"[ABSTRAK
Tesis ini berfokus pada eksistensi ASEAN Regional Forum (ARF) di tengah tren
bilateralisme kawasan Asia Tenggara. Tujuan penelitian ini adalah untuk
menganalisis strategi yang digunakan pemerintah negara-negara di kawasan Asia
Tenggara dan negara-negara ekstra-regional khususnya Tiongkok dan Amerika
Serikat di ASEAN Regional Forum (ARF). Aktor-aktor tersebut saling menjaga satu
sama lain untuk terlibat secara konstruktif di kawasan berbasis norma-norma
kooperatif yang dapat membantu mereka untuk mencapai kepentingan nasional dan
mencegah munculnya hegemoni intramural di wilayah Asia Pasifik. Penelitian ini
menggunakan pendekatan kualitatif. Selain itu, penelitian ini menggunakan kerangka
Teori Balance of Influence yang diwujudkan kedalam strategi Hedging untuk
menganalisis fenomena yang terjadi. Penelitian ini menemukan bahwa meskipun
berada di tengah-tengah tren bilateralisme, aktor-aktor yang terlibat didalam ARF
tetap mempertahankan forum ini karena model dialog dan penyelesaian ARF telah
berhasil menjaga perimbangan kekuatan-kekuatan ekstra-regional di kawasan.

ABSTRACT
This research focuses on the existence of ASEAN Regional Forum (ARF) within the
Bilateralism Trend in Southeast Asia. The purpose of this study was to analyze the
strategy of Southeast Asian governments and extra-regional powers used (especially
China and US) to keep each other constructively and cooperatively engaged in the
region and to promote rule and norm-based arrangements and principles that help
them to achieve their national interest and deny intramural hegemony in the Asia
Pacific region. This study used qualitative approach. In addition, this study uses the
framework of Balance of Influence Theory that embodied into Hedging Strategy to
analyze the phenomenon that occurs. This study found that despite the bilateralism
trends, the actors that involved in the ASEAN Regional Forum (ARF) decided to
retain this forum because its dialogue and settlement models have managed to
maintain the balance of extra-regional state power in Southeast Asia., This research focuses on the existence of ASEAN Regional Forum (ARF) within the
