Tesis ini meneliti tentang kebijakan akses ke repositori institusi di UPT
Perpustakaan Universitas Negeri Malang (UM). Penelitian ini bertujuan untuk
menganalisis kebijakan akses dan aksesibilitas ke repositori institusi di UPT
Perpustakaan UM, hambatan penerapan akses terbuka, serta pandangan pemangku
jabatan terhadap repositori institusi akses terbuka. Metode yang digunakan adalah
studi kasus dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan
observasi, wawancara, dan analisis dokumen. Hasil penelitian menunjukkan
bahwa terdapat resistensi dan perbedaan pandangan antar pemangku jabatan
terhadap repositori institusi akses terbuka berdampak pada kebijakan akses dan
aksesibilitas ke repositori institusi, bahwa dalam rangka perlindungan karya
akademik diterapkan pembatasan akses yang secara eksplisit belum ada payung
hukumnya. Pembatasan akses tersebut berimbas pada pengguna dan visibilitas
lembaga induk yaitu timbulnya komplain dari pengguna perpustakaan yang
mayoritas generasi digital dan menurunnya peringkat universitas di Webometrics.

ABSTRACT
This thesis examines access policy to institutional repository in State University
of Malang Library. This study aims to analize access policy and accessibility to
institutional repository, barriers to adoption of open access, as well as the views of
stakeholders to open access institutional repository. The method used is the case
study method with qualitative approach. Data was collected by observation,
interviews, and document analysis. The result shows that the resistance and
disagreement among the stakeholders toward open access institutional repository
affect the access policy and accessibility to institutional repository. In protecting
academic work, access restrictions which is explicitly does not have legality is
applied. The access restriction affects users and visibility of institution. It
generates complaints from library users most of whom are digital generation. The

"ABSTRAK
Skripsi ini membahas proses pendirian dan penerapan repositori lembaga di UI
dan IPB dari segi manajemen repositori. Topik ini diteliti karena melihat
perkembangan repositori dalam menyimpan karya ilmiah yang diproduksi oleh
sivitas akademika di perguruan tinggi serta memudahkan masyarakat luas untuk
mengakses penelitian yang pernah dilakukan oleh perguruan tinggi tersebut.
Tujuan dari penelitian ini adalah menganalisis proses pendirian repositori di UI
dan IPB dengan menggunakan teori dua fungsi manajemen yaitu planning dan
staffing. Selain itu penelitian ini juga ingin menganalisis proses pengumpulan
karya ilmiah yang diproduksi oleh perguruan tinggi. Hasil yang diharapkan dari
penelitian ini adalah dapat memberikan gambaran bagaimana proses planning,
staffing, dan pengumpulan konten ketika kedua perguruan tinggi ini mendirikan
sebuah repositori untuk menyimpan karya ilmiah mereka. Penelitian ini
menggunakan pendekatan kualitatif dengan metode penelitian studi kasus. Cara
pengumpulan data yang dilakukan oleh peneliti adalah dengan melakukan
wawancara ke beberapa narasumber dan observasi terhadap repositori yang
dimiliki oleh UI dan IPB.

ABSTRACT
This thesis discusses the development and implementation of repository
institutions in terms of UI and IPB management repository. This topic studied
since seen the development of a repository to store scientific papers produced by
academicians in universities and enable the public to access the studies that have
been conducted by the college. The purpose of this study was to analyze the
process of the establishment of a repository in the UI and IPB using the theory of
two functions in management, planning and staffing. In addition, this study also
wants to analyze the process of collecting scientific papers produced by the
college. The expected outcome of this study is to provide an overview of how the
process of planning, staffing, and collecting contents when both the college set up
a repository for storing their scientific work. This study used a qualitative
approach to the case study method."

"Penelitian ini membahas tentang "Komunikasi Antarbudaya Pustakawan dan Pengguna" di Perpustakaan Umum Kota Medan, tujuannya adalah untuk memahami komunikasi antarbudaya terjadi antara pustakawan dan pengguna dan juga mengetahui faktor yang menghambat jalannya komunikasi antarbudaya antara pustakawan dan pengguna di perpustakaan tersebut agar komunikasi dapat terjalin dengan baik tanpa adanya kesalahpahaman yang disebabkan oleh perbedaan budaya, sehingga kebutuhan informasi pengguna tercukupi.
Penelitian ini merupakan penelitian kualitatif dengan pendekatan fenomenologi, yaitu menggambarkan fenomena pustakawan dalam melayani pengguna yang memiliki latar belakang budaya yang berbeda sebagai pengalaman hidupnya, selain itu fenomena tersebut memiliki keunikan dan perbedaan dari setiap individu sehingga melalui pendekatan fenomenologi ini diharapkan memperoleh pemahaman yang mendalam tentang pengalaman pustakawan dalam berkomunikasi dan melayani pengguna yang berbeda latar belakang budaya.
Hasil yang dicapai adalah ditemukannya faktor penghambat seperti penafsiran gaya berbicara (logat) yang dinilai keras oleh sebagian pengguna kepada pustakawan begitu juga sebaliknya, dan adanya unsur diskriminatif terhadap salah satu marga atau etnis tertentu.

This research discusses about "Intercultural Communication Librarians and Users" in Public Library Medan. The goal is to understand intercultural communication that happen between librarians and users and also determine the factors that obstruct intercultural communication between librarians and users in the library so that communication can be established without misunderstanding caused by cultural differences so that the users's information needs met.
This study is qualitative research with phenomenological approach, which describes the phenomenon of librarians in serving users who have different cultural backgrounds as the experience of his life, other than that the phenomenon has a uniqueness and diversity of each individual so through a phenomenological approach is expected to a gain a deep understanding of the experience of librarians in communicating and serving users with different background culture.
The result is the discovery of inhibitng factors such as the interpretation of the style of speech (accent) were rated harsh for some users to the librarian and vice versa, and the discriminatory element to one clan or ethnic origin.

"Penelitian ini membahas tentang komunikasi efektif pustakawan terhadap kepuasan pemustakadi Perpustakaan Universitas Indonesia. Tujuan dari penelitian ini adalah untuk mengidentifikasi hubungan komunikasi efektif pustakawan terhadap kepuasan pemustaka dan pengaruh komunikasi efektif terhadap kepuasan pemustaka di Perpustakaan Universitas Indonesia. Penelitian ini menggunakan pendekatan kuantitatif dengan menggunakan survei. Survei dilakukan kepada anggota aktif Perpustakaan UniversitasIndonesia. Pengumpulan data secara primer dilakukan dengan membagikan kuesioner secara online kuesioner onaline pada April sampai dengan Mei 2021 dan pengumpulan data secara sekunder dengan melakukan analisis dokumen terkait komunikasi efektif dan kepuasan pemustaka. Hasil penelitian menunjukkan bahwa pada variabel komunikasi efektif indikator tindakan memiliki hasil rata-rata tertinggi sebesar 3,30 dan kesenangan memiliki rata-rata terendah sebesar 2,87 sedangkan pada variabel kepuasan pemustaka indikator kehandalan memiliki rata-rata tertinggi sebesar 3,08 dan indikator daya tanggap memiliki rata-rata terendah sebesar 2,89. Kesimpulan dari penelitian ini adalah bahwa pustakawan Perpustakaan Universitas Indonesia telah memiliki komunikasi yang efektif dan terdapat pengaruh yang signifikan dan regresi positif antara komunikasi efektif pustakawan dengan kepuasan pemustaka Perpustakaan Universitas Indonesia.

This research discusses the effective communication of librarians on user satisfaction at the University of Indonesia Library. The purpose of this research was to identify the relationship between effective communication of librarians on user satisfaction and the effect of effective communication on user satisfaction at the University of Indonesia Library. This research uses a quantitative approach by using a survey. The survey was conducted to active members of the University of Indonesia Library. Primary data collection is done by distributing online questionnaires online from April to May 2021 and secondary data collection is by analyzing documents related to effective communication and user satisfaction. The results showed that on the effective communication variable, the action indicator had the highest average result of 3.30 and pleasure had the lowest average of 2.87, while the reliability indicator for the user satisfaction variable had the highest average of 3.08 and the power indicator. responsiveness has the lowest average of 2.89. The conclusion of this study is that the librarians of the University of Indonesia Library have had effective communication and there is a significant influence and positive regression between the effective communication of librarians and the satisfaction of the users of the University of Indonesia Library."
