"Era globalisasi membuat Indonesia harus bersaing dengan dunia internasional, tidak terkecuali dalam industri jasa konstruksi. Industri jasa konstruksi ini harus beradaptasi dengan kontrak internasional yang terbilang masih awam bagi kontraktor lokal, sehingga kontraktor lokal perlu mewaspadai sumber-sumber dispute apa saja yang berpotensi dapat terjadi dengan menggunakan kontrak internasional. Penelitian ini menggunakan metode studi kasus pada proyek dengan menggunakan kontrak internasional, yaitu dengan mewawancarai orang-orang yang memiliki tanggung jawab di proyek tersebut dan dengan menggunakan metode AHP dan pendekatan level resiko. Hasil yang didapat berdasarkan clusternya, sumber dispute yang didapat justru berasal dari faktor manajemen pada proyek tersebut dan faktor ketidakpastian pada internal proyek.

Globalization era has led Indonesia to compete with the international world, construction industry is not an exception. Construction industry must adapt to international contracts that are still relatively unfamiliar to local contractors, so that the local contractors should be aware of the sources of any dispute that can potentially occur with the use of international contracts. This study uses a case study on the project with international contracts, done by interviewing people who have responsibilities in the project and by using the AHP method and the level-ofrisk approach. Results obtained are based on cluster, the source of the dispute is obtained from management factor on the project and uncertainty factors in project's internal."

"Proyek konstruksi bangunan gedung rumah sakit memiliki kompleksitas dan ketidakpastian yang tinggi jika dibandingkan dengan konstruksi bangunan lainnya sehingga berbagai faktor dapat mempengaruhi jalannya proyek konstruksi. Dalam pelaksanaannya, diperlukan kerjasama antara pihak-pihak yang berkepentingan. Akan tetapi, pihak-pihak tersebut mempunyai kepentingan dan tujuan yang berbeda sehingga konflik atau perselisihan dapat terjadi akibat perbedaan pendapat. Perselisihan yang terjadi berpotensi menimbulkan klaim yang dapat mengarah kepada permohonan tambahan biaya, tambahan waktu, hingga dispute. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor penyebab klaim konstruksi pada proyek konstruksi bangunan gedung rumah sakit dan mengembangkan sistem manajemen klaim untuk menurunkan dispute. Penelitian dilakukan dengan mengumpulkan data melalui survei kuesioner. Hasil penelitian menunjukkan terdapat 10 faktor risiko penyebab klaim yang dapat menyebabkan dispute serta tindakan preventif berupa sistem manajemen klaim untuk menurunkan terjadinya dispute. 10 faktor tersebut terbagi menjadi 3 aspek, yaitu aspek perilaku, kontraktual, dan operasional.

Hospital building construction projects have high complexity and uncertainty when compared to other building constructions so that various factors can affect construction projects. In its implementation, cooperation between interested parties is required. However, these parties have different interests and goals so that conflicts or cannot occur due to differences of opinion. Disputes that may occur are claims that can lead to additional efforts, additional time, to disputes. This study aims to eradicate the factors that cause claims in hospital building construction projects and develop a claims management system for disputes. The research was conducted by collecting data through a questionnaire survey. The results showed that there were 10 risk factors for claims that could lead to disputes as well as preventive measures in the form of claims management to reduce the occurrence of disputes. The 10 factors are divided into 3 aspects, namely behavioral, contractual, and operational aspects."
