"Community based-tourism discourse in these days is still identifying as rural tourism. It is very rarely to find community based-tourism context. This article tries to analyze theoretically aspects about community based-tourism context. The practice of urban community based tourism which will be discussed in this article is night urban tourism in Jalan Jaksa, Central Jakarta. Jalan Jaksa is an urban tourism attraction especially for international tourists from backpackers or low middle tourist segment. This tourist attraction has been managed by Jalan Jaksa Community, not by local government. The authors identify that urban community based-tourism which has been practiced by Jalan Jaksa community is beneficial for local community."

"Terjadinya penurunan aktivitas pariwisata dalam skala nasional berpengaruh juga kepada aktivitas pariwisata skala provinsi. Salah satu provinsi yang berpengaruh terhadap turunnya aktivitas pariwisata adalah Provinsi DKI Jakarta. Rendahnya minat wisatawan, khusunya terhadap destinasi wisata museum dan budaya perlu menjadi perhatian agar dapat meningkatkan kunjungan. Daya tarik wisata yang perlu dikembangkan lebih lanjut adalah yang budaya utama dan menjadi ciri khas DKI Jakarta yaitu budaya Betawi. Perkampungan Budaya Betawi (PBB) Setu Babakan merupakan contoh dari budaya Betawi yang terlestarikan dalam sebuah konsep perkampungan. PBB Setu Babakan memiliki pontensi wisata yang tinggi karena memadukan wisata alam, budaya dan masyarakat. Karenanya peneliti ingin melihat keberadaan dan hubungan dari Pariwisata Berbasis Komunitas (Community Based Tourism) dilihat dari Partisipasi Masyarakat (Community Participation), Rasa Memiliki (Sense of Belongings) dan Kolaborasi Pemangku Kepentingan (Stakeholder Collaboration) terhadap Pariwisata Berkelanjutan (Sustainable Tourism). Menggunakan metode sequential explanatory mixed method, Sebanyak 402 responden dan 37 indikator pertanyaan digunakan penelitian kuantitatif dan untuk penelitian kualitatif menggunakan 15 indikator pertanyaan untuk 6 respoden masyarakat dan 6 indikator pertanyaan untuk 2 pemangku kepentingan. Didapati bahwa Rasa Memiliki dan Kolaborasi Pemangku Kepentingan berpengaruh positif terhadap Pariwisata Berkelanjutan sedangkan Partisipasi Masyarakat berpengaruh negatif terhadap Pariwisata Berkelanjutan namun dengan menggunakan uji sobel, Partisipasi Masyarakat sebagai mediasi dari Rasa Memiliki terhadap Pariwisata Berkelanjutan menjadi signifikan. Hasil kuantitatif diperkuat dengan wawancara mendalam terhadap 2 responden pemangku kepentingan dan 6 responden masyarakat.

The decline in tourism activity on a national scale also affects the tourism activities of the provincial scale. One of the provinces that affect the decline in tourism activity is the province of DKI Jakarta. The low interest of tourists, especially to museum and cultural tourist destinations needs to be a concern in order to increase visits. The tourist attraction that needs to be developed further is the main culture and is the hallmark of DKI Jakarta, namely Betawi culture. Perkampungan Budaya Betawi (PBB) Setu Babakan is an example of Betawi culture that is preserved in a village concept. PBB Setu Babakan has high tourism potential because it combines natural, cultural and community tourism Therefore, researchers want to see the existence and relationship of Community Based Tourism seen from Community Participation, Sense of Belongings towards Sustainable Tourism. Using Sequential Explanatory Mixed Method, as many as 402 respondents and 37 question indicators used for quantitative research and qualitative research using 15 question indicators for 6 community respondents and 6 question indicators for 2 stakeholders. It was found that a Sense of Belongings and Stakeholder Collaboration have a positive effect on Sustainable Tourism while Community Participation has a negative effect on Sustainable Tourism but by using the Sobel Test, Community Participation as a mediation of a Sense of Belongings to Sustainable Tourism becomes significant. The quantitative results were reinforced by in-depth interviews with 2 stakeholder respondents and 6 Community respondents."

"This study was motivated by the existence of local groups working in art and culture, farming and food production to support the Setu Babakan Betawi Cultural Village in its culture preservation and tourism purposes. The purpose of this study is to investigate the process of community empowerment through community based tourism from the following criteria: perceived benefits and barriers in the development of community based tourism. The study revealed that community based tourism have demonstrated benefits in the following dimensions: economic, social, cultural, environmental and political. However community based tourism activities in Setu Babakan Betawi Cultural village have not been optimum in empowering the communities due to these shortcomings: lack of tourism awareness among residents who are not directly involved with tourism, centralization of tourism related policy and decision making within village management, and elite domination in tourism endeavours."

"Community-Based Tourism (CBT) adalah bentuk pariwisata yang menempatkan penduduk sebagai pelaku utama dan fokus utama. Dalam konsep CBT, partisipasi penduduk menjadi sangat penting dalam rangka mencapai kesuksesan CBT yaitu menumbuhkan persepsi positif di masyarakat. Salah satu objek wisata yang menerapkan konsep CBT adalah Gunung Api Nglanggeran yang terletak di Desa Nglanggeran, Yogyakarta. Penelitian ini dilakukan untuk menganalisis pengaruh residents’ participation terhadap perceived benefits pada pengembangan pariwisata pedesaan. Penelitian ini dilakukan pada anggota Kelompok Sadar Wisata (Pokdarwis) di kawasan wisata Gunung Api Nglanggeran yang terletak di Desa Nglanggeran, Yogyakarta. Hasil penelitian menunjukan bahwa residents’ participation memiliki pengaruh terhadap perceived benefits pada pengembangan pariwisata pedesaan. Dalam partisipasi, hasil menunjukkan bahwa tingkat perencanaan masih lebih rendah daripada pelaksanaan. Selain itu, dalam penelitian ini terlihat bahwa masyarakat merasa pariwisata CBT memiliki manfaat yang paling besar pada aspek lingkungan namun kurang berdampak besar pada infrastruktur desa. Penelitian ini merekomendasikan agar Pokdarwis memperbaiki kegiatan perencanaan pengembangan desa wisata menjadi lebih baik lagi, bekerjasama dengan pemerintah setempat untuk memperbaiki infrastruktur, dan mempertahankan kebijakan dan kegiatan terkait pelestarian lingkungan

Community-Based Tourism (CBT) is a form of tourism that places residents as the main actors and main focus. In the CBT concept, residents' participation is very important to achieve CBT's main goal, which is fostering a positive perception in society. One of the tourist objects that applies the CBT concept is Nglanggeran Volcano which is located in Nglanggeran Village, Yogyakarta. This study was conducted to analyze the effect of residents' participation on perceived benefits in rural tourism development. This research was conducted on Tourism Awareness Group (Pokdarwis) representatives in the Nglanggeran Volcano tourist area, located in Nglanggeran Village, Yogyakarta. The results of the study show that residents' participation influences perceived benefits in rural tourism development. In terms of participation, the results show that the level of planning is still lower than implementation. Besides, in this study, it appears that the community feels that CBT tourism has the greatest benefit in the environmental aspect but has less impact on village infrastructure. This research recommends that Pokdarwis improve planning activities for tourism village development to be even better, cooperate with the local government to improve infrastructure and maintain policies and activities related to environmental conservation."

Keberadaan pariwisata di Pulau Pramuka saat ini tidak lepas dari keterlibatan secara aktif masyarakat setempat. Penelitian ini membahas mengenai proses partisipasi yang dilakukan oleh masyarakat setempat Pulau Pramuka untuk melihat sejauh mana masyarakat berperan penting dalam pengembangan pariwisata berbasis masyarakat di suatu kawasan. Penelitian ini juga berfokus pada pengetahuan dan perspektif yang dibentuk oleh masyarakat Pulau Pramuka (emic) dengan menggunakan metode etnografi dan teknik pengumpulan data dengan wawancara mendalam dan partisipasi observasi. Melalui data-data tersebut nantinya akan menjadi penting dalam penelitian ini. Pengumpulan data dilakukan selama ± 40 hari di Pulau Pramuka, Kepulauan Seribu, DKI Jakarta.

ABSTRACT

This research presents a comprehensive picture regarding community participation in the development of tourism that takes place on Pulau Pramuka, Kepulauan Seribu, DKI Jakarta. The existence of tourism on Pulau Pramuka is currently inseparable from the involvement of local community. This study discusses the participation process carried out by local community of Pulau Pramuka in which they play important role in the development of community-based tourism in stated area. This research also focuses on the knowledge and perspective created by the local community of Pulau Pramuka (emic) using ethnographic methods with in-depth interviews and participatory observation data colections techniques. Furthermore, these data will be important in this study. Data collection was carried out for ± 40 days on Pulau Pramuka, Kepulauan Seribu, DKI Jakarta."

"Penelitian ini bertujuan untuk menjabaran strategi komunikasi komunitas dalam meningkatkan partisipasi masyarakat membangun pariwisata lokal yang berfokus pada Kelompok Sadar Wisata Nglanggeran, Kecamatan Patuk, Kabupaten Gunung Kidul, Daerah Istimewa Yogyakarta. Penelitian ini dilatarbelakangi oleh pentingnya pelibatan masyarakat dalam menciptakan iklim pariwisata yang berkelanjutan di Indonesia. Namun, kondisi di lapangan memperlihatkan bahwa partisipasi masyarakat di beberapa wilayah di Indonesia masih rendah dalam kegiatan pariwisata, lebih khususnya dalam kelompok penggerak pariwisata. Pertanyaan dalam penelitian ini adalah bagaimana proses perumusan dan implementasi strategi komunikasi kelompok dalam meningkatkan partisipasi masyarakat membangun pariwisata lokal dan bagaimana strategi komunikasi tersebut berkontribusi dalam meningkatkan partisipasi masyarakat dalam membangun pariwisata lokal. Penelitian ini menerapkan konsep strategi komunikasi, konsep komunikasi dalam pengangunan berkelanjutan, model komunikasi untuk perubahan sosial, dan konsep pariwisata berbasis masyarakat Community Based Tourism . Paradigma pada penelitian ini adalah post-positivistik dan menggunakan pendekatan kualitatif, serta strategi penelitian studi kasus. Penelitian ini menjelaskan bahwa dalam meningkatkan partisipasi masyarakat, komunitas telah menjalankan elemen-elemen dalam perumusan strategi komunikasi. Namun komunitas tersebut belum menyadari bahwa proses yang mereka jalankan merupakan bagian dari konsep strategi komunikasi. Sehingga program yang mereka jalankan sebagai strategi komunikasi belum teratur dan terukur dengan tepat.

This study is aimed for describing the communication strategy on Group in improving community participation on developing local tourism which focused on Kelompok Sadar Wisata Nglanggeran, Patuk District, Gunung Kidul Regency, Special Region of Yogyakarta This study is motivated by the importance of community involvement in creating sustainable tourism atmosphere in Indonesia. Since, the real condition on the field shows that the involvement of community in tourism activities at some region in Indonesia are still very inferior, especially in tourism driving group. The question of this study are how communication strategy formulation process performed by the group in improving community participation on developing local tourism and how the communication strategy contribute in improving community participation in developing local tourism. This study applied communication strategy concept, communication in sustainable development concept, communication model for social change and community based tourism. This study used post postivist paradigm and qualitative approached, also used case study strategy. This study illustrate that in improving community participation, the group performed some elements in communication strategy formulation. However, the group is still unaware that the process they performed is a part of the communication strategy concept. Therefore the program they performed as communication strategy is still not well ordered and measured."

"[Tesis ini mengkaji upaya liberalisasi jasa pariwisata dalam mode 4 dalam bentuk komitmen Indonesia yang tertuang dalam Schedule of Commitments dalam GATS dan AFAS. Jasa pariwisata termasuk dalam 12 sektor jasa yang diatur dalam GATS. Penulisan tesis ini menggunakan metode penelitian normatif. Secara normative diteliti aturan-aturan hukum yang terkait dengan jasa pariwisata, ketenagakerjaan, dan aturan-aturan yang terkait lainnya. Berdasarkan hasil penelitian, komitmen Indonesia dalam MRA dalam bidang jasa profesional pariwisata di ASEAN yang diikuti Indonesia menunjukkan adanya kesesuaian. Dalam implementasi peraturan nasional Indonesia terkait MRA, beberapa sekolah tinggi pariwisata telah menunjukkan komitmennya dalam memajukan sumber daya manusia dalam bidang kepariwisataan. Pembangunan SDM dan pemberian sertifikasi dapat meningkatkan kompetisi dalam kerja internasional apalagi dengan dekatnya era Masyarakat Ekonomi ASEAN tahun 2016 mendatang.

This thesis reviews the means of mode 4 liberalization of services in a form of a Schedule of Commitments on GATS and MRA on AFAS. Tourism services is one of the 12 service sector maintained in GATS. This research uses normative methods to discuss about issues related. Legal rules, employment rules and rules relevant with tourism will be reviewed in this thesis. Based on the research done, Indonesia’s commitment on MRA on Tourism Professionals in ASEAN showed that Indonesia complied to the commitment issued. The implementation of the national rules related to MRA on Tourism Professional has done sufficiently by some vocational tourism schools in Indonesia in order to develop the quality of human resources in tourism industry. "Skripsi ini membahas mengenai implementasi strategi pengembangan pariwisata Kementerian Pariwisata dan Ekonomi Kreatif (Kajian : Destination Management Organization Raja Ampat). Penelitian ini merupakan penelitian positivis dengan analisis deskriptif yang mana peneliti berusaha untuk memaparkan faktor internal dan eksternal implementasi strategi pengembangan pariwisata di Raja Ampat. Hasil penelitian menyebutkan bahwa faktor internal dan eksternal implementasi dstrategi pengembangan pariwisata di Raja Ampat telah dituangkan dalam bentuk Destination Management Organization walaupun sampai saat ini belum semua program mencakup keseluruhan faktor internal dan eksternal yakni bidang infrastruktur dan transportasi. Dengan melihat hasil penelitian, maka rekomendasi bagi Kementerian Pariwisata dan Ekonomi Kreatif adalah agar menjalankan konsollidasi semua pihak di Raja Ampat sehingga tercapai pengembangan pariwisata yang mensejahterakan seluruh pemangku kepentingan dan menjaga keseimbangan ekosistem Raja Ampat.

The focus of this study is the tourism development strategic implementation at the Ministry of Tourism and Creative Economy (Assessment : Destination Management Organization Raja Ampat). This research is a positivist research employing descriptive analysis, in which researcher tries to describe the internal and external factors of tourism development strategic implementation in Raja Ampat. The result that the internal and external factors of tourism development strategic implementation in Raja Ampat have been established as Destination Management Organization although not all programs covered the internal and external factors of tourism development strategy implementation such as infrastructur and transportation sectors. According to the result obtained, Ministry of Tourism and Creative Economy is reccomended to consolidate of all stakeholders of Raja Ampat to reach the objective of tourism develompent for prosperity of the stakeholders and to keep the balance of nature ecosystem of the Raja Ampat."
