"[ABSTRAK
Sektor perikanan merupakan salah satu konsumen pengguna dalam kebijakan BBM Subsidi dengan titik serah di Penyalur. Masalah yang muncul pada sektor perikanan adalah harga aktual yang diterima diatas harga ketetapan Pemerintah karena kurangnya Penyalur BBM serta kendala-kendala lain. Selain itu, terdapat banyak lembaga yang terkait dalam kebijakan BBM Subsidi sektor perikanan. Metode Interpretive Structural Modeling digunakan untuk menghasilkan model struktur kelembagaan untuk pengambilan keputusan dalam rangka kebijakan BBM Subsidi sektor perikanan serta menghasilkan kendala yang menjadi faktor utama dalam pelaksanaan kebijakan BBM Subsidi sektor perikanan melalui sejumlah wawancara dan kuesioner dengan melibatkan 5 orang ekspert yang menjadi narasumber. Penelitian ini menghasilkan model struktur kelembagaan dengan 7 lembaga yang menjadi faktor utama dalam penyusunan serta pelaksanaan kebijakan BBM Subsidi sektor perikanan. Terdapat 3 kendala yang menjadi faktor utama dalam pelaksanaan kebijakan BBM Subsidi pada sektor perikanan yaitu Kebijakan satu harga, pengaturan dan perijinan serta Sebaran Penyalur BBM khususnya sektor perikanan.

"Penelitian ini bertujuan untuk menganalisis faktor-faktor yang paling berpengaruh terhadap keputusan pembelian rumah oleh konsumen di wilayah Jabodetabek serta merumuskan strategi pemasaran bagi sebuah perusahaan properti di Jakarta Selatan agar dapat terus bersaing dan mempertahankan nilai penjualan. Data pada penelitian ini dikumpulkan menggunakan kuesioner untuk pengolahan data menggunakan metode partial least squares-structural equation modeling (PLS-SEM) dan dengan melakukan wawancara mendalam kepada pihak perusahaan untuk perumusan strategi pemasaran. Berdasarkan hasil penelitian ini, didapatkan faktor yang berpengaruh secara terhadap keputusan pembelian rumah, yaitu trust, environment, characteristics, attitude, dan legality, serta lima usulan alternatif strategi pemasaran yang dapat dilakukan, yaitu peningkatan nilai brand equity, perbaikan fasilitas proyek, skema promo baru, dan kerja sama dengan pihak eksternal.

This study aims to analyze the most influential factors in the decision-making process of home purchases by consumers in the Jabodetabek area and formulate marketing strategies for a real estate company in South Jakarta to remain competitive and maintain sales value. Data for this research were collected using questionnaires for the data processed using the partial least squares-structural equation modeling (PLS-SEM) method, and in-depth interviews were conducted with company representatives to formulate a marketing strategy. Based on the findings of this study, the factors influencing house purchase decisions were identified as trust, environment, characteristics, attitude, and legality. Additionally, five alternative marketing strategy proposals were suggested, including enhancing brand equity, improving project facilities, introducing new promotional schemes, and collaborating with external parties."

"Tesis ini berupaya membuat rancangan model TQM di perguruan tinggi Indonesia. Dimensi mutu yang menyusun fondasi TQM divalidasi dan dianalisis keterkaitan di dalamnya. Metode yang digunakan dalam penelitian adalah Structural Equation Modeling terhadap data yang diambil dari 251 mahasiswa tahun terakhir di FTUI.
Hasil penelitian menunjukkan bahwa terdapat 6 dimensi mutu yang menyusun bangunan TQM di perguruan tinggi, yaitu dimensi Komitmen Pimpinan Dekanat, Komitmen Pimpinan Departemen, Kegiatan Perkuliahan, Fasilitas Kampus, Sikap Positif yang Diterima, dan Umpan Balik. Kemudian, model keterkaitan yang dirancangan dinyatakan valid untuk menunjukkan hubungan antar dimensi mutu dan hubungan antar dimensi mutu dengan kepuasan mahasiswa FTUI.

This thesis tried to design TQM model in Indonesian higher education. Quality dimensions that construct TQM foundation were validated and the relationships among quality dimensions were analyzed. Structural Equation Modeling was used to investigate the data obtained from 251 last year student in Engineering Faculty.
The results showed that there six quality dimensions that construct the TQM model, i.e. Commitment of Faculty Management, Commitment of Department Management, Course Delivery, Campus Facilities, Courtesy, and Customer Feedback&Improvement. The results also revealed that the relationship model was valid to explain the relationships among quality dimensions and between quality dimension and students' satisfaction.

"Isu disparitas harga Bahan Bakar Minyak (BBM) antar wilayah khususnya di Indonesia bagian timur telah menjadi permasalahan lama yang terjadi di Indonesia. Kemudian, Presiden Joko Widodo menemukan masalah ini secara langsung di Papua dan menemukan bahwa minimnya jumlah penyalur menjadi penyebab disparitas harga BBM tersebut. Melihat permasalahan tersebut Presiden Joko Widodo menginstrusikan Kementerian ESDM untuk membuat kebijakan BBM Satu Harga yang kemudian dituangkan dalam Peraturan Menteri ESDM
Nomor 36 Tahun 2016 tentang Percepatan Pemberlakuan Satu Harga Jenis Bahan Bakar Minyak Tertentu dan Jenis Bahan Bakar Minyak Khusus Penugasan Secara Nasional. Penelitian ini bertujuan untuk menganalisis proses kebijakan BBM Satu Harga menggunakan teori multiple streams framework yang disampaikan oleh Howlett (2018). Pendekatan dalam
penelitian ini yaitu post-positivist dengan jenis penelitian deskriptif. Hasil penelitian ini menunjukan bahwa konsep aliran kebijakan yang disampaikan oleh Howlett (2018) dapat diidentifikasi dalam proses kebijakan BBM Satu Harga. Adapun permasalahan masih ditemukan dalam proses formulasi kebijakan sehingga menimbulkan berbagai masalah pada tahap implementasi kebijakan. Permasalahan tersebut diantaranya yaitu minimnya biaya pendistribusian yang besar, jalur pendistribusian yang sulit dijangkau, penyimpangan pendistribusian, rendahnya minta investor, dan pengawasan yang sulit.

The issue of disparity in the price of fuel oil (BBM) between regions, especially in eastern Indonesia, has become a longstanding problem in Indonesia. Then, President Joko Widodo discovered this problem directly in Papua and found that the lack of distributors was the cause of the disparity in fuel prices. Seeing this problem, President Joko Widodo instructed the Ministry of Energy and Mineral Resources to make a one-price fuel policy which was then set forth in the Minister of Energy and Mineral Resources Regulation. Number 36 of 2016 concerning the Acceleration of the Enforcement of One Price of Certain Types of Fuel Oil and Types of Special Oil Fuels for National Assignment. This study aims to analyze the One Price BBM policy process using the multiple streams framework theory presented by Howlett (2018). Inside approach This research is post-positivist with descriptive research type. The results of this study indicate that the concept of policy flow presented by Howlett (2018) can be identified in the One Price Fuel policy process. The problems are still found in the policy formulation process, causing various problems at the policy implementation stage. These problems include the lack of large distribution costs, distribution channels that are difficult to reach, distribution irregularities, low demand for investors, and difficult supervision."

"Laboratorium sebagai prasarana pembelajaran di perguruan tinggi harus dipastikan memiliki desain struktur yang kuat menahan beban dan tahan terhadap gempa. Integrasi model struktur dengan BIM akan mempermudah perencanaan struktur. Penelitian dilakukan pada struktur tower laboratorium Departemen Teknik Sipil Universitas Indonesia 12 tingkat yang memiliki ketidakberaturan horizontal dan vertikal. Analisis desain struktur dilakukan berdasarkan metode respon spektrum dan riwayat waktu linear yang mengacu SNI 1726:2019 dan SNI 2847:2019 menggunakan software Midas Gen. Didapatkan pada respon struktur tower laboratorium DTS UI, story drift arah X dan story shear dengan metode riwayat waktu linear memberikan respon lebih besar, dan sebaliknya terhadap story drift arah Y dan story displacement. Gaya dalam komponen struktur yang dihasilkan dengan metode respon spektrum lebih besar dibandingkan metode riwayat waktu linear, sehingga dari hasil iterasi desain, dimensi penampang struktur dan kebutuhan tulangan didapatkan lebih besar. Penerapan Building Information Modeling (BIM) dalam integrasi software Midas Gen dengan Revit memiliki kelebihan dalam proses perhitungan volume material beton elemen struktur, namun memiliki keterbatasan pada transfer properti material, tulangan, dan pendefinisian pelat serta orientasi penampang dan struktur yang tidak sesuai. Terdapat perbedaan volume material beton yang didapatkan dari perhitungan manual dengan Revit sebesar 0.032% pada kolom dan 0.97% pada balok dengan hasil perhitungan volume lebih besar didapatkan dengan perhitungan manual.

Laboratory as learning infrastructure in universities must be ensured to have a strong structural design to support loads and resistant to earthquakes. Integrating the structural model with BIM will simplify structural planning. Research was conducted on a 12 story laboratory tower structure at the Department of Civil Engineering, University of Indonesia, which has horizontal and vertical irregularities. Structural design analysis was carried out based on spectrum response and linear time history method referring to SNI 1726:2019 and SNI 2847:2019 using Midas Gen software. The response of the DTS UI laboratory tower structure showed that story drift in the X-direction and story shear using the linear time history method provided a larger response, whereas conversely, towards the Y-direction story drift and story displacement, the response spectrum method showed a larger response. Forces within the structural components generated using the response spectrum method were greater than the linear time history method, resulting in larger cross-sectional dimensions and reinforcement requirements obtained from design iterations. The implementation of Building Information Modeling (BIM) in integrating Midas Gen software with Revit has advantages in calculating the volume of concrete material in structural elements, but has limitations in the transfer of material properties, reinforcement, and plate definition as well as inappropriate orientation of cross-sections and structures. There is a difference in the volume of concrete material obtained from manual calculations with Revit of 0.032% for columns and 0.97% for beams with larger volume calculation results obtained using manual calculations."

"Penelitian ini bertujuan untuk mengetahui pengaruh faktor-faktor kualitas dan harga dalam mempengaruhi kesetiaan pelanggan dengan menggunakan Structural Equation Modeling (SEM). Pengambilan data dilakukan kepada pengguna traditional airlines dan low-cost carrier sebagai responden. Faktor-faktor kualitas dan harga yang digunakan dalam penelitian ini adalah penawaran penerbangan (offer of flights and destination), pengalaman pembelian tiket (ticket purchase experience), pengalaman di bandara (airport experience), pengalaman dalam penerbangan (flight experience), kehandalan layanan (service reliability) dan harga (price).
Hasil penelitian menunjukkan bahwa faktor-faktor yang terbukti mempengaruhi kesetiaan pelanggan pada pengguna traditional airlines adalah penawaran penerbangan (offer of flights and destination), pengalaman dalam penerbangan (flight experience) dan kehandalan layanan (service reliability). Sedangkan faktor-faktor yang terbukti mempengaruhi kesetiaan pelanggan pada pengguna low-cost carrier adalah pengalaman di bandara (airport experience), kehandalan layanan (service reliability) dan harga (price).

The purpose of this research is to identify factors that influence motivation of cycling by using Structural Equation Modeling (SEM). The data is taken from traditional airlines and low-cost carrier users. Factors used in this research are offers of flight and destination, ticket purchase experience, airport experience, flight experience, service reliability, and price.
The result of the research on traditional airlines users show that offers of flight and destination, flight experience, and service reliability positively influence customer loyalty. While the low-cost carrier users show that airport experience, service reliability, and price have the positive influence to customer loyalty.

"Indonesia sebagai negara berkembang sedang mengalami masa pembangunan infrastruktur yang besar. Masalah keselamatan kerja tidak terpisahkan dari berbagai masalah yang sering terjadi dalam proyek konstruksi. Implementasi desain untuk keselamatan (DfS) adalah salah satu strategi terpenting untuk mencegah kecelakaan kerja. Studi ini bertujuan untuk menganalisis beberapa faktor yang mempengaruhi implementasi desain keselamatan kerja menggunakan dua pendekatan statistik, yaitu pemodelan persamaan struktural (SEM) dan jaringan syaraf tiruan (ANN). SEM menganalisis pola hubungan antara variabel dan indikatornya, sementara ANN memetakan berbagai pola serupa untuk membuat prediksi tentang variabel yang mempengaruhi implementasi DfS. Sebagai hasilnya, desainer, pemilik, kebijakan, alat/peralatan, pengetahuan, dan dokumen kontrak secara positif mempengaruhi implementasi DfS dengan desainer dan dokumen kontrak sebagai variabel yang paling signifikan. Oleh karena itu, industri dan lembaga pemerintah disarankan untuk memprioritaskan faktor dokumen kontrak dan desainer dengan variabel lain sebagai faktor pendukung dalam program mereka untuk mempercepat implementasi DfS di Indonesia.

Indonesia as a developing country is experiencing a period of massive infrastructure development. Problems regarding work safety are inseparable from various issues that often occur in construction projects. Implementing design for safety (DfS) is one of the most important strategies to prevent work accidents. This study aims to analyze multiple factors that influence the implementation of work safety design using two statistical approaches, namely structural equation modeling (SEM) and artificial neural network (ANN). SEM analyzes the relationship pattern between variables and their indicators and ANN maps various similar patterns to make predictions on variables that influence DfS implementation. As a result, designer, owner, policy, tools/equipment, knowledge, and contract document are positively affect DfS implementation with designer and contract document as the most significant variables. Accordingly, the industry and government agencies are advised to prioritize contract document and designer factors with other variables as supporting factors in their program to accelerate DfS implementation in Indonesia."

"Modifikasi dan konstruksi proyek EPC migas onshore brownfield melibatkan banyak komponen mulai dari engineering, material, sampai kepada metode konstruksi yang kritikal yang meningkatkan unsur risiko. Studi ini bertujuan untuk mengidentifikasi risiko yang terjadi dan pengaruh dominan terhadap kinerja waktu dengan menggunakan metode Structural Equation Modeling (SEM). Studi ini juga memberikan peta alur risiko untuk variabel risiko dominan yang digunakan untuk menganalisis lebih jauh akar permasalahan dan dampaknya.
Hasil dari analisis ini menuntun kepada tindakan evaluasi terhadap kriteria kualifikasi tender EPC pada proyek migas yang memerlukan perbaikan pada kriteria manajemen proyek, project execution plan, kualifikasi personel dan pengalaman kontraktor dalam eksekusi proyek onshore.

Modification and constructing EPC oil & gas onshore brownfield comprises many components such as: engineering, materials, and critical construction methods which are certainly increasing risks during project execution. These study aims to investigate risks occur and dominant effect to project time performance using Structural Equation Modelling (SEM).
This paper shall provide risk path mapping for dominan risks which shall be used to identify root cause and the consequences.
The result of this analysis leads to improvement at criterion of EPC project tender qualification especially at project management, project execution plan, personnel qualification and contractor experiences for onshore project.

"Kualitas infrastruktur jalan Indonesia hanya menempati peringkat ke-64 dari 137 negara yang diteliti. Peringkat tersebut tertinggal dari Singapura yang menempati peringkat ke-2, Malaysia ke-23, Brunei Darussalam ke-33, Thailand ke-59. Kendala kurang optimalnya infrastruktur disebabkan permasalahan ketersediaan dan pemeliharaan infrastruktur jalan berdasarkan aspek berkelanjutan.
Penelitian ini bertujuan untuk menganalisis indikator infrastruktur jalan di Indonesia berdasarkan aspek berkelanjutan dan mengevaluasi pengaruh masing-masing indikator terhadap variabel dari infrastruktur jalan berkelanjutan menurut persepsi antara Aparatur Sipil Negara ASN dan kontraktor terhadap indikator infrastruktur jalan baik dari segi eksisting maupun dari segi harapan.
Metode yang digunakan dalam penelitian ini yaitu tinjauan pustaka untuk mendapatkan variabel dan indikator. Selanjutntya metode survei dilakukan untuk melihat persepsi ASN dan kontraktor terhadap variabel dan indikator tersebut. Analisis menggunakan Structural Equation Modeling SEM dengan pendekatan Partial Least Square dengan menggunakan software SmartPLS 3.0.
Dari hasil penelitian disimpulkan bahwa ASN menyatakan bahwa untuk kondisi eksisting infrastruktur jalan, indikator penerangan jalan adalah yang paling berpengaruh dengan ditunjukkan nilai loading factor terbesar yaitu sebesar 0.904, sedangkan untuk harapan dari infrastruktur jalan, indikator proses peninjauan lingkungan adalah yang paling berpengaruh dengan ditunjukkan dengan nilai loading factor terbesar yaitu 1.000.
Kontraktor menyatakan bahwa untuk kondisi eksisting infrastruktur jalan, indikator proses peninjauan lingkungan adalah yang paling berpengaruh dengan ditunjukkan dengan nilai loading factor terbesar yaitu sebesar 1.000, sedangkan untuk harapan dari infrastruktur jalan, bahwa indikator akses pejalan kaki, sepeda, dan angkutan umum adalah yang paling berpengaruh dengan ditunjukkan dengan nilai loading factor terbesar yaitu 1.000.

The quality of Indonesia 39 s road infrastructure is ranked only 64th out of 137 countries studied. The ranking left behind of Singapore placed second, Malaysia on 23rd , Brunei Darussalam on 33rd , and Thailand on 59th. The constraints of less optimal infrastructure due to problems of availability and maintenance of road infrastructure based on sustainable aspects.
This study aims to analyze indicators of road infrastructure in Indonesia based on sustainable aspects and evaluate the correlation of each indicator to the variables of sustainable road infrastructure according to the perception between the civil servant and the contractor on the road infrastructure indicator either from the existing condition or the expectation condition.
The method used in this research is literature review to get the variables and indicators. Furthermore, the survey method is conducted to see the perceptions of civil servant and contractors on these variables and indicators. Analysis using Structural Equation Modeling SEM with Partial Least Square approach using SmartPLS 3.0 software.
From the result of the research, it is concluded that civil servant stated that for the existing condition of road infrastructure, indicator of street lighting is the most correlated with indicated by the biggest loading factor factor that is equal to 0.904, while for the expectation from road infrastructure, environmental assessment process indicator is the most correlated with indicated by the largest loading factor value is 1,000.
The contractor stated that for the existing condition of road infrastructure, the environmental review process indicator is the most correlated with the largest loading factor value of 1,000, while for the expectation from the road infrastructure that pedestrian, bicycle and public transportation access indicators are the most correlated as indicated by the largest loading factor value of 1,000.
