"Jakarta, sebagai sebuah kota, selalu menghadapi masalah dan tantangan yang bergerak dinamis dan kian kompleks. Untuk mengatasinya, diperlukan pengelolaan perkotaan yang lebih baik agar pembangunannya dapat diarahkan untuk membuat kota menjadi lebih layak huni. Salah satunya, ialah dengan memanfaatkan teknologi, informasi, dan komunikasi melalui konsep smart city. Untuk bertransformasi menjadi smart city, Jakarta punya program Jakarta Smart City yang kemudian dikembangkan dari dimensi-dimensi penting yang ada. Penelitian ini bertujuan untuk menganalisis bagaimana pengembangan dimensi smart governance pada Jakarta Smart City. Peneliti menggunakan pendekatan post-positivist, dan metode kualitatif.
Hasil analisis menunjukkan bahwa Jakarta Smart City telah mengembangkan dimensi smart governance, dengan memenuhi indikator partisipasi dalam pembuatan keputusan, transparansi, pelayanan publik dan pelayanan sosial, serta strategi politik dan perspektif. Pengembangan dimensi smart governance pada Jakarta Smart City ini diharapkan jadi penggerak untuk membangun dimensi esensial lainnya untuk mentransformasikan kota sepenuhnya menjadi smart city.

As a city, Jakarta is always facing problems and challenges which getting more complex each day. To overcome this, an urban development is needed, so that the city can be directed to be more livable. One concept to make urban development in the city becomes better is by using the technology, information, and communication through smart city. To be able to transform into a smart city, Jakarta has Jakarta Smart City, which then being developed in many dimensions. This research aims to analyze how the development of smart governance dimension in Jakarta Smart City. The research using post-positivist approach and qualitative methods.
The analysis showed that Jakarta Smart City has developed a smart dimension of governance, to fulfill the indicators participation in decision-making, transparency, public services and social services, as well as political strategy and perspective. Development of smart governance dimension in Jakarta Smart City is expected to be the driving force to build other essential dimensions to completely transform the city into a smart city.

"Tesis ini akan membahas strategi pembangunan smart city yang tengah dilakukan oleh Jakarta dan Seoul. Penelitian ini menggunakan metode perbedaan komparatif yang dilakukan dengan membandingkan strategi pembangunan smart city di Jakarta dan Seoul melalui tiga dimensi utama yakni, teknologi, manusia dan institusi. Selain membandingkan strategi pembangunan yang dilakukan oleh Jakarta maupun Seoul, penelitian ini juga akan menggali pembelajaran apa yang dapat diambil dari pembangunan smart city di Seoul. Hal tersebut berkaitan erat dengan kedudukan Seoul yang terlebih dahulu menggagas program smart city dan telah diakui keberhasilannya oleh dunia internasional.

This thesis will discuss the strategic development of smart city in Jakarta and Seoul. The method that being used is a comparative difference model, which implemented by comparing strategic development of smart city in Jakarta and Seoul through three dimensions, including technology, human and institutions. More over this thesis will also finds the lessons learned from the development of smart city in Seoul. Seoul have develops smart city earlier than Jakarta, the city also internationally recognized as one of the best smart city in the world. "

"Pemerintah Provinsi DKI Jakarta dituntut untuk bertindak secara pintar dalam menghadapi permasalahan dan tantangan perkotaan yang dihadapinya. Menghadapai hal tersebut, Jakarta menerapkan Jakarta Smart City sebagai sebuah konsep pengembangan kota pintar dengan memanfaatkan pengembangan Teknologi Informasi dan Komunikasi untuk mengelola sumber daya kota secara efektif dan efisien dengan mengedepankan inovasi dan partisipasi warga. Acara Indonesia Smart Nation Award menempatkan Jakarta pada peringkat tiga kota pintar kategori provinsi. Guna meningkatkan kematangan kota pintar perlu diketahui sejauh mana tingkat kesiapan Jakarta Smart City saat ini.
Pengukuran tingkat kesiapan kesiapan kota pintar ini menggunakan metode Smart Cities Readiness Maturity Model and Self Assesment Tool yang telah mengadopsi standar BSI PAS 181:2014 tentang kerangka kerja kota pintar. Terdapat lima tingkatan kesiapan dari model tersebut yaitu tingkat Ad-hoc, Opportunistic, Purposeful & Repeatable, Oprationalised dan Optimised. Hasil analisis tingkat kesiapan melalui UP Jakarta Smart City memberikan nilai 1,46 atau masih dalam tingkat 1 (Ad-hoc). Peningkatan ke tingkat 2 dapat dilakukan dengan mengikuti praktik terbaik yang ada dalam model tersebut.

Provincial Government of Jakarta expected to act intelligently in the face of urban problems and challenges. Faced with this, Jakarta implements the Smart City concept development that uses Information and Communication Technology (ICT) to manage the city resources effectively and efficiently by promoting innovation and citizen participation. Indonesia Smart Nation Award puts Jakarta in third place within the provincial smart cities category. In order to increase the maturity level of Jakarta as smart city, we need to know the extend of Jakarta Smart City readiness currently.
Such measurement of smart city readiness uses the Smart Cities Readiness Maturity Model and Self Assessment Tool that has adopted BSI PAS 181: 2014 standard for smart cities framework. There are five levels of readiness in this model, which are Ad-hoc, Opportunistic, Purposeful & Repeatable, Oprationalised and Optimised. The result of the analysis that was applied through Jakarta UP Smart City shows a score of 1.46 or still at level 1 (Ad-hoc). Improvement to level 2 can be done by following the best practices in this model.

Jakarta yang telah didukung oleh teknologi big data. Peran teknologi big data bagi perkembangan smart city sangat penting karena dapat menjadi dasar untuk menyusun perencanaan dan menentukan kebijakan pemerintah daerah. Pada tesis ini dibahas mengenai analisis implementasi teknologi big data di Pemerintah Provinsi DKI Jakarta dengan menggunakan metode gap analysis pada data-data hasil in-depth interview dan data pendukung lainnya. Berdasarkan hasil gap analysis diketahui bahwa implementasi
teknologi big data di Jakarta Smart City masih memerlukan perbaikan dan pengembangan karena masih adanya kesenjangan pada elemen-elemen penelitian yaitu data, infrastruktur, pengelolaan, sumber daya manusia dan manfaat. Pada penelitian ini selanjutnya dirumuskan usulan perbaikan terhadap kesenjangan yang ditemukan dan menyusun urutan prioritas perbaikan dengan menggunakan metode capability, accessibility, readiness dan leverage (CARL).

ABSTRACT
The Jakarta Smart City Unit is a work unit of the Jakarta Provincial Government in Indonesia with the main duty and function of implementing smart city, one of its
efforts using big data technology. The role of big data technology in the development of smart city is very important, because it can be the basis of the steps in determining the policies of the local government. This study discusses and analyses the implementation of big data technology in the Provincial Government of Jakarta by using gap analysis tool based on in-depth interview data and other supporting data. Based on the results of the gap analysis, it is known that the use of big data technology in Jakarta Smart City still needs improvement and development because there are still gaps in the research elements, namely data, infrastructure, governance, human resources and benefit. In this study the proposed improvements to the gaps that were found and formulated the priority order of improvement using the method of Capability, Accessibility, Readiness,
and Leverage CARL."

"Pertumbuhan pengguna internet dan pengguna smartphone telah merubah gaya hidup masyarakat Indonesia ke arah digital, salah satunya dalam mencari informasi. Salah satu informasi yang banyak diakses oleh pengguna internet di Indonesia adalah informasi layanan publik. Selain itu, seiring dengan perkembangan teknologi dan internet, terdapat beberapa kota di Indonesia sedang bertransformasi menuju Smart City dan salah satunya adalah Jakarta. Dalam proses menuju Smart City, Pemerintah DKI Jakarta telah meluncurkan sebuah aplikasi mobile Jakarta Smart City untuk mempermudah masyarakat dalam mengakses informasi layanan publik. User experience UX merupakan faktor yang sangat penting bagi sebuah aplikasi mobile dalam memberikan kesan pertama tentang suatu produk yang ditawarkan melalui interaksi antara pengguna dengan produk. Penelitian ini bertujuan untuk menganalisis UX aplikasi mobile Jakarta Smart City dengan menggunakan pendekatan performance metrics, self-reported metrics melalui kuesioner Single Ease Question SEQ dan kuesioner Design-oriented Evaluation of Perceived Usability DEEP , serta issue-based metrics yang menilai kinerja, persepsi, perilaku, dan mengeluarkan apa yang dirasakan pengguna dalam berinteraksi dengan aplikasi serta mengetahui pengaruh pengalaman pada penggunaan aplikasi mobile. Berdasarkan hasil analisis, aplikasi mobile Jakarta Smart City memiliki penilaian usability yang belum baik dan ditemukan masalah pada desain aplikasi mobile tersebut. Oleh karena itu, dilakukan perbaikan desain tampilan atau user interface UI dengan menggunakan prinsip-prinsip desain UI, open card sort, dan Activity Relationship Chart ARC . Hasil penelitian ini adalah penilaian user experience, rekomendasi, dan desain tampilan aplikasi mobile Jakarta Smart City yang dapat meningkatkan usability pengguna.

The growth of internet users and smartphone users has changed Indonesian society lifestyle towards digital, one of things is to search information. One of the information that is widely accessed by internet users in Indonesia is public service information. In addition, along with the development of technology and internet, there are several cities in Indonesia are being transformed into smart city and one of them is Jakarta. In the process towards smart city, the Government of DKI Jakarta has launched a Jakarta Smart City mobile application to facilitate the public in accessing public service information. User experience UX is a very important factor for an application to give a first impression about the product offered through the interaction between user and product. This study aims to analyze Jakarta Smart City mobile application by using performance metrics, self reported metrics through Single Ease Question SEQ questionnaire and Design oriented Evaluation of Perceived Usability DEEP questionnaire, and also issue based metrics approach that assess performance, perception, behavior, and filter out user feels as a result of the interaction with applications, and also reveal the effect of experience in using the application. Based on the analysis, the Jakarta Smart City mobile application has a relatively low usability score and found problems with the mobile application design. Therefore, interface redesign or user interface UI was developed using the principles of UI design, open card sort, and Activity Relationship Chart ARC . The output of this research are user experience evaluation, recommendation, and interface design to increase the user usability."

"Indonesia merupakan salah satu negara dengan jumlah penduduk yang cukup tinggi. Berdasarkan data total populasi penduduk Indonesia pada tahun 2020, terdapat sekitar 56,4% penduduk yang tinggal di kota dan diperkirakan akan meningkat menjadi 82,37% pada tahun 2045. Oleh karena itu, untuk dapat memberikan tempat tinggal yang layak huni bagi masyarakat serta meningkatkan efisiensi pelayanan publik, Indonesia membutuhkan sebuah konsep kota cerdas. Penelitian ini akan meneliti salah satu media interaksi yang biasanya digunakan untuk smart city yaitu website. Smart city website merupakan sebuah portal kota yang mengadopsi konsep kota cerdas yang digunakan untuk mengakses informasi terkait pengembangan kota cerdas di kota tersebut. Smart city website saat ini sudah dimiliki oleh sebagian besar kota di Indonesia yang menerapkan smart city. Namun, smart city website saat ini masih minim penggunaannya, memiliki arsitektur informasi yang kurang jelas, dan masih terdapat pula kekurangan pada desain antarmuka dan pengalaman pengguna pada beberapa smart city website di Indonesia. Pada penelitian ini, dilakukan perancangan rumusan desain interaksi untuk smart city website yang meliputi informasi dan fitur yang sesuai dengan kebutuhan pengguna dengan pendekatan user-centered design. Selain itu, tahapan pada penelitian ini mengacu pada four basic activities of interaction design yaitu establish requirements, designing alternatives, prototyping, dan evaluating. Pada tahap penentuan kebutuhan pengguna, dilakukan survei dan wawancara. Hasil dari penelitian ini adalah hasil analisis fitur dan informasi yang dibutuhkan pengguna pada smart city website, rumusan desain interaksi smart city website, dan pengukuran tingkat usability dari rumusan desain yang telah dibuat.

Indonesia is one of the countries with a fairly high population. Based on data of the total population of Indonesia, there are around 56.4% of the population living in cities and it is estimated that it will increase to 82.37% in 2045. Therefore, to be able to provide a decent place to live for community and improve the efficiency of public services, Indonesia needs a smart city concept. This study will examine one of the interaction media that is usually used for smart cities which is a website. Smart city website is a city portal that adopts the smart city concept that is used to access information related to smart city development in the city. Smart city websites are now owned by most cities in Indonesia that implement smart cities. However, the current smart city website is still minimal in use, has an unclear information architecture, and there are still shortcomings in the interface design and user experience on several smart city websites in Indonesia. In this study, the interaction design formulation for smart city websites was designed which includes information and features that suit user needs with a user-centered design approach. In addition, the stages in this study refer to four basic activities of interaction design, namely establishing requirements, designing alternatives, prototyping, and evaluating. At the stage of determining user needs, surveys and interviews were conducted. The results of this study are the results of the analysis of the features and information needed by users on the smart city website, the formulation of the interaction design of the smart city website, and the measurement of the usability level of the design formulation that has been made."

"Fenomena VUCA merupakan suatu tantangan baru bagi sektor pemerintah. Untuk menghadapi tantangan tersebut diperlukan manajemen organisasi baru yang disebut sebagai konsep agile, pada sektor pemerintah disebut dengan agile government. Untuk dapat menerapkan konsep tersebut, organisasi sektor pemerintah memerlukan beberapa pendekatan pendukung, salah satunya yaitu agile human resource management. Jakarta Smart City merupakan salah satu organisasi sektor pemerintah yang bergerak dalam pengembang smart city kota Jakarta yang menerapkan konsep agile. Jakarta Smart City terdiri dari 17 pegawai ASN dan 200 Tenaga Ahli, juga memiliki status sebagai Badan Layanan Umum Daerah (BLUD) membuat Jakarta Smart City fleksibel dalam melakukan manajemen sumber daya manusia, oleh karena itu peneliti tertarik melihat praktik agile human resource management pada Jakarta Smart City. Penelitian ini menggunakan teori agile human resource management dari Ranasinghe & Sangaradeniya (2021) yang memiliki enam dimensi yaitu agile recruitment, agile performance management, agile coaching, agile compensation, agile learning and development, dan agile career paths and succession management untuk menganalisis manajemen sumber daya manusia di Jakarta Smart City. Penelitian ini menggunakan pendekatan post-positivist dengan pengumpulan data melalui wawancara mendalam dan studi kepustakaan. Hasil dari penelitian ini menunjukan bahwa mamanjemen sumber daya manusia di Jakarta Smart City sudah menerapkan 5 dimensi dan belum menerapkan satu dimensi. Lima dimensi yang berhasil diterapkan yaitu agile recruitment, agile performance management, agile coaching, agile learning and development, dan agile career paths and succession management. Satu dimensi yang dinyatakan belum siap yaitu dimensi agile compensation.

The VUCA phenomenon is a new challenge for the government sector. To face these challenges, new organizational management is needed which is referred to as the agile concept, In the government sector it is called agile government. To be able to apply the concept, government sector organizations need several supporting approaches, one of which is agile human resource management. Jakarta Smart City is one of the government sector organizations engaged in developing smart cities in Jakarta that applies agile concepts. Jakarta Smart City consists of 17 civil servants and 200 experts, also has the status of a Regional Public Service Agency (BLUD) making Jakarta Smart City flexible in conducting human resource management, therefore researchers are interested in seeing agile human resource management practices in Jakarta Smart City. This research uses the agile human resource management theory from Ranasinghe & Sangaradeniya (2021) which has six dimensions, namely agile recruitment, agile performance management, agile coaching, agile compensation, agile learning and development, and agile career paths and succession management to analyze human resource management in Jakarta Smart City. This study used a post-positivist approach with data collection through in-depth interviews and literature studies. The results of this study show that human resource management in Jakarta Smart City has implemented 5 dimensions and has not implemented one dimension. The five dimensions that have been successfully applied are agile recruitment, agile performance management, agile coaching, agile learning and development, and agile career paths and succession management. One dimension that is declared not ready is the agile compensation dimension."

"Penelitian ini bertujuan untuk mengembangkan indeks dan kerangka kerja kota cerdas berbasis lingkungan secara komprehensif dengan kerangka kerja Driver-Pressure-State-Impact-Response (DPSIR) untuk mengukur kinerja kota Jakarta untuk menjadi kota cerdas berkelanjutan. Penulis memasukkan indikator ekologi dan data perubahan lahan dalam deret waktu spasial (spatiotemporal) dan variabel persepsi perilaku masyarakat sebagai kebaruan dari penelitian sebelumnya, sehingga hasilnya dapat digunakan sebagai suatu kerangka evaluasi kinerja kota-kota di dunia dan dapat dikembangkan untuk penelitian lebih lanjut. Metode penelitian menggunakan metode bobot entropi dan metode Partial Least Square-Structural Equation Modeling (PLS-SEM). Hasilnya dengan pengolahan data sekunder dan data primer persepsi sosial, ditemukan 7 (tujuh) indikator ekologi yaitu kecepatan angin, suhu, curah hujan, konsentrasi rata-rata tahunan Indeks Standar Pencemar Udara (ISPU), kelembaban, pH tanah, dan data perubahan lahan secara spatiotemporal melalui Indeks Vegetasi yang terbukti sangat berpengaruh untuk menilai kondisi ekologi lingkungan perkotaan, khususnya di kota Jakarta dengan kerangka kerja DPSIR. Kesimpulan dari penelitian ini, Jakarta sebagai sebuah kota saat ini mempunyai masalah kebutuhan air bersih, pengelolaan limbah air dan sampah, kebutuhan listrik, kebutuhan ruang terbuka hijau, dan kualitas udara seiring dengan pertumbuhan penduduknya sampai 10,61 juta jiwa pada akhir tahun 2021 dan menghasilkan pengembangan sebuah kerangka kerja untuk mendeteksi, dan mengerti keadaan sebuah kota dengan melakukan evaluasi secara komprehensif keadaan dan kinerja lingkungan sebuah kota cerdas berkelanjutan.

This study aims to develop a comprehensive index and framework for a smart city based on the environment with the Driver-Pressure-State-Impact-Response (DPSIR) framework to measure the performance of the city of Jakarta to become a smart sustainable city. The author incorporates ecological indicators and land change data in a spatial time series (spatiotemporal) and variables of perceptions of people's behaviour as a novelty from previous research, so that the results can be used as a framework for evaluating the performance of cities in the world and can be developed for further research. The research method uses the entropy weight method and the Partial Least Square-Structural Equation Modeling (PLS-SEM) method. As a result, by processing secondary data and primary data on social perception, 7 (seven) ecological indicators were found, namely wind speed, temperature, rainfall, annual average concentration of the Standard Air Pollutant Index (ISPU), humidity, soil pH, and land change data on an annual basis. spatiotemporal through the Vegetation Index which is proven to be very influential for assessing the ecological conditions of the urban environment, especially in the city of Jakarta with the DPSIR framework. The conclusion from this study, Jakarta as a city currently has problems with the need for clean water, wastewater and waste management, electricity demand, green open space requirements, and air quality as its population grows to 10.61 million people by the end of 2021 and resulting in the development of a framework for detecting and understanding the state of a city by comprehensively evaluating the state and environmental performance of a sustainable smart city. "
