"ABSTRAKSkripsi ini membahas mengenai perkembangan industri pariwisata di Yogyakarta pada masa Orde Baru pada periode 1969 - 1979. Pariwisata menjadi salah satu sektor perekonomian yang mengalami pertumbuhan pesat di Indonesia. Salah satu wilayah di Indonesia yang menjadi daerah tujuan wisata adalah Daerah Istimewa Yogyakarta. Hal itu disebabkan oleh letak geografis yang strategis dan potensi wisata yang besar. Pariwisata di Indonesia memasuki babakan baru pada tahun 1969 ketika Pemerintah Pusat mengeluarkan beberapa kebijakan untuk pengelolaan pariwisata. Dinas Pariwisata Yogyakarta bekerjasama dengan lembaga-lembaga lain untuk melaksanakan kebijakan pariwisata sehingga pariwisata Yogyakarta dapat berkembang dengan baik. Penelitian ini menggunakan metode sejarah berupa heuristik, kritik, dan historiografi dengan penelusuran berbagai surat kabar sezaman dan berbagai literatur kepariwisataan sebagai sumber pendukung. Hasil penelitian ini menunjukkan bahwa Pemerintah Daerah telah melakukan berbagai kebijakan untuk mengembangkan pariwisata di Yogyakarta pada awal Orde Baru. Pelita I fokus pengembangannya terletak pada pembangunan sarana dan prasarana. Sedangkan pada Pelita II pengembangan pariwisata berfokus kepada peningkatan kualitas jasa pariwisata. Pengembangan yang dilakukan tersebut berdampak bagi kehidupan masyaratak di bidang ekonomi, sosial, dan budaya.

ABSTRACTThis thesis discusses the development of the tourism industry in Yogyakarta during the New Order period in the period 1969 - 1979. Tourism is one of the economic sectors experiencing rapid growth in Indonesia. One of the areas in Indonesia which became a tourist destination is the Special Region of Yogyakarta. This is due to the strategic geographical location and large tourism potential. Tourism in Indonesia entered a new phase in 1969 when the Central Government issued several policies for tourism management. The Yogyakarta Tourism Office collaborates with other institutions to implement tourism policies so that Yogyakarta tourism can develop well. This study uses historical methods in the form of heuristics, criticism, and historiography by tracing various contemporary newspapers and various tourism literature as supporting sources. The results of this study indicate that the Regional Government has carried out various policies to develop tourism in Yogyakarta at the beginning of the New Order. Pelita I focuses on the development of facilities and infrastructure. Whereas in the Pelita II tourism development focuses on improving the quality of tourism services. The development carried out has an impact on the lives of people in the economic, social and cultural fields."

"Skripsi ini membahas peranan tuan rumah (host) dalam mengembangkan kegiatan pariwisata berdasarkan nilai-nilai lokal. Tulisan ini berfokus pada penerapan nilai-nilai lokal dalam kegiatan pembangunan desa wisata adat yang dilakukan oleh komunitas adat masyarakat kampung Kuta (host). Permasalahan yang terjadi pada agenda pembangunan desa wisata adat kampung Kuta adalah adanya dua pemimpin, yaitu pemimpin tradisional dan pemimpinan formal. Dalam kehidupan sehari-hari masyarakat kampung Kuta pun terbuka dengan perkembangan zaman akan tetapi mereka tetap mempertahankan nilai-nilai lokal yang dimiliki. Kemudian, bagaimana para pemimpin dapat melaksanakan kegiatan pengembangan desa wisata adat di kampung Kuta dengan tidak menghilangkan nilai-nilai lokal yang dimiliki masyarakat kampung Kuta. Hal ini mengingat bahwa tidak sedikit telah terjadi hilangnya nilai-nilai lokal suatu komunitas masyarakat ketika kehidupan mereka kerap mendapatkan pengaruh dari luar komunitasnya sekaligus lingkungan tempat tinggal mereka dijadikan sebagai destinasi wisata. Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode observasi partisipasi, in-depth interview, dan studi kepustakaan. Hasil penelitian ini adalah bahwa nilai-nilai lokal masyarakat kampung Kuta mengalami perkembangan yang digunakan untuk beradaptasi dengan lingkungan dan perkembangan zaman. This paper focuses on the application of local values ​​in the traditional tourism village development activities carried out by the customary community of Kuta village (the host). The problem that occurs in the development agenda of the traditional tourism village of Kuta village is that there are two leaders, namely traditional leaders and formal leaders. In everyday life, the people of Kuta village are also open to the times, but they still maintain their local values. This is considering that there has been a loss of local values ​​of a community when their lives often get influences from outside their community as well as the environment in which they live as a tourist destination. "Kabupaten Bintan merupakan destinasi wisata yang potensial dan tengah mengalami perkembangan yang cukup pesat saat ini. Penelitian ini mengkaji tahapan perkembangan pariwisata Kabupaten Bintan berdasarkan Model Siklus Hidup kawasan Wisata. Identifikasi tahapan perkembangan dilakukan dengan melihat perubahan yang terjadi pada berbagai kriteria, yaitu karakteristik destinasi, pemasaran, dampak ekonomi, sosial dan lingkungan. Dari hasil identifikasi didapati bahwa kawasan pariwisata Kabupaten Bintan berada pada tahapan development. Permasalahan pada setiap kriteria tahapan siklus hidup kemudian dijadikan dasar dalam penyusunan prioritas strategi pengembangan kawasan wisata Kabupaten Bintan. Model AHP dikembangkan sebagai sistem pendukung penyusunan strategi pengembangan pariwisata Kab. Bintan, dimana prioritas strategi ditentukan dari penilaian berbagai ahli yang terkait dalam pengembangan pariwisata Kab. Bintan. Dari hasil analisis menggunakan AHP didapati bahwa kriteria ekonomi dan sosial merupakan aspek yang lebih diprioritaskan dalam upaya pengembangan kawasan wisata Kabupaten Bintan. Sementara, strategi pengembangan kawasan wisata, yaitu peningkatan keamanan, peningkatan kualitas pelayanan, dan penyusunan tata ruang yang baik, mempunyai prioritas lebih tinggi untuk meningkatkanpengembangan kawasan wisata Kabupaten Bintan ke tahapan selanjutnya, yaitu tahapan consolidation.

Bintan regency is regarded as a potential tourist destination, where the tourism sector has developed quite rapidly in recent years. This study examines the stages of development of tourism in Bintan regency based upon Butler rsquo s tourism area life cycle model. Identification of stage was performed by identifying the characteristics of various criteria that is destination characteristics, marketing response, economic impacts, social impact and environmental impact. The stage identification result has shown that Bintan district is in the development phase. By using this result, we then develop a strategy for developing Bintan regency to the next stage in TALC model. AHP model was developed as decision support system to determine the priority of strategy based upon the assessment of experts involved in the tourism development of Bintan district.. From the analysis we have found that the economic and social criteria have a higher priority in the development of the tourist area of Bintan regency. Meanwhile, security and safety improvement, as well as quality of service improvement has a higher priority, and also regarded as most important strategied to develop the tourist area of Bintan regency to the next stage, that is consolidation stage."
