daya saing industri migas nasional dengan menggunakan suatu metode ndash; metode pengelolaan dan penerapan kegiatan dan struktur industri migas yang efektif dan efisien. Since the adoption of the Constitutional Court 39 s decision to cancel several articles in the Oil and Gas Law No. 22 In 2001, the structure of the oil and gas policy setting looks ambiguous and lead to national economic stability interrupted. government part is still relatively weak in improving national capabilities in the field of oil and gas. How to meet the needs of the public in Indonesia can be both effective and procurement of oil and gas reserves in Indonesia. Existing policies need to be re evaluated and adapted, if it matches the current state of Indonesia. The focus of this research is about problems in the Oil and Gas Law No. 22 of 2001 on Oil and Gas industry sectors associated with the institutional structure of oil and gas and how to shape the future development of oil and gas industry can be better and more sustainable.This study uses a qualitative method. Results from the study indicate the need for any improvement of oil and gas policies Indonesia departing the revision of judicial review to the empowerment of oil and gas, both management control oil and gas reserves that Indonesia in the future be able to carry out exploration activities in the efficiency and effectively and in accordance with the ideology of the 1945 Constitution, any improvement on institutional in Oil and Gas Industry with government part which far greater in the upstream oil and gas activities. Institutional development of oil and gas industry is said to be in the ownership of oil and gas resources remain the property of the state and the upstream oil and gas industry can filter businesses in conducting oil and gas processing. It is necessary role of the state through policies to regulate so as to create a balance between commercial objectives, sustainability, energy security, macro share in the national economy, then the need for a policy that develop competitiveness of the oil and gas industry nationwide by using a method a method of managing and implementing the activities and structure of the industry oil and gas effectively and efficiently. "Pembangunan berkelanjutan di industri minyak dan gas bumi dianggap sebagai salah satu masalah yang mendesak dalam mencapai kinerja bisnis yang berkelanjutan. Studi empiris telah dilakukan untuk menentukan faktor-faktor yang mempengaruhi perusahaan untuk merespons hal ini secara strategis. Penelitian ini menggunakan metodologi Structural Equation Modelling-Partial Least Square (SEM-PLS) untuk menganalisis data 82 responden dari industri hulu migas di Indonesia. Ditemukan bahwa modal berbasis pengetahuan (knowledge-based capital) adalah faktor penentu perusahaan untuk mencapai kinerja bisnis yang berkelanjutan. Modal berbasis pengetahuan terdiri dari modal manusia, modal sosial, dan sistem organisasi.
Penelitian ini membuktikan bahwa modal berbasis pengetahuan menengahi tekanan pembangunan berkelanjutan dan pola pikir kewirausahaan, untuk membuat perusahaan melakukan aksi stratejik dalam mencapai kinerja bisnis yang berkelanjutan. Temuan ini sebagian memberikan konfirmasi dari hasil penelitian sebelumnya, dengan beberapa perbedaan mendasar. Pendekatan terpadu antara resource-based view dan institutional perspective dapat secara lebih komprehensif menjelaskan keberlanjutan indsutri hulu minyak dan gas bumi.

Sustainable development in the oil and gas industry is arguably one of the most pressing concerns in achieving sustainable business performance. An empirical study has been undertaken to determine what factors affect firms in order to respond to this strategically. This study used the Structural Equation Modeling-Partial Least Square (SEM-PLS) methodology to analyze 82 respondents from Indonesia's upstream oil and gas industry. It found that knowledge-based capital is the firm's determining factor to achieve sustainable business performance. Knowledge-based capital consists of human capital, social capital, and organizational systems.
It is proven that knowledge-based capital mediates sustainable development pressures and entrepreneurial mindsets, to develop sustainable strategic action in achieving sustainable business performance. This finding is partially confirmed by prior studies, with some notable contradictions. An integrated approach that utilizes a resource-based view and an institutional perspective can more comprehensively explain upstream oil and gas sustainability.
