Semenjak masa itu pula, para pembajak dicap sebagai musuh bersama umat manusia (hostis humani generis) karena betapa menganggunya pembajak bagi hampir semua negara di dunia, khususnya dalam hal aspek perekonomian dan perdagangan internasional. Seiring berjalannya waktu, berkembangnya diplomasi dan kerjasama internasional malah semakin menyudutkan pembajakan, salah satu bentuknya adalah dengan semakin terwujudnya konsep yurisdiksi universal terhadap pembajakan. Tercetus pertama kali oleh Cicero dan terlahir utamanya melalui praktik pengadilan Inggris, konsep tersebut akhirnya dimuat oleh para sarjana hukum internasional dalam Konvensi Laut Lepas 1958 yang kemudian diadopsi dan disempurnakan lebih lanjut dalam UNCLOS 1982. Dewasa ini, yurisdiksi universal dipraktikan secara ekstensif di perairan lepas pantai Somalia oleh instrumen internasional dan regional, khususnya Resolusi Dewan Keamanan PBB tentang pembajakan di perairan lepas pantai Somalia. Pada praktiknya, selain mengikatkan diri pada konvensi yang relevan, negara kemudian mempreskripsikan pembajakan dalam hukum nasionalnya dan mengadakan perjanjian baik secara bilateral maupun multilateral terkait dengan penangkapan, penahanan, pengadilan dan pemidanaan pelaku pembajakan.

The first occurrence of the act of maritime piracy dates back thousands of years BCE. Since that period too, pirates are often associated as the enemy of all humankind (hostis humani generis) due to their intrusive nature towards any nation’s interest, especially in economics and international trade. Over time, the development of diplomacy and international cooperation has further cornered piracy, one of the heaviest blows is the realization of the concept of universal jurisdiction against piracy. First sparked by Cicero and took the form mainly by English court practice, the concept was finally published by scholars of international law in the 1958 High Seas Convention which was then adopted and further developed in UNCLOS 1982. Nowadays, the practice of universal jurisdiction met its extensive usage in the waters off the coast of Somalia through numerous international and regional regulations/agreements, most especially the United Nations Security Council Resolutions regarding piracy off the coast of Somalia. In practice, other than binding itself to relevant conventions, states then prescribe piracy in their national law and conclude bilateral or multilateral agreements regarding arrest, detention, trial and punishment of pirates."

"Sesuai dengan Peraturan Menteri Kelautan dan Perikanan Republik Indonesia nomor 56/PERMEN-KP/2014 tentang pembekuan perizinan usaha pengangkutan ikan dan 57/PERMEN-KP/2014 tentang transshipment di laut, usaha kapal angkut ikan berhenti beroperasi.
