"ABSTRAK
Penelitian ini dilatar belakangi oleh adanya kebijakan mutasi pada organisasi
pemerintah yang selalu menimbulkan kegelisahan pada para pegawai. Informasi
terkait kebijakan tersebut terkadang tidak terdistribusi dengan baik kepada pegawai.
Oleh karena itu manajeman komunikasi yang baik diperlukan untuk dapat
mengatasinya. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana
strategi, implemantasi, dan evaluasi atas komunikasi kebijakan sumber daya
manusia tersebut pada organisasi pemerintah. Manajemen komunikasi dalam
penelitian ini dibahas dengan teori proses manajemen komunikasi empat langkah
dari Cutlip, Center, dan Broom. Penelitian ini menggunakan metode kualitatif
dengan strategi penelitian studi kasus. Hasil penelitian menemukan bahwa
organisasi pemerintah telah melakukan langkah-langkah strategi komunikasi dan
memenuhi prinsip-prinsip implementasi komunikasi efektif dengan cukup baik
meskipun tidak disusun dan dilaksanakan secara khusus. Selain itu, hasil dari
evaluasi terhadap perencanaan, implementasi, dan dampak komunikasi juga sudah
baik.

ABSTRACT
This research is motivated by the transfer policy at the government organization
which is always cause anxiety to the employees. Informations related this policy
sometimes not properly distributed to the empleyees. Therefore good
communication management is needed to solved the problem. The purposed of this
research is to determine how the communication strategy, implementation, and
evaluation of human resources policy in the government organizations. The
communication management in this research are discussed by the theory of four
steps communication management process from Cutlip, Center, and Broom. This
research used qualitative research method with case study research strategy. The
research results found that government organizations have taken the steps
communication strategy and fulfill the implementation of the effective
communication principles with fairly good although not specifically formulated
and implemented. Besides, the results of preparation evaluation, implementation
evaluation, and impact evaluation are also already good"

"[Tesis ini menganalisis komunikasi internal pada organisasi perusahaan multinasional dalam konteks manajemen komunikasi yang didasarkan pada faktor penentu dan faktor penghambat komunikasi yang efektif (Lesley, 1991) serta menganalisis strategi komunikasi yang dilakukan organisasi dalam rangka sosialisasi Good Corporate Governance (“GCG”). Studi ini mengangkat kasus perusahaan multinasional yaitu Telin Group, yang mensosiliasikan kebijakan di anak perusahaan dengan dua perbedaan karakteristik. Penelitian ini menggunakan pendekatan kualitatif dengan perolehan data melalui wawancara mendalam, studi dokumen dan kepustakaan. Hasil akhir dari studi ini menunjukkan bahwa komunikasi organisasi internal adalah sangat penting dan jelas dibutuhkan dalam sebuah organisasi untuk mencapai tujuan-tujuan organisasi. Komunikasi internal yang dikelola dan diorganisasikan secara baik dapat membantu organisasi dalam menciptakan iklim komunikasi yang baik dan kondusif;This thesis analyzing internal communication on the multinational corporations to take the socialization Good Corporate Governance (“GCG”) at PT Telekomunikasi Indonesia International group and 2 subsidiary company Telin Malaysia dan Telin Timor Leste. This study took the case to the multinational companies that TELIN Group, where the parent policy socialize the group policy in subsidiaries, studied company profile is divided into companies that are in the countries that already have good rules of corporate governance and in countries that do not have corporate governance rules. This study used a qualitative approach and descriptive analysis. Data were obtained through in-depth interviews , a number of valuable dokunmen , and literature study . At the end result of this study showed that internal organizational communication is very important and clearly needed within an organization to achieve organizational goals . "Penelitian ini bertujuan untuk mengetahui strategi, implementasi, dan evaluasiatas difusi inovasi dari budaya organisasi yang dilakukan melalui komunikasiinternal pada Pusdiklat BPK RI. Metode penelitian dilakukan secara kualitatifdengan wawancara mendalam dan observasi yang disertai dengan data sekundersebagai bahan pembanding. Hasil penelitian menunjukkan bahwa strategi danimplementasi inovasi budaya melalui komunikasi internal yang diterapkanmanajemen menghasilkan evaluasi yang positif. Namun demikian proses difusiinovasi tidak berjalan dengan lancar karena sifat budaya organisasi yang abstraksehingga dibutuhkan waktu penyesuaian yang panjang dalam proses internalisasidi organisasi. Selain itu terdapat perbedaan tipe pengadopsi inovasi yangdisebabkan oleh penempatan posisi adopter didalam organisasi.

This research aims to know the strategy, implementation, and evaluation of thediffusion of innovation over the culture of the organization is done throughinternal communication at Pusdiklat BPK RI BPK RI Training Center . Theresearch method was conducted qualitatively with in depth interviews andobservations accompanied by secondary data as a comparison material. Theresults showed that the strategy and implementation of cultural innovation throughinternal communication applied by management resulted in a positive evaluation.However, the process of diffusion of innovation does not go smoothly because ofthe nature of organizational culture is an abstraction, so that it takes a long timeadjustment in the process of internalization in the organization. In addition, thereare different types of innovation adopters caused by the placement of an adopterposition within the organization.

"Penelitian ini membahas tentang jaringan komunikasi Perpustakaan Riset BPK RI dalam memberikan layanan perpustakaan di masa pandemi COVID-19. Pandemi COVID-19 yang terjadi di Indonesia hampir dua tahun ini telah mengubah metode dan budaya kerja dengan adanya fenomena bekerja dari rumah. Tujuan penelitian ini adalah untuk mengidentifikasi jaringan komunikasi di Perpustakaan Riset BPK RI ditinjau dari pola komunikasi dan peran individu serta faktor yang mempengaruhinya dalam rangka memberikan layanan perpustakaan di masa pandemi COVID-19. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Pengumpulan data dilakukan dari Februari hingga April 2022 melalui wawancara, observasi, dan analisis dokumen. Informan penelitian dipilih berdasarkan metode purposive sampling. Dari penelitian ini dapat diketahui bahwa pola komunikasi yang terbentuk di Perpustakaan Riset BPK RI adalah Pola All Channel. Selain itu, peran yang muncul dalam jaringan komunikasi adalah Gate Keeper, Opinion Leaders, Bridges, dan Cosmopolites. Dapat disimpulkan bahwa peran individu dalam membangun jaringan komunikasi di Perpustakaan Riset BPK RI adalah saling mendukung dalam memberikan layanan yang lebih inovatif dengan memperhatikan kebutuhan pemustaka di masa pandemi COVID-19. Adapun saran dari penelitian ini adalah Perpustakaan Riset BPK RI dapat terus meningkatkan keterlibatan pegawai perpustakaan dalam pertimbangan pembuatan keputusan, sehingga Perpustakaan Riset BPK RI dapat memberikan layanan perpustakaan di masa pandemi COVID-19 dengan memperhatikan peran individu serta pola jaringan komunikasi.

This study discusses the communication network at Perpustakaan Riset BPK RI in providing library services during the COVID-19 pandemic. The COVID-19 pandemic has occurred in Indonesia for almost two years and has changed work methods and culture with the phenomenon of working from home. The purpose of this study was to identify the communication network in Perpustakaan Riset BPK RI in terms of communication patterns and individual roles as well as the factors that influence such communication in order to provide library services during the COVID-19 pandemic. This research uses a qualitative approach with a case study method. Data collection was carried out from February to April 2022 through interviews, observations, and document analysis. Research informants were selected based on purposive sampling method. From this research, it can be seen that the communication pattern formed in Perpustakaan Riset BPK RI is the All-Channel Pattern. In addition, the emerging roles in the communication network are Gate Keepers, Opinion Leaders, Bridges, and Cosmopolites. It can be concluded that the role of individuals in building communication network at the Perpustakaan Riset BPK RI is to support each other in providing more innovative services by paying attention to the needs of users during the COVID-19 pandemic. The suggestion from this research is that Perpustakaan Riset BPK RI can continue to improve and maintain the involvement of library employees in decision-making considerations, so that the library can provide library services during the COVID-19 pandemic by taking into account the individual roles as well as the communication network patterns."

"Penelitian ini membahas tentang strategi komunikasi dalam sosialisasi kebijakan publik pada internal organisasi yang dilakukan oleh dinas pengawasan dan penertiban DKI Jakarta dimana pada tahun 2010 telah muncul perda baru, sebagai sesuatu yang baru dalam organisasi tentunya memerlukan strategi komunikasi untuk mensosialisasikan baik secara internal maupun eksternal. Akantetapi dalam penelitian ini peneliti lebih menitikberatkan pada strategi komunikasi dalam mensosialisasikan perda tersebut dalam internal organisasi.
Strategi komunikasi apa dan kendala-kendala apa yang ada dalam sosialisasi internal tersebut adalah pertanyaan yang akan dijawab dalam penelitian ini. Teori difusi inovasi dari E.M. Rogers digunakan untuk menjelaskan bagaimana proses difusi inovasi dalam organisasi sebagai strategi komunikasi sosialisasi perda no.7 tahun 2010 tentang bangunan gedung tersebut.
Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif untuk menggambarkan strategi komunikasi dalam sosialisasi perda no.7 tahun 2010 pada internal organisasi Dinas Pengawasan dan Penertiban DKI Jakarta.
Hasil Penelitian ini memperlihatkan tahap-tahap restrukturisasi dan rutinisasi tidak banyak kendala, sementara tahap klarifikasi merupakan tahap yang memiliki beberapa kendala. Tahap klarifikasi ini sangat menentukan tahap terakhir dari proses difusi inovasi dalam organisasi yakni tahap rutinisasi.

This study discusses the strategies of communication in the socialization of public policy on the internal organization that conducted by the departement of supervision and control of DKI Jakarta, where in 2010 a new regulation has emerged as something new in the organization would require a communication strategy to promote both internally and externally. But researcher in this study is more focused on communication strategies in disseminating these regulation in the internal organization.
What communication strategies and what constraints exist in the internal socialization is a question that will be answered in this study. Diffusion of innovation in organization as a communication strategy socialization regulation no.7 of 2010 on the building.
The method used in this research is descriptive qualitative to describe the communication strategy in a regulation socialization no.7 of 2010 on the internal organization of the Departement of Supervision and Control of Jakarta.
The research result shows the stages of restructuring and routinization are not many obstacles, while the clarification stage is the stage that has some constrait. Clarification stage is crucial last stage at the process of diffusion innovation in organization stage of routinization."

"Riset yang berfokus pada kompetensi MSDM (human resource competency) ini,mempunyai dua tujuan, yaitu: problem solving interest dan research interest. Subjek penelitian, Bank BTN dianalisis dari sisi regulasi, struktur, tata kelola, serta dinamika internal human capital management menghadapi situasi kompleks problematis era ASEAN Economic Community 2015 dan ASEAN financial integration 2020.
Metode penelitian yang digunakan adalah serba sistem lunak berbasis riset tindakan. Hasilnya, Bank BTN tidak melakukan tindakan sistemik dalam sistem kepemimpinan dan sistem kerja kinerja unggul. Kompetensi MSDM sebagai leverage dapat tercapai melalui efikasi individu dan efikasi organisasi.
Sebagai riset akademik, refleksi teoritis memberikan kebaruan berupa disain ulang kompetensi MSDM. Disain alternatif tersebut dihasilkan melalui integrasi sistem pemosisi strategis dengan sistem kerja kinerja unggul melalui sistem proaktivis kredibel empat tingkat.
Rekomendasi: organisasi bank perlu mengadopsi desain alternatif, Sistem Kompetensi Modal Manusia, sehingga menjadi center of excellence dalam bidangnya melalui dialog serta tindakan nyata sistemik yang inklusif, holistik dan strategis.

The Research, that focuses on human resource competency, has two objectives, namely: problem solving interest and research interest. Bank BTN, subject of the research, were analyzed in terms of regulation, structure, governance, and the internal dynamics of human capital management in facing a problematic situation in ASEAN Economic Community 2015 and ASEAN financial integration 2020.
Soft systems methodology based action research was used as the approach. As a result, Bank BTN has not performed systemic action in their leadership system and superior performance work systems yet. Human resource competencies, as leverage, can be achieved through personal efficacy and organizational efficacy.
As an academic research, theoretical reflections provide novelty in the form of human resource competency redesign. The alternative design was produced by an integration of strategic positioner system with high performance work systems through proactivists credible four-level systems.
Recommendation: a bank organization needs to adopt the concept of human capital competency systems to be a center of excellence in its field through systemically inclusive, holistic, and strategic dialogue and real action.

"ABSTRACT
Penelitian ini bertujuan untuk mengetahui penilaian pelaksanaan manajemen Sumber Daya Manusia pada Organisasi XYZ berdasarkan empat faktor utama model yang dikembangkan oleh David Ulrich (1997) didalam buku Human Resource Champions, yaitu sebagai Strategic Partner, Administrative Expert, Employee Champion dan Change Agent. Data penelitian ini diambil dari 83 responden yang merupakan karyawan pada Organisasi XYZ yang bergerak di bidang kemanusiaan di Jakarta. Analisis data menggunakan t-test dan one way ANOVA. Hasil penelitian menunjukkan bahwa ada perbedaan yang signifikan menurut divisi HRD, Non-HRD Support, dan Operasi terhadap pelaksanaan manajemen Sumber Daya Manusia pada Organisasi XYZ.

ABSTRACT
This study aims to analyze the implementation of Human Resource Management at XYZ organization based on four role function model developed by David Ulrich (1997) in his book, Human Resource Champions. The four role functions are Strategic Partner, Administrative Expert, Employee Champion and Change Agent. The research data was taken from 83 respondents who are employees at XYZ Organization engaged in humanitarian work in Jakarta. Data analysis was conducted using t-test and one way ANOVA. The results showed that there were significant differences according to the HR, Non-HR Support, and Operations divisions on the implementation of Human Resource Management at XYZ Organization."

Penelitian ini bertujuan untuk menguji pengaruh komunikasi internal dengan kepuasan komunikasi organisasi dan citra organisasi pemerintah pada Layanan Terpadu Direktorat Jenderal Perimbangan Keuangan Kementerian Keuangan Republik Indonesia Pengumpulan data dilakukan dengan menggunakan metode survei melalui kuesioner Populasi penelitian ini adalah pegawai pemerintah daerah yang pernah menggunakan layanan terpadu DJPK Kementerian Keuangan Sampel penelitian ini sebanyak 234 responden Dari hasil analisis data diketahui bahwa penggunaan komunikasi internal berpengaruh positif dan kuat terhadap kepuasan komunikasi organisasi Penggunaan komunikasi internal juga berpengaruh positif dan kuat terhadap citra organisasi pemerintah.

"Penelitian ini bertujuan untuk mendeskripsikan penerapan komunikasi yang dilakukan dalam model kepemimpinan pada organisasi dalam rangka melakukan perubahan. Penelitian berparadigma post-positivis ini menggunakan pendekatan kualitatif dengan desain studi kasus. Hasil penelitian menunjukkan bahwa pemimpin menerapkan model kepemimpinan transformasional melalui komunikasi internal sehingga menghasilkan perubahan pengembangan khususnya dalam upaya meningkatkan kepercayaan publik kepada organisasi. Kepemimpinan yang dilakukan Sri Mulyani menunjukkan komponen perilaku dan karakteristik yang konsisten dengan kepemimpinan transformasional, dengan satu komponen kepemimpinan transaksional terkait dengan reward and punishment. Model kepemimpinan transformasional dengan gaya kepemimpinan yang visionary dan democratic juga turut membawa perubahan bagi iklim komunikasi organisasi menjadi suportif dan partisipatif.

This study attempts to describe the application of communication in leadership model on the governmental organization, in order of change. This post positivistic study used qualitative approach, with case study research design. This study showed that the leader applies transformational model of leadership through internal communication in producing developmental changes, especially in the attempts to increase public trust to the institution. The leadership that has been done by Sri Mulyani showed behavioral components and characteristics that consistent with transformational leadership with a component of transactional leadership related to reward and punishment. The transformational model of leadership with visionary and democratic style of leadership also change the communication climate into supportive and participative. "

"Tesis ini menganalisis dua faktor yang mempengaruhi burnout, yaitu persepsi terhadap human resource management dan perceived organizational support. Penelitian ini merupakan penelitian kuantitatif dengan melakukan pengukuran burnout pada 45 orang sampel karyawan Bank X. Hasil penelitian menemukan bahwa faktor persepsi terhadap manajemen SDM pada dimensi pengembangan pribadi yang paling berpengaruh terhadap burnout. Berdasarkan hasil penelitian, peneliti menyarankan bahwa perlu dilakukan sosialisasi kebijakan dan dukungan organisasi oleh manajemen SDM terhadap karyawan yang mengalami burnout.

This thesis analyzes two factors that affect burnout, the perception of human resource management and perceived organizational support. This research is quantitative by measuring burnout in the sample of 45 employees of Bank X. The study found that factors in the perception of human resource management dimension's - personal development the most influence on burnout. Based on the research results, the researchers suggest that this problem needs to be disseminated by the organization's policies and human resource management support for employees experiencing burnout."
