"Tulisan ini mengkaji keselarasan antara jenjang pendidikan dasar dan menengah dengan lingkungannya. sebagai jenjang pendidikan nonterminal tugasnya adalah menyelenggarakan pendidikan non-formal yang relevan. kajian ini menggunakan Focus Group Discussion (FGD). ditemukan bahwa kurikulum, program pendidikan, pengelolaan, dan kompetensi guru pendidikan dasar belum mampu berorientasi terhadap lingkungan, dan oleh karena itu belum mampu mengembangkan kompetensi lulusan yang relevan dengan kebutuhan masyarakatnya. hal serupa juga terjadi pada pendidikan menengah bahwa relevansi pendidikan masih menghadapi permasalahan cukup mendasar terkait kurikulum, pembelajaran, dan manajemen sekolah yang mengakibatkan proses belajar siswa rendah kualitasnya (rote learning). siswa lebih banyak menghafal teori dan pengetahuan dengan muatan yang sangat banyak dan memberatkan."
