"[ABSTRAKTesis ini membahas tentang pelaksanaan program pelayanan luar lembaga diPusat Pengembangan Pelayanan Sosial Anak (P3SA) serta melihat kendala yangditemukan dalam pelaksanaanya. Penelitian ini adalah penelitian kualitatif dengandesain deskriptif. Hasil penelitian menunjukkan bahwa program pelayanan luarlembaga merupakan program yang ada karena adanya kebijakan Standar NasionalPengasuhan Anak (SNPA). Dalam pelaksanaannya ditemukan kendala dalam halsumber daya manusia, sistem pendampingan, dan kebijakan yang terkait denganprogram, dan menyarankan agar P3SA/SDC lebih jauh lagi terlibat dalampendampingan kepada penerima manfaat terutama dalam pelaksanaan FDS danCDS yang merupakan kegiatan utama dari program pelayanan luar lembaga.

ABSTRACTThis thesis discusses the implementation of an external service program at theChild Development Center of Social Services (SDC) and see the constraints thatare found in practice. This study is a qualitative research with descriptive design .The results showed that an external service program is an existing programbecause of the policy of the National Childcare Standards. "Tesis ini membahas outcomes dari program pelayanan anak jalanan yang diadakan oleh P3SA. Tujuannya untuk mengetahui efek yang terjadi pada klien setelah selesai dari program. Penelitian ini merupakan penelitian evaluasi outcomes berbasis individu dengan menggunakan metode kualitatif deskriptif. Dari hasil penelitian diketahui bahwa program cukup berhasil dalam meningkatkan motivasi informan supaya tidak lagi bekerja di jalanan namun program gagal dalam mengubah perilaku negatif informan. Peneliti menyarankan perlunya diadakan bimbingan lanjut secara rutin kepada klien dengan riwayat permasalahan keluarga dan tekanan psikologis karena rentan kembali ke jalanan dan meningkatkan kegiatan pendampingan sebagai salah satu cara mengungkap perilaku negative klien yang akan menjadi dasar dalam melakukan intervensi yang diberikan.

This thesis discusses the outcomes of street children service program that held by SDC. The purpose of this study is to determine its effect on the client after the program. This research is individual outcomes evaluation research using qualitative descriptive methods. Research results revealed that the program is quite successful in increasing the motivation of informants to not return to work on the street, but the program failed in changes negative behavior informant. The researcher suggests the need for further guidance is routinely held to clients with a history of family problems and psychological because they vulnerable to back on the street and increase mentoring activities as a way to uncover the client?s negative behavior which then becomes the basis for intervention is given."

"Tesis ini membahas faktor-faktor penghambat dalam pelaksanaan program pemberdayaan keluarga untuk orang tua anak jalanan di P3SA/SDC dan bagaimana faktor-faktor penghambat tersebut mempengaruhi berjalannya program. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Hasil penelitian menggambarkan kendala yang ditemui dalam pelaksanaan program tersebut yang dapat dibagi menjadi kendala yang berasal dari penerima bantuan, kendala yang timbul karena disebabkan oleh keadaan pendamping, dan kendala yang timbul karena kebijakan lembaga, dan menganalisa pengaruh faktor-faktor tersebut terhadap pelaksanaan program.

This thesis discusses the obstacle factors in the implementation of family empowerment program for street children's parents at P3SA/SDC and how the obstacle factors affect the program. This research uses qualitative approach, classified as descriptive research. The result of the research describes the constraints which are found in the implementation of the program, which can be divided into the constraints that come from the capital receivers, the constraints which are caused by the assistants situations, and the constraints that exist because of the SDC's policy, and analyze the effect of the factors toward the program implementation."

This research discusses the stages of the social rehabilitation process in Social Development Center for Street Children (SDC) Bambu Apus and also factors inhibiting during the implementation of social rehabilitation at the Social Development Center for Street Children (SDC) Bambu Apus. This Thesis discuss about the social marketing mix strategy services and youth development program for dropouts teenager in PSBR Bambu Apus. Non-fulfillment of quota of beneficiaries at PSBR Bambu Apus as a human service organization that handles dropout problems, underly this study. "Penelitian ini bertujuan untuk menganalisis kesesuaian antara prosedur pengadaan barang/jasa pada Pusat Penelitian dan Pengembangan Perhubungan Udara dengan Peraturan Presiden Nomor 54 Tahun 2010. Selanjutnya untuk pengendalian intern terhadap pengadaan barang/jasa dengan metode penunjukan langsung, metode pengadaan langsung dan seleksi umum. Penelitian ini merupakan studi kasus dengan menggunakan analisis deskriptif metode kualitatif. Pusat Penelitian dan Pengembangan Perhubungan Udara telah melakukan semua prosedur dalam pengadaan barang/jasa pemerintah sesuai dengan Peraturan Presiden Nomor 54 tahun 2010 tentang Pengadaan Barang/Jasa Pemerintah. Untuk pelaksanaan pengadaan barang/jasa dengan metode penunjukan langsung, pengadaan langsung dan seleksi umum sudah berjalan dengan sebagaimana mestinya, ini terlihat dengan adanya pemisahan tugas, wewenang dan tanggung jawab yang jelas, otorisasi setiap kegiatan dan pendokumentasian yang dimulai dari proses perencanaan umum, persiapan pengadaan, pelaksanaan pengadaan hingga proses penyerahan hasil pekerjaan telah dilaksanakan dengan baik.

This research aims to analyze correspondence between of procedures for procurement of goods/services at the Research and Development Center of Civil Aviation with presidential regulation No. 54 of 2010 and the internal control of procurement of goods/services with with a direct designation method, direct procurement method and selection of the public. This research is a case study using descriptive analysis of qualitative method. Research and Development Center of Civil Aviation has performed all the procedures in government procurement of goods/services in accordance with presidential regulation No. 54 of 2010 of Government procurement of goods/services.

For the implementation of the procurement of goods/services with direct designation method, direct procurement method and selection of the public has been running with properly, is seen by the existence of the separation of duties, authority and responsibilities are clear, authorizing any activities and documentation starting from the general planning process, preparation of procurement, the procurement until the process of transferring the results of the work has been carried out properly."

"ABSTRAKPersaingan di dunia kerja mengharuskan para penyandang disabilitas mempunyai kemampuan yang baik. Untuk itu dibentuklah Balai Rehabilitasi Vokasional Bina Daksa yang memfokuskan dalam pemberian pelatihan keterampilan kepada penyandang disabilitas. Namun pelaksanaan dilapangan dihadapkan pada tugas dan peran pekerja sosial beserta instruktur, keterbatasan anggaran sosialisasi sampai keterbatasan pengajar adalah masalah yang ditemukan. Untuk itu dilakukanlah penelitian tentang peran pekerja sosial dan instruktur dalam program pelayanan di balai rehabilitasi, menggunakan pendekatan kualitatif dan jenis penelitian deskriptif. Teknik pengumpulan data melalui wawancara, group discussion dan observasi. Wawancara dilakukan terhadap pimpinan panti, group discussion dilakukan kepada kelompok informan pekerja sosial, siswa, dan instruktur, dengan jumlah informan sebanyak enam belas informan. Didapatkan temuan bahwa peran pekerja sosial belum berjalan sesuai dengan standard operational procedure SOP terutama pada tahapan rekrutmen, assesment, dan pelatihan vokasional. Kurangnya jumlah instruktur menyebabkan pekerja sosial mengisi di bidang pelatihan keterampilan. Sementara pada perekrutan masih ditemukan adanya siswa yang tidak memenuhi persyaratan. Saran yang diberikan antara lain, menjalin koordinasi yang baik dengan dinas provinsi/daerah dalam hal sosialisasi dan perekrutan, pemanfaatan teknologi dan informasi dalam kegiatan sosialisasi, penambahan anggaran sosialisasi, penambahan tenaga instruktur, dan pelatihan keterampilan dan kemampuan yang dibutuhkan oleh pekerja sosial beserta instruktur.

Competition in the world of work requires that persons with disabilities have good skills. For this purpose, a Bina Daksa Vocational Rehabilitation Center was established which focuses on providing skills training to persons with disabilities. But the implementation of the field faced with the duties and roles of social workers and instructors, the limitations of socialization budget to the limitations of teachers is a problem found. Therefore, research on the role of social workers and instructors in service programs in rehabilitation centers, using qualitative approach and descriptive research type. Data collection techniques through interviews, group discussion and observation. Interviews were conducted with the leaders of the orphanage, group discussions were conducted to informant groups of social workers, students, and instructors, with a total of sixteen informants. It was found that the role of social workers has not been run in accordance with standard operational procedures SOPs , especially in the stages of recruitment, assessment, and vocational training. Lack of number of instructors leads social workers to fill in the field of skills training. While the recruitment is still found the existence of students who do not meet the requirements. Suggestions provided include good coordination with provincial local agencies in terms of socialization and recruitment, utilization of technology and information in socialization activities, the addition of socialization budget, the addition of instructors, and skills and skills training needed by social workers and instructors."

"Penelitian ini bertujuan untuk menggambarkan kondisi kinerja pada suatu organisasi pelayanan kemanusiaan milik pemerintah yang berlangsung di sebuah unit pelaksana teknis yakni Panti Sosial Bina Remaja (PSBR) Bambu Apus Jakarta. Penelitian ini merupakan penelitian kualitatif yang menekankan pengumpulan datanya pada adaptasi dari IDF (Institutional Development Framework). Tujuan adaptasi IDF untuk memotret kondisi kinerja organisasi dalam rangka mengidentifikasi komponen penentu keberhasilan organisasi. Hasil penelitian ini adalah gambaran kondisi kinerja PSBR Bambu Apus berdasarkan komponen sumberdaya IDF.

"Pelayanan rehabilitasi sosial bagi penyandang disabilitas yang diselenggarakan oleh panti mempunyai kelebihan dan kekurangan. Salah satu kekurangan adalah kecil daya tampung panti dengan jumlah penyandang disabilitas yang ada. Hasil penelitian ini mengungkapkan bahwa input pelayanan rehabilitasi sosial berupa klien, sumber daya manusia, sarana prasarana, budaya, teori/metode dan umpan balik relatif sudah terpenuhi. Konversi operasi didukung komponen struktural dan proses fungsional terlaksana namun belum optimal. Output pelayanan rehabilitasi sosial, beberapa klien sudah mandiri baik bekerja secara mandiri maupun bekerja di perusahaan. Faktor pendukung berupa kelembagaan, personil, sarana dan prasarana, pembiayaan. Sedangkan faktor penghambat berasal dari klien dan sistem sosial.

Social rehabilitation services for disability-based organized home has advantages and disadvantages. One drawback is the small capacity of the home with the existing number of persons with disabilities. Results of this study revealed that the social rehabilitation input in the form of client services, human resources, infrastructure, culture, theory / methods and relative feedback has been fulfilled.
