"Sistem Informasi Manajemen Rumah Sakit (SIMRS) telah dilaksanakan sejak tahun 2012 di RSK Dr Rivai Abdullah dan belum pernah dilakukan evaluasi terhadap sistem tersebut. Penelitian ini bertujuan untuk memperoleh evaluasi mengenai sistem informasi manajemen rumah sakit di pelayanan rawat jalan RSK Dr. Rivai Abdullah. Metodologi penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan pendekatan deskriptif analitik terkait SIMRS di Pelayanan Rawat Jalan RSK Dr. Rivai Abdullah. Dari hasil evaluasi didapatkan bahwa belum adanya kebijakan berupa Tim Kerja SIMRS, belum adanya pedoman atau standar operasional prosedur (SOP) mengenai SIMRS, dan pelatihan hanya sekali dilakukan. RSK Dr Rivai Abdullah dalam proses persiapan pengembangan SIMRS dengan melakukan kerjasama dengan Kementerian Kesehatan. Perangkat keras (hardware) yang ada sudah mencukupi kecuali di Poliklinik (Instalasi Rawat Jalan).Berdasarkan analisis PIECES (Performance, Information, Economics, Control, Efficiency, Service) dapat disimpulkan performa sudah cukup standar dan tidak terlalu rumit, kecepatan pengiriman dan pengaksesan data belum cukup cepat, informasi yang ditampilkan sudah cukup baik, dari segi ekonomi tenaga teknisi SIMRS yang ada masih kurang dari jumlah minimal yang dibutuhkan, kontrol dan sekuritas sudah cukup aman. Disarankan dukungan pihak manajemen lebih optimal terutama kebijakan mengenai SIMRS, pembentukan Tim Kerja SIMRS, pembuatan pedoman SIMRS, pemenuhan tenaga teknisi, terjaminnya kualitas konektivitas jaringan, diadakan pelatihan dan sosialisasi kembali mengenai SIMRS.

Hospital Management Information System (SIMRS) has been implemented since 2012 in RSK Dr. Rivai Abdullah and has never been evaluated. This study aims to obtain an evaluation of the SIMRS in Dr. Rivai Abdullah hospital. This is a qualitative research methods with descriptive analytical approach SIMRS in Dr. Rivai Abdullah hospital. The evaluation showed that the absence of policy such as working team SIMRS, not yet guidelines or Standard Operational Procedure (SOP) regarding SIMRS, and training is done only once. RSK Dr. Rivai Abdullah in the preparation process SIMRS development through cooperation with the Ministry of Health. Hardware is sufficient except in Poliklinik.

Based on the analysis PIECES (Performance, Information, Economics, Control, Efficiency, Service) concluded the performance was pretty standard and not too complicated, the transmission speed and data access is not fast enough, the information displayed is quite good, from an economic point of IT personnel that there is still less than the minimum amount required, control and security is enough secure. Suggested management support optimized especially regarding SIMRS policy, the establishment of the working team SIMRS, manufacture guidelines or SOP SIMRS, fulfillment of IT, ensuring the quality of network connectivity, training and socialization held back on SIMRS."

"Sejak kebijakan SIMRS di bagian rawat jalan diimplementasikan, SIMRS di RSU Bhakti Yudha belum pernah di evaluasi. Padahal, kebijakan harus diawasi, dan salah satu mekanisme pengawasan tersebut adalah evaluasi. Berdasarkan timing implementasi (Nugroho, 2011), seharusnya evaluasi dilakukan antara tahun ke-3 atau ke-5 sejak implementasi penuh suatu kebijakan, sedangkan saat ini implementasi kebijakan SIMRS Bhakti Yudha telah mencapai tahun ke-8. Penelitian mengenai evaluasi implementasi kebijakan SIMRS di bagian rawat jalan RSU Bhakti Yudha tahun 2012 menggunakan desain kualitatif interpretatif dengan wawancara mendalam, observasi, dan telaah dokumen.Penelitian ini menggunakan informan yang berjumlah 10 orang informan dari staf pelayanan rawat jalan hingga direktur rumah sakit. Dari hasil triangulasi sumber, metode, dan analisis diperoleh hasil bahwa saat ini kualitas sistem informasi manajemen secara keseluruhan masih belum efektif. Dari analisis Fit/Gap didapatkan hanya 11% dari aplikasi software yang digunakan yang sesuai dengan kebutuhan rumah sakit, dan 56% masih mengalami kesenjangan.Pada analisis QSPM yang didahului dengan menggunakan matriks EFAS dan IFAS serta SWOT, diperoleh bahwa rekomendasi kebijakan bagi sistem informasi manajemen RSU Bhakti Yudha adalah dengan meminimalisir kelemahan internal, yaitu dengan mengganti sistem informasi yang ada dengan sistem vendor, namun dengan penetapan rumusan kebijakan akan sistem informasi manajemen terlebih dahulu.

The implementation of management information system policy in the outpatient ward in the RSU Yudha Bhakti has never been evaluated. In fact, the policy should be monitored, and one of these control mechanisms are evaluated. Based on the timing of implementation, the evaluation should be conducted between the third or the fifth since the full implementation of a policy, while the current policy implementation of management information system Yudha Bhakti has achieved year 8. This research on the evaluation of policy implementation in the outpatient Bhakti Yudha Hospital in 2012 wasa using an interpretive qualitative design with in-depth interviews, observation, and document review.

This study used 10 informants from the operational staff of outpatient services, IT manager, hospital consultant, and the director of the hospital. From the sources, methods, and analyzes triangulation, the results obtained that the current quality of management information systems as a whole is still not effective. From the analysis of Fit / Gap, the research showed thatd only 11% of software applications used in accordance with the hospital needs, and 56% still have gaps.

In the analysis that preceded QSPM by using matrix EFAs and IFAs, and SWOT, this research result in the recommendation that the management of information system in the outpatient ward of Bhakti Yudha RSU need to minimize its internal weaknesses, by replacing the existing information systems with vendor development, but with the determination of policy formulation for a system of information managementi in advance."

"Rumah Sakit Khusus Daerah (RSKD) Duren Sawit merupakan salah satu rumah sakit di daerah Jakarta Timur yang telah mendukung pengembangan Sistem Informasi Kesehatan Daerah (SIKDA) DKI Jakarta, yaitu dengan cara mengimplementasikan Sistem Informasi Manajemen Rumah Sakit (SIMRS). Saat ini RSKD Duren Sawit sedang dalam tahap penerapan keamanan informasi SIMRS berdasarkan ISO/IEC 27001. Hal tersebut selaras dengan adanya Peraturan Mentri Kominfo No.4 tahun 2016 tentang sistem standar manajemen pengamanan informasi untuk penyelenggaraan sistem elektronik. Namun berdasarkan hasil evaluasi indeks Keamanan Informasi (KAMI) dari Badan Siber dan Sandi Negara, penerapan keamanan informasi di RSKD Duren Sawit belum memenuhi standar keamanan informasi. Penyebab utama dari permasalah tersebut ialah belum adanya penerapan manajemen risiko yang belum mengacu pada standar keamanan informasi. Oleh karena itu, perlu adanya perancangan manajemen risiko keamanan informasi untuk SIMRS RSKD Duren Sawit. Penelitian ini menggunakan kerangka kerja ISO/IEC 27005 sebagai panduan dalam merancang manajemen risiko serta mendukung konsep umum yang ditetapkan dalam ISO/IEC 27001. Pengumpulan data dilakukan dengan dua cara yaitu primer dan sekunder. Pengumpulan data primer berdasarkan wawancara secara langsung di Bagian Pelaksanan SIMRS RSKD Duren Sawit. Pengumpulan data sekunder dilakukan dengan menganalisis dokumen internal RSKD Duren Sawit terkait SIMRS. Penelitian ini menghasilkan 7 skenario risiko yang akan diterima (accept) dan 62 skenario yang akan dikontrol (mitigate). Rekomendasi kontrol disusun dengan mengacu pada ISO/IEC 27002. Berdasarkan penelitian ini dapat meminimalisir dampak kerugian bagi RSKD Duren Sawit. Selain itu, dapat meningkatkan keamanan informasi pada SIMRS RSKD Duren Sawit yang sesuai dengan regulasi pemerintah, serta dapat dijadikan sebagai bahan pertimbangan dan pengambilan keputusan pihak manajemen demi peningkatan layanan SIMRS RSKD Duren Sawit.

Rumah Sakit Khusus Daerah (RSKD) Duren Sawit is one of the hospitals in the East Jakarta area that has supported the development of the Regional Health Information System DKI Jakarta (SIKDA), by implementing the Hospital Management Information System (SIMRS). Currently RSKD Duren Sawit is in the stage of implementing information security SIMRS based on ISO/IEC 27001. This is in line with the Regulation of the Minister of Communication and Information No. 4 of 2016 concerning the standard system of information security management for the implementation of electronic systems. However, based on the results of the evaluation of Indeks Keamanan Informasi (KAMI) from Badan Siber dan Sandi Negara (BSSN), the application of information security in RSKD Duren Sawit is not yet fulfilled information security standards. The root cause of these problems is because information security risk management does not refer to information security standards. Therefore, it is necessary to design an information security risk management for SIMRS RSKD Duren Sawit. This research uses the ISO / IEC 27005 framework as a guide in designing risk management and supports the general concepts from ISO / IEC 27001. Data collection will be divided into primary and secondary data. Primary data collection is based on direct interviews with Bagian Pelaksanan SIMRS RSKD Duren Sawit. Secondary data collection will be done by analyzing the internal documents of RSKD Duren Sawit related to SIMRS. This research produces 7 risk scenarios that will be accepted and 62 scenarios that will be controlled (mitigate). Control recommendations are prepared by referring to ISO/IEC 27002. Based on this research can minimize the impact of losses for the Duren Sawit RSKD. In addition, it can improve information security on the Duren Sawit RSKD SIMRS in accordance with government regulations and can be used as a material for consideration and management decision making for the improvement of SIMRS RSKD Duren Sawit service.

"ABSTRAKSistem Informasi sudah dijalankan di Rumah Sakit A. Yani Pekanbaru sejak Mei2015. Pengembangan sistem informasi farmasi perlu dilakukan karena sisteminformasi saat ini dinilai belum baik oleh manajemen. Masih banyak obat deadstock, obat kadaluarsa dan obat kosong saat diperlukan. Penelitian ini merupakanoperational research dengan metode kualitatif. Data diambil melalui wawancara,observasi lapangan maupun telaah dokumen. Dengan metode Framework forApplication of System Techniques (FAST) diketahui sistem informasi farmasi sudahterintegrasi, konsistensi tampilan bagus, keamanan dan integritas sistem bagus,sistem informasi mudah dipahami dan dioperasikan oleh pengguna. Kekurangansistem informasi saat ini adalah susahnya koneksi ke jaringan terutama saat jamsibuk, penyajian informasi belum memenuhi semua kebutuhan pengguna,kurangnya sumber daya Information Technology (IT), belum adanya akses khususke ruangan IT dan server. Disarankan penambahan kekuatan jaringan internet,peningkatan kualitas dan kuantitas tenaga IT, penjagaan keamanan ruangan IT danserver saat ini, penyediaan ruangan IT dan server dengan akses khusus, sosialisasiteratur oleh bagian IT ke pengguna sistem dan pengembangan menu sisteminformasi farmasi yang lebih lengkap.

Yani Hospital Pekanbaru since May 2015.The development of pharmaceutical information systems need to be done becausethe current information systems have not been well assessed by management. Thereare still a lot of dead stock, expired and empty medication when needed. This studyis an operational research with qualitative methods. Data retrieved throughinterviews, observation and study of the document. With the Framework forApplication of System Techniques (FAST) method known that pharmacyinformation system had integrated and consisten, had good security and integrity,easy to operated by the user. Disadvantages of current information systems is lackof connection especially during peak hours, the presentation of information do notmeet all the needs of users, less of Information Technology (IT) personnel, none ofspecial access to IT and server rooms. Recommended to increase the power of theinternet network, increasing the quality and quantity of IT personnel, increasingsecurity of server room at this time, the provision of IT and server rooms withspecial access, regular socialization by the IT to the users of the system andcompleting the information system menu"

"Tesis ini membahas pengembangan Sistem Informasi Online Kebutuhan Tenaga Kesehatan Rumah Sakit di Direktorat Jenderal Pelayanan Kesehatan, Kementerian Kesehatan RI. Tujuan pengembangan yaitu membangun prototipe panel informasi Kebutuhan Tenaga Kesehatan yang terintegrasi dengan Sistem Informasi Rumah Sakit (SIRS) Online untuk mendukung kebijakan pemenuhan tenaga kesehatan. Metode pengembangan sistem informasi menggunakan pendekatan System Development Life Cycle (SDLC) berbasis prototipe. Pengembangan sistem informasi dilaksanakan dalam waktu singkat dengan melibatkan pengguna sehingga sesuai dengan kebutuhan pengguna. Input sistem informasi ini yaitu basis data SIRS Online yang selanjutnya dihitung menggunakan standar minimal kebutuhan tenaga kesehatan berdasarkan jenis dan klasifikasi rumah sakit untuk menghasilkan informasi. Penyajian informasi per wilayah yaitu grafik kekurangan, rekapitulasi kekurangan per kelas RS, grafik kondisi pemenuhan, detail kondisi pemenuhan per RS, tabel kekurangan dan kelebihan tenaga kesehatan rumah sakit, serta rekomendasi provinsi prioritas pemenuhan tenaga kesehatan berdasarkan besaran masalah di setiap wilayah. Perangkat lunak prototipe ini menggunakan bahasa pemrograman PHP, basis data MySql dan penyajian informasi HTML, Javascript, Bootstrap, dan Highchart. Sistem informasi ini dapat diakses secara online menggunakan komputer maupun smart phone sehingga informasi dapat di download untuk kepentingan analisis tahap berikutnya.

This thesis discusses the development of Online Information Systems for Hospital Health Human Resources Needs in the Directorate General of Health Services, Ministry of Health of the Republic of Indonesia. The purpose of development is to build a dashboard prototype of Health Human Resources Needs integrated with Sistem Informasi Rumah Sakit(SIRS) Online or Hospital Information Online System support policy making of hospital health human resources fulfillment. Information system development method using Prototype-based System Development Life Cycle (SDLC) approach. The development of information systems is implemented in a short time by involving the user so that according to user's needs. This information system input is SIRS Online database which is then calculated using minimum standard of health worker needs based on type and classification of hospital to produce information. Information presented by region, there are graphics information of needs by region, recapitulations of needs by hospital class, graphs of fulfillment condition, details fulfillment condition by hospital, tables of needs and excess of hospital health human resources, and recommendation of priority province for health personnel fulfillment based on problem scale in each region. This prototype software uses PHP programming language, MySql database and presentation of HTML information, Javascript, Bootstrap, and Highchart. This information system can be accessed online using computer or smart phone so that information can be downloaded for the interest of the next level analysis."
