"ABSTRAK
Skripsi ini membahas proses pendirian dan penerapan repositori lembaga di UI
dan IPB dari segi manajemen repositori. Topik ini diteliti karena melihat
perkembangan repositori dalam menyimpan karya ilmiah yang diproduksi oleh
sivitas akademika di perguruan tinggi serta memudahkan masyarakat luas untuk
mengakses penelitian yang pernah dilakukan oleh perguruan tinggi tersebut.
Tujuan dari penelitian ini adalah menganalisis proses pendirian repositori di UI
dan IPB dengan menggunakan teori dua fungsi manajemen yaitu planning dan
staffing. Selain itu penelitian ini juga ingin menganalisis proses pengumpulan
karya ilmiah yang diproduksi oleh perguruan tinggi. Hasil yang diharapkan dari
penelitian ini adalah dapat memberikan gambaran bagaimana proses planning,
staffing, dan pengumpulan konten ketika kedua perguruan tinggi ini mendirikan
sebuah repositori untuk menyimpan karya ilmiah mereka. Penelitian ini
menggunakan pendekatan kualitatif dengan metode penelitian studi kasus. Cara
pengumpulan data yang dilakukan oleh peneliti adalah dengan melakukan
wawancara ke beberapa narasumber dan observasi terhadap repositori yang
dimiliki oleh UI dan IPB.

ABSTRACT
This thesis discusses the development and implementation of repository
institutions in terms of UI and IPB management repository. This topic studied
since seen the development of a repository to store scientific papers produced by
academicians in universities and enable the public to access the studies that have
been conducted by the college. The purpose of this study was to analyze the
process of the establishment of a repository in the UI and IPB using the theory of
two functions in management, planning and staffing. In addition, this study also
wants to analyze the process of collecting scientific papers produced by the
college. The expected outcome of this study is to provide an overview of how the
process of planning, staffing, and collecting contents when both the college set up
a repository for storing their scientific work. This study used a qualitative
approach to the case study method."

"[ABSTRAK
Tesis ini meneliti tentang kebijakan akses ke repositori institusi di UPT
Perpustakaan Universitas Negeri Malang (UM). Penelitian ini bertujuan untuk
menganalisis kebijakan akses dan aksesibilitas ke repositori institusi di UPT
Perpustakaan UM, hambatan penerapan akses terbuka, serta pandangan pemangku
jabatan terhadap repositori institusi akses terbuka. Metode yang digunakan adalah
studi kasus dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan
observasi, wawancara, dan analisis dokumen. Hasil penelitian menunjukkan
bahwa terdapat resistensi dan perbedaan pandangan antar pemangku jabatan
terhadap repositori institusi akses terbuka berdampak pada kebijakan akses dan
aksesibilitas ke repositori institusi, bahwa dalam rangka perlindungan karya
akademik diterapkan pembatasan akses yang secara eksplisit belum ada payung
hukumnya. Pembatasan akses tersebut berimbas pada pengguna dan visibilitas
lembaga induk yaitu timbulnya komplain dari pengguna perpustakaan yang
mayoritas generasi digital dan menurunnya peringkat universitas di Webometrics.

ABSTRACT
This thesis examines access policy to institutional repository in State University
of Malang Library. This study aims to analize access policy and accessibility to
institutional repository, barriers to adoption of open access, as well as the views of
stakeholders to open access institutional repository. The method used is the case
study method with qualitative approach. Data was collected by observation,
interviews, and document analysis. The result shows that the resistance and
disagreement among the stakeholders toward open access institutional repository
affect the access policy and accessibility to institutional repository. In protecting
academic work, access restrictions which is explicitly does not have legality is
applied. The access restriction affects users and visibility of institution. It
generates complaints from library users most of whom are digital generation. The
