"This book focuses on the long-term interactions between people and nature in and around Lake Biwa, one of the oldest lakes in the world. Accordingly, it not only covers the characteristics of the biota of this ancient lake, but also approaches it as a ‘cultural ancient lake.’ Furthermore, various problems affecting the lake, especially recent environmental changes that occurred before and after Japan’s rapid economic growth of the 1950s and 60s, are reviewed, including water pollution, lakeshore development and the reclamation of attached lakes, alien and invasive species, and problems related to the recent warming of the climate. Lastly, by analyzing data on these problems collected by the local government and residents of the lake basin, the book provides a comprehensive outlook on the future of Lake Biwa and people’s lifestyles. "

"Tesis ini mengkaji perihal tanah masyarakat adat Tengger dalam perspektif komunalitas masyarakat adatnya. Penelitian ini merupakan penelitian yuridis normatif atau kepustakaan dengan pendekatan perundang-undnagan dan pendekatan analisis. Bahan hukum yang digunakan adalah bahan hukum primer, sekunder dan tersier. Prosedur pengumpulan bahan hukum dilakukan dengan studi dokumen dan wawancara. Penelitian ini membahas sifat komunal masyarakat adat Tengger melalui sudut pandang ekonomi, sosial, dan budaya yang dihubungkan dengan kebijakan pertanahan. Sifat komunal masyarakat adat Tengger meyakini tanahnya sebagai tanah suci yang tidak dapat dimiliki oleh pihak luar sehingga menciptakan keunikan serta kesenjangan tersendiri. Keunikan tersebut berupa praktik masyarakat adat Tengger terhadap sertipikat tanah yang dimilikinya, sementara kesenjangan terjadi antara penerapan sertipikat hak komunal masyarakat adat Tengger dengan kebijakan pertanahan. Kajian ini memberikan rekomendasi agar Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional agar lebih akurat dalam menyiarkan publikasi persnya kepada masyarakat supaya tidak terjadi kesalahpahaman terhadap praktik pertanahan di lapangan. Serta tidak memaksakan peraturan perundang-undangan kepada masyarakat adat oleh karena terdapat masyarakat adat yang hanya dengan tradisi dan budayanya telah mendapatkan tujuan dari hukum sehingga tercipta masyarakat yang damai dan tentram.

This thesis studies the customary land in Tengger within the community rsquo s perspective. This is a normative juridical study under constitutional and analytical approach. Primary, secondary, and tertiary law materials are used. Law materials are collected through documental review and interview procedure. The communal nature of the indigenes in Tengger is discussed under economy, social, and cultural circumstances, to further find its relationship with land policies. The communal nature of the indigenes in Tengger believes that their lands are sacred, implicating unavailability of land ownership for outsiders, which creates its distinct uniqueness and discrepancy. Uniqueness is shown through the practice of land certificates among the indigenes in Tengger, while discrepancy is performed in the contrary between the certification of communal rights for the indigenes in Tengger and the land policies. The result of this study recommends The Ministry of Agrarian and Spatial Planning National Land Agency to be more accurate in broadcasting their press releases for the community, therefore misunderstanding in land practices could be avoided. Furthermore, it could be better to not enforce regulations to the indigenes in Tengger, for the custom and culture in Tengger rsquo s community are adequate in achieving the purpose of law, creating a peaceful environment accordingly.

"Danau Toba merupakan danau terbesar di Indonesia yang memiliki potensi wisata dan nilai ekonomi yang sangat tinggi. Keindahan alam yang dimiliki Danau Toba menjadikannya salah satu objek wisata alam di Kabupaten Toba Samosir yang sangat digemari dan sering dikunjungi oleh wisatawan. Penelitian ini bertujuan untuk mengetahui pola nilai permintaan wisata alam Danau Toba Kabupaten Toba Samosir dan faktor-faktor yang mempengaruhi nilai permintaan tersebut. Penilaian wisata alam Danau Toba Kabupaten Toba Samosir dilakukan dengan pendekatan metode biaya perjalanan, yang prinsipnya menggunakan biaya perjalanan untuk menghitung nilai dari mamfaat rekreasi atau wisata yang diperoleh. Metode analisis yang digunakan dalam penelitian ini adalah analisis spasial.
Hasil yang diperoleh menunjukkan bahwa nilai permintaan wisata alam Danau Toba Kabupaten Toba Samosir bervariasi. Semakin tinggi biaya perjalanan yang rela dikeluarkan oleh wisatawan dan semakin tinggi jumlah penduduk daerah asal sebagai penikmat jasa wisata, maka semakin tinggi nilai permintaan wisatanya. Nilai permintaan wisata dari kabupaten/kota dalam Pulau Sumatera didominasi oleh kelas rendah atau < Rp. 720.000.000, sedangkan dari Kabupaten/kota Luar Pulau Sumatera didominasi kelas sangat tinggi atau > Rp. 2.160.000.000.

Lake Toba is the largest lake in Indonesia which has tourism potential and very high economic value. Natural beauty of Lake Toba makes it become one of the very popular natural attractions and frequently visited in the district of Toba Samosir. This study aimed to determine the pattern of demand for the natural attractions of Lake Toba Toba Samosir and factors that affect the value of the demand. Assessment of natural attractions of Lake Toba Toba Samosir is done by travel cost method approach, which principally using the travel costs to calculate the of recreation value obtained. The method of analysis used in this study is spatial analysis.
The results indicate that the demand for natural attractions of Lake Toba Toba Samosir is vary. The higher the travel costs incurred by travelers who are willing and the higher the population of the area of origin of tourism services connoisseur, the higher the value of tourism demand. Value of tourism demand from the district / city in the island of Sumatra is dominated by low-grade or Rp. 2.16 billion.
