Topik ini diteliti karena melihatperkembangan repositori dalam menyimpan karya ilmiah yang diproduksi olehsivitas akademika di perguruan tinggi serta memudahkan masyarakat luas untukmengakses penelitian yang pernah dilakukan oleh perguruan tinggi tersebut.Tujuan dari penelitian ini adalah menganalisis proses pendirian repositori di UIdan IPB dengan menggunakan teori dua fungsi manajemen yaitu planning danstaffing. Selain itu penelitian ini juga ingin menganalisis proses pengumpulankarya ilmiah yang diproduksi oleh perguruan tinggi. Hasil yang diharapkan daripenelitian ini adalah dapat memberikan gambaran bagaimana proses planning,staffing, dan pengumpulan konten ketika kedua perguruan tinggi ini mendirikansebuah repositori untuk menyimpan karya ilmiah mereka. Penelitian inimenggunakan pendekatan kualitatif dengan metode penelitian studi kasus. Carapengumpulan data yang dilakukan oleh peneliti adalah dengan melakukanwawancara ke beberapa narasumber dan observasi terhadap repositori yangdimiliki oleh UI dan IPB.

ABSTRACTThis thesis discusses the development and implementation of repositoryinstitutions in terms of UI and IPB management repository. This topic studiedsince seen the development of a repository to store scientific papers produced byacademicians in universities and enable the public to access the studies that havebeen conducted by the college. The purpose of this study was to analyze theprocess of the establishment of a repository in the UI and IPB using the theory oftwo functions in management, planning and staffing. In addition, this study alsowants to analyze the process of collecting scientific papers produced by thecollege. The expected outcome of this study is to provide an overview of how theprocess of planning, staffing, and collecting contents when both the college set upa repository for storing their scientific work. "[ABSTRAKTesis ini meneliti tentang kebijakan akses ke repositori institusi di UPTPerpustakaan Universitas Negeri Malang (UM). Penelitian ini bertujuan untukmenganalisis kebijakan akses dan aksesibilitas ke repositori institusi di UPTPerpustakaan UM, hambatan penerapan akses terbuka, serta pandangan pemangkujabatan terhadap repositori institusi akses terbuka. Metode yang digunakan adalahstudi kasus dengan pendekatan kualitatif. Pengumpulan data dilakukan denganobservasi, wawancara, dan analisis dokumen. Hasil penelitian menunjukkanbahwa terdapat resistensi dan perbedaan pandangan antar pemangku jabatanterhadap repositori institusi akses terbuka berdampak pada kebijakan akses danaksesibilitas ke repositori institusi, bahwa dalam rangka perlindungan karyaakademik diterapkan pembatasan akses yang secara eksplisit belum ada payunghukumnya. Pembatasan akses tersebut berimbas pada pengguna dan visibilitaslembaga induk yaitu timbulnya komplain dari pengguna perpustakaan yangmayoritas generasi digital dan menurunnya peringkat universitas di Webometrics.

The result shows that the resistance anddisagreement among the stakeholders toward open access institutional repositoryaffect the access policy and accessibility to institutional repository. In protectingacademic work, access restrictions which is explicitly does not have legality isapplied. The access restriction affects users and visibility of institution. Itgenerates complaints from library users most of whom are digital generation. "The dewey decimal classification system (DDC) is the world’s most popular library classification system. The 23rd edition of the DDC was published in 2011. This second edition of the theory and practice of the dewey decimal classification system examines the history, management and technical aspects of the DDC up to its latest edition. the book places emphasis on explaining the structure and number building techniques in the DDC and reviews all aspects of subject analysis and number building by the most recent version of the DDC.
