Artikel ini membahas pembangunan monumen-monumen di Jakarta sebagai implementasi
hubungan Indonesia ? Uni Soviet di Era Soekarno. Pembahasan bangunan yang ada sebagai
bukti nyata pada hubungan antara kedua negara, menggunakan teori konsep kepentingan
nasional dalam kerjasama bilateral yang diusulkan oleh Hans J. Morgenthau. Artikel ini
menggunakan metode deskriptif-analitif, dengan mendeskripsikan sejarah awal hubungan
Indonesia ? Uni Soviet, bukti-bukti pembangunan monumen-monumen di Jakarta sebagai
kerjasama Indonesia ? Uni Soviet terutama pada era Soekarno. Sumber utama penelitian ini
dari bukti fisik dan sejarah pembangunan monumen-monumen di Jakarta dengan menunjukkan
faktor kepentingan nasional dalam hubungan bilateral Indonesia-Uni Soviet.ABSTRACT This article discusses the construction of monuments in Jakarta as the implementation of

"Kebijakan luar negeri Indonesia muncul sejak prinsip Bebas Aktif diperkenalkan melalui pidato Mohammad Hatta. Mulai era otoriter hingga demokrasi, kebijakan luar negeri Indonesia telah mengalami berbagai dinamika perumusan di tingkat domestik dan pengimplementasiannya di tingkat regional maupun global. Sejak tulisan Hatta dimuat di Foreign Affairs (1953), sejumlah literatur telah mengkaji dinamika kebijakan luar negeri Indonesia. Setelah 70 tahun berlalu, perkembangan kajian kebijakan luar negeri Indonesia memerlukan peninjauan melalui tinjauan pustaka. Tulisan ini bertujuan untuk meninjau perkembangan literatur mengenai kebijakan luar negeri Indonesia. Tulisan ini meninjau 55 literatur terakreditasi internasional mengenai kebijakan luar negeri Indonesia. Berdasarkan pada metode taksonomi, literatur-literatur tersebut dibagi ke dalam lima kategori tematis yang terdiri atas (1) Prinsip Bebas Aktif dalam kebijakan luar negeri Indonesia, (2) cara pandang kebijakan luar negeri Indonesia, (3) aktivisme kebijakan luar negeri Indonesia, (4) Islam dalam kebijakan luar negeri Indonesia, dan (5) demokrasi dalam kebijakan luar negeri Indonesia, serta kategori lain yang berisi literatur-literatur bertema selain yang telah disebutkan. Tinjauan pustaka ini berupaya untuk menyingkap konsensus, perdebatan, dan kesenjangan dalam topik ini. Selain itu, tulisan ini turut menunjukkan sejumlah tren dalam pengkajian kebijakan luar negeri Indonesia seperti persebaran tema, persebaran asal penulis, serta tren perspektif. Tinjauan pustaka ini mengidentifikasi bahwa aktivisme regional Indonesia merupakan tema paling dominan dalam pengkajian kebijakan luar negeri, sementara Realisme merupakan perspektif paling dominan. Tinjauan juga menggarisbawahi dominasi tulisan argumentatif dalam pengkajian kebijakan luar negeri Indonesia. Tulisan ini kemudian merekomendasikan sejumlah agenda penulisan lanjutan dan menggarisbawahi pentingnya melakukan diversifikasi ragam perspektif, dengan penekanan pada penggunaan perspektif pascapositivisme.

Indonesia’s foreign policy has been emerged since Bebas Aktif was first introduced on Mohammad Hatta’s speech. Since the authoritarian until the democratic era, Indonesia has experienced the dynamics of its policy-making and policy-implementing in the regional and global landscape. Since Hatta’s writing was published in Foreign Affairs (1953), numbers of literatures have captured the dynamics of the country’s foreign policy. About 70 years after, the development of the literatures on the academic realm now needs to be reviewed using the literature review. This paper aims to review the development of Indonesia’s foreign policy literatures. It reviews 55 internationally accredited literatures about Indonesia’s foreign policy. Based on taxonomy method, the literatures will be divided into five theme-based categories which consist of (1) Bebas Aktif as the foundation of Indonesia’s foreign policy, (2) Indonesia’s foreign policy worldview, (3) Indonesia’s foreign policy activism, (4) Islam in Indonesia’s foreign policy, and (5) democracy in Indonesia’s foreign policy, alongside another grouping consisting of literatures aside the aforementioned themes. The literature review seeks to unveil the conventional wisdoms, the debates, and the gaps of this topic. Besides, it also seeks to show some trends in the writing of Indonesia’s foreign policy such as the distribution of its themes, distribution of the authors’ origin, and the paradigmatic trend. The literature review identifies that Indonesia’s activism in the region is the most dominant theme in the literatures of Indonesia’s foreign policy, while Realism is the most dominant perspective used by the literatures. The review also highlights the dominance of argumentative paper in the writing of Indonesia’s foreign policy. It then recommends some proposed further researches and highlights the need to diversify the perspectives with emphasis on the post-positivist ones."

"Bandara Soekarno-Hatta sebagai bagian dari internasional airport, merupakan prasarana yalg penting untuk transportasi. Sebagai suatu sistem yang penting dalam transportasi udarayang harus mempunyai tempat (terminal, landasan pacu, ta:riways). Disamping fasilitas bandara setiap operator harus memperhatikan kualitas pelayanan. Sistem transportasi udara tidak bisa terpisatrkan dari adarrya barrdara sebagai fasilitas utama. Meskipun de.mikian bandara bukan men4nkan tujuan ahkir perjalanan seorang penumpffig, tetapi bandara adalah tempat yang pertama yang dilihat penumpang. Bandara menjadi bagian dari industri transportais udara dan sekarang ini banyak orang menggunakan pesawat sthag:d, pilihan.
Bandara Internasional Soekarno-Hatta adalah bandara terbesar dan tersibuk di Indonesia. Berdasarkan data dari PT. Angkasa Pura, BUMN pengelola bandara sekaligus operator mencatat di tahun 2014 jumlatr penumpang mencapai 62.000.000 penumpang. Dimana kapasitas hanya mencapai 18.000.000 juta penumpang. Karena bandara Soekarno -Hattamempunyai masalah operasional dan non-operasional. Masalah operasional seperti kenaikan jumlah penumparrg, tertundanya waktu take-off dan waktu mendarat yang lama sedangkan masalah non-operasional seperti akses ke bandara Soeta susah atau macet, kurangnya taksi maupun transportasi publik.
Kita dapat membayangkan kepadatan dan kemacetan di SHIA dan kondisi yang ada akan mengurangi kepuasan penumpang. Kepuasan penumpang adalah prarr'*ri1g: untuk kelanjutan operasi bandara. SHIA memerlukan pengembangan untuk memperbaiki sistem yang ada dan sekarang SHIA mempunyai sistem baru yaitu Grand Design of SHIA. Peneliti sebelumnya telatr membahas tentang kuantitatfi indikator di SHIA seperti waktu tunggu, waktu proses dan pemanfaatan tempat di terminal menggunakan sofivare simulasi yaitu ProModel verci 7.5.
Dalam penelitian ini akan membahas kualitatif indikator di SHIA untuk melanjutkan penelitian yang ada. Tujuan dari penelitian ini adalah untuk mengidentifikasi variabel dari kualitas servis sebagai referensi dalam pengembangan.

Soekarno-Hatta Airport, in particular international airports, are omong the most vital transportation infrastructures. As an essentiql system of air *ansryat infrastructure they represent the physical site (terminals, runwoys, taxiways). Besides the airport facilities each operator airport must concern about their service quality. System of air transportation fiever been separated lftrn fftv existence of the airport as the main support. Even though the airport is not the final destination, but it represented the first time looked for customer. The airport becomes the part of industry transportation and nowadays a lot of people uiing air transportation.
Soekarno-Hatta International Airport (SHU) is the biggest and the busiest in Indonesia. Based on data from Angkasa Pura II, the compony that manages or as operator SHU that passengers in 2014 amounted 62 million. V[/hereas the capacity of SHU only 18 million passengers'. Because of that SHIA has ct problem operational and non-operational. Operational problems such as increase of passenger's reduced emergency slots, time delayed take-ffi and landing.lnw. to wait too long ond non-operational problems such os access to SHU ,s congestion,lack of tmi and transportation public.
We can imagine the density ond the congestion in SHM and that conditions will make reducing of passengers' satisfaction. The possenger's sotisfaction is important matter to sustainability operation of the airport. SHIA need improvement to define the performonce of the system and now SHIA has a new system called Grand Design of SHU. Previous researchers tallrcd obout the quantitative indicators at SHU such as waiting time, processing time ,rt:d" utilization oreo terminal simulation technique using one of simulation tool, ProModel version 7.5.
In this research will discuss qualitative indicator in SHIA to continue previous research. The objective of this research is to identify the variables of serttice quality of passenger's service as reference in improving and increosing the service quality that has been provided by SHIA to its consumers and the last objective for lookingfor the relationship between quantitative and qualitative. The method used in this research is a qualitative model of service qua14, meosurement (SERVQUAL) developed by Parasuramon et al., physical meosurements PJP2U service standards established by Director General of Civil Aviation, Republic Indonesia.

"Bandar Udara Soekarno Hatta merupakan bandara Internasional terbesar di Indonesia, namun belakangan ini sering terjadi peningkatan jumlah penumpang pertahunnya. Pada periode Januari-Oktober 2011 jumlah penumpang telah mencapai 41 juta orang yang tidak sebanding dengan kapasitas bandara yaitu 22 juta penumpang per tahun. Hal ini memicu perlunya manajemen lalu lintas selama pembangunan bandara Soekarno-Hatta di Terminal 3. Dengan menggunakan metode VISSIM, output yang didapatkan yaitu berupa volume, kecepatan dan tundaan. Dimana didapatkan hasil scenario terbaik yaitu pemindahan arus kendaraan yang menuju terminal 3 melalui terminal 1 dan 2 kemudian masuk melalui jalan atau sodetan yang telah dibuat sebelumnya. Dan untuk kendaraan yang akan parkir, akan disediakan lokasi parkir sementara.

Soekarno-Hatta Airport is the largest international airport in Indonesia, but this often happens later increased an annual number of passengers. In the period January-October 2011 passenger numbers had reached 41 million people who are not proportional to the capacity of 22 million passengers a year. This triggered the need for traffic management during construction of the Soekarno-Hatta Airport at Terminal 3. By using the method VISSIM, output acquired namely form of volume, speed and delay. Where obtained the result scenario is transfer the current vehicles heading terminal 3 through terminal 1 and 2 and went through road or watercourse that have been made before. And for vehicle parking, which will be provided temporary parking location."
