"ABSTRAK
Tugas Karya Akhir ini membahas tentang penerapan sistem reward and punishment yang ada di Inspektorat Jenderal Kementerian Pendidikan dan Kebudayaan dalam rangka upaya meningkatkan kinerja pegawai. Penelitian ini bertujuan untuk menggambarkan penerapan sistem reward and punishment sebagai upaya meningkatkan kinerja Pegawai Negeri Sipil (PNS) di Inspektorat Jenderal Kementerian Pendidikan dan Kebudayaan. Teori yang digunakan untuk menjelaskan penelitian ini antara lain manajemen sumber daya manusia, kompensasi, disiplin dan motivasi. Pendekatan pada penelitian ini menggukanan pendekatan kualitatif dengan metode pengumpulan data melalui studi literatur/dokumen dan wawancara mendalam. Hasil penelitian ini adalah penerapan reward and punishment di Inspektorat Jenderal telah dilaksanakan dengan baik sesuai dengan peraturan dan kebijakan Menteri Pendidikan dan Kebudayaan (Permendikbud) Nomor 107 tahun 2013 dan UU Nomor 5 tahun 2014 tentang ASN.

ABSTRACT
This thesis discusses the application of the system of reward and punishment in the Inspectorate General of the Ministry of Education and Culture in an effort to improve employee performance. This study aimed to describe the application of the system of reward and punishment in an effort to improve the performance of civil servants (PNS) in the Inspectorate General of the Ministry of Education and Culture. The theory is used to explain this study include human resource management, compensation, discipline and motivation. The approach in this study used qualitative approach to data collection methods through the study of literature / documents and in-depth interviews. The result of this research is the implementation of reward and punishment in the Inspector General has been carried out properly in accordance with the rules and policies of the Minister of Education and Culture (Permendikbud) No. 107 of 2013 and Law No. 5 of 2014 on ASN."

"Kinerja karyawan merupakan hal esensial bagi kesuksesan suatu organisasi. Penelitian ini bertujuan untuk mengetahui pengaruh harmonious passion dan obsessive passion terhadap kinerja karyawan serta peranan basic psychological needs satisfaction sebagai mediator pada hubungan tersebut. Responden dalam penelitian ini merupakan 267 karyawan dari berbagai organisasi. Penelitian ini menggunakan metode survei self-rating dengan kuesioner. Hasil penelitian menunjukkan bahwa harmonious passion berpengaruh positif dan signifikan terhadap kinerja, dan basic psychological needs satisfaction berperan sebagai mediator pada hubungan tersebut. Sementara itu, obsessive passion berhubungan secara tidak langsung dengan kinerja melalui mediator basic psychological needs satisfaction.

Job performance is an essential factor for organization success. The aim of the present study is to examine the effect of harmonious passion and obsessive passion on job performance, and to investigate the mediating role of basic psychological needs satisfaction on work passion job performance relationship. Data were collected from 267 employees working in various organization. Results indicated that harmonious passion was significantly related to job performance and basic psychological needs satisfaction partially mediated this relationship. Furthermore, obsessive passion was indirectly related to job performance through basic psychological needs satisfaction."

Dengan pokok masalah seperti itu, maka penelitian ini bertujuan untuk mengungkap hubungan antara kemampuan manajerial dan komitmen organisasi dengan kinerja pejabat struktural di lingkungan Setjen DPR RI. Kompetensi manajerial yaitu pengetahuan, keterampilan dan kemampuan yang dikuasai seorang pejabat struktural yang telah menjadi bagian dalam dirinya sehingga dapat melakukan perilaku-perilaku kognitif, afektif, dan psikomotirik dengan, sebaik-baiknya yang terkait dengan perencanaan, pengorganisasian, penggerakan, dan pengawasan. Komitmen organisasi yaitu kekuatan yang bersifat relatif dari individu mengenai rasa kepercayaan terhadap nilai-nilai organisasi, kesediaan untuk berusaha sebaik mungkin demi kepentingan organisasi, keinginan untuk tetap menjadi anggota organisasi yang bersangkutan, dan ketertarikan terhadap tujuan, nilai-nilai, dan sasaran organisasi. Sementara itu, kinerja adalah penilaian pegawai mengenai hasil kerja yang dicapal pegawai dalam melaksanakan tugasnya sesuai dengan tanggung jawab yang diberikan kepadanya ditinjau dari aspek kecepatan, layanan, nilai, terbuka untuk berubah, kreativitas, inisiatif dan perencanaan organisasi. Untuk sampai pada tujuan ini digunakan desain penelitian korelasional dengan melibatkan 125 responden yang diambil secara sensus. Pengumpulan data dilakukan dengan kuesioner yang sebelumnya telah teruji validitas dan reliabilitas. Uji validitas melibatkan 30 sampel yang dianlisis dengan menggunakan korelasi Rank Spearman dan uji reliabilitas dengan menggunakan Spearman Brown. Data yang diperoleh selanjutnya dianalisis dengan menggunakan formula statistika, yakni korelasi Rank Spearmans dan uji t yang perhitungannya dilakukan dengan menggunakan bantuan program SPSS versi 12.
Hasil analisis deskriptif menujukkan kompetensi manajerial, komitmen organisasi dan kinerja pejabat struktural eselon III-IV pada Sekretariat Jenderal DPR RI secara umum tergolong baikltinggi. Kemudian dari hasil pengujian hipotesis disimpulkan bahwa kompetensi manajerial memiliki hubungan positif dan signifikan dengan kinerja pejabat struktural eselon III-IV pada Sekretariat Jenderal DPR R1 dengan nilai koefisien korelasi 0,458. Demikian pula dengan komitmen organisal juga diketahui memiliki hubungan positif dan signifikan dengan kinerja pejabat struktural eselon III-IV pada Sekretariat Jenderal DPR RI dengan nilai koefisien korelasi 0,646. Karena kompetensi manajerial dan komitmen organisasi terbukti memiliki hubungan positif dengan kinerja, maka perlu adanya upaya untuk memperbaiki keduanya, di antaranya dengan Cara: (1) menyelenggarakan pelatihan manajemen, kepemimpinan, dan kecerdasan emosional, baik dilakukan di dalam maupun di luar kantor, (2) memupuk kesadaran individual para pejabat terhadap tugas-tugas yang diembannya, dan secara eksternal dapat diupayakan melalui keteladanan pemimpin dan penghargaan baik yang bersifat material seperti gaji, tunjangan atau insentif maupun yang bersifat non-metarial seperti pujian.

The main subject being the focus of this research is about the relationship between managerial competence as well as organization commitment, and the performance of structural officials in the Secretariat General of the Indonesian Parliament. Based on the above subject, this research is aimed at discovering the relationship between managerial competence as well as organization commitment, and the performance of structural officials in the Secretariat General of the Indonesian Parliament. Managerial competence is the knowledge, skill and capability-owned by a structural official, which are parts of him/herself in order to perform cognitive, affective, and psycho-motored behaviors the best he/she can, related with planning, organizing, motivating, and controlling. Whereas organization commitment is some relative power coming out from individuals regarding their beliefs against the organization values, willingness to do the best for the sake of organization, willingness to maintain membership of the said organization, and their interest in the goals, values, as well as targets of the organization. Meanwhile, performance is an evaluation against an employee's work results achieved during his/her tasks, in accordance to responsibility given to him/her, seen from the aspects of speed, service, value, willing to change, creativity, initiative, and organization planning. In order to reach this goal, a co-relational designed survey is applied, involving 125 respondents taken based on census. Data collection is performed through a questionnaire already undergone test for its validity and reliability. Validity test includes 30 samples analyzed by using Rank Spearman co-relation, and reliability test using Spearman Brown. The data obtained are then analyzed by using statistical formulas, which is the Rank Spearman co-relation and t-test, with calculations performed using the help of SPSS program, version 12.
The result of descriptive analysis shows that the managerial competence, organization commitment and performance of the structural officials of Ranks III-IV at the Secretariat General of Indonesian Parliament are generally good/high. Further, from the result of hypothetical test, it's concluded that managerial competence has positive and significant relation with the performance of the structural officials of ranks III-IV of the Secretariat General of the Indonesian Parliament, with the value of co-relational coefficient of 0.458. Similarly, the organization commitment is known as having positive and significant relation with the performance of structural officials of Ranks III-IV of the Secretary General of the Indonesian Parliament, with the value of co-relational coefficient of 0.646. Since the managerial competence as well as organization commitment is proven to have positive relationship with performance, then there shall be efforts to improve the two, among others through: (1) running management training, leadership, as well as emotional intelligence, both in and out of the office, (2) maintaining the official's individual consciousness against the tasks they are assigned, and externally, an effort can be conducted through leader's modeling as well as rewarding, both materially such as salary, allowance or incentive, and immaterially such as admiration.

"Skripsi ini menganalisa mengenai korelasi dan pengaruh profitabilitas serta ukuran perusahaan terhadap perubahan cash conversion cycle. Ukuran profitabilitas dinyatakan oleh return on aset (ROA) dan return on equity (ROE), sedangkan ukuran perusahaan dinyatakan dalam net sales dan total aset. Penulis mengumpulkan data laporan dari perusahaan dalam industri manufaktur di BEI periode 2007-2011. Uji data dalam penelitian ini dilakukan menggunakan Eviews6. Uji Anova menyatakan bahwa terdapat perbedaan panjang CCC, ROE, ROA, net sales dan total asset di tiap sektor dalam variabel penelitian. Uji korelasi Pearson menyatakan terdapat korelasi negatif antara variabel ROE, ROA dan net sales terhadap CCC, namun terdapat korelasi positif antara total aset dan panjang CCC. Untuk melihat adanya pengaruh, peneliti menggunakan metode data panel dengan estimasi fixed effect. Hasil uji t statistik yang dilakukan secara parsial, memiliki hasil yang sama dengan uji F yang dilakukan secara simultan. Hal itu berarti variabel independen yaitu ROE, ROA, net sales dan total aset memliki pengaruh terhadap variabel dependen yaitu cash conversion cycle.

This thesis analyzes the correlation and impact the profitability and company size to the changes of the cash conversion cycle. Measure of profitability expressed by return on assets (ROA) and return on equity (ROE), while the size of the company stated in net sales and total assets. The authors collected data reports from companies in the manufacturing industry in the Indonesia Stock Exchange for the period of 2007-2011. Test data in this study conducted using Eviews 6. Anova test states that there are differences in the length of CCC, ROE, ROA, net sales and total assets in each sector of the study variables. Pearson correlation test stated that there is a negative correlation between the variables ROE, ROA and net sales to the CCC, but there is a positive correlation between total assets and long-CCC. To see the effect, researchers using panel data with fixed effect estimation. The results of the statistical t-test done partially, have the same results with the F test performed simultaneously. That means that the independent variable is ROE, ROA, net sales and total assets possess an influence on the dependent variable is the cash conversion cycle."
