"ABSTRAKSalah satu penyebab dominan terjadinya cost overrun adalah ketidaktepatan estimasi biaya. Hal tersebut terjadi dikarenakan banyaknya faktor risiko pada proses perhitungan. Maka, tujuan penelitian ini adalah mengidentifikasi risiko tertinggi yang berpengaruh terhadap akurasi Activity Cost Estimates sesuai dengan PMBOK® Guide 5th Edition. Penelitian ini menggunakan data primer dari kuesioner dan dianalisis menggunakan qualitative risk analysis untuk mendapatkan level risiko dari 43 faktor risiko yang berasal dari inputs dan tools and techniques dalam proses Estimate Cost. Dari hasil penelitian diperoleh faktor risiko tertinggi antara lain pada kategori cost management plan: menentukan harga satuan pekerjaan dengan jalan pintas karena keterbatasan waktu; pada kategori human resource management plan: kualitas koordinasi pihak-pihak yang terlibat dalam proses estimasi buruk; pada kategori scope baseline: kesalahan dalam melakukan breakdown pekerjaan (WBS); pada kategori project schedule: kesalahan dalam penentuan durasi kegiatan item pekerjaan; pada kategori enterprise environmental factors: kesalahan desain dari konsultan perencana; pada kategori organizational process assets: pengelolaan database dan informasi yang buruk; serta pada kategori tools and techniques: estimator tidak memiliki pengalaman dalam menangani proyek sejenis yang lebih kompleks. Pada hasil penelitian ini juga diperoleh pembobotan penyebab, tindakan preventif, dampak, dan tindakan korektifnya dari masing-masing faktor risiko tertinggi tersebut.

ABSTRACTOne of the dominant cause of the cost overrun is the in accuracy cost estimates. This happens because there are many risk factors in the calculation process. Thus, the purpose of this study is to identify the highest risk affecting the accuracy of Activity Cost Estimates in accordance with the PMBOK® Guide 5th Edition. This study uses primary data from questionnaires and analyzed using qualitative risk analysis to get the risk level of 43 risk factors derived from the inputs and tools and techniques in the process of Cost Estimate. The result showed the highest risk factor in the category of cost management plan: determine the unit price with a shortcut because of time constraints; category of human resource management plan: quality coordination of the parties involved in a bad estimation process; category of the scope baseline: error in performing the work breakdown (WBS); category of project schedule: error in determining the duration of the action items of work; category of enterprise environmental factors: design fault of the consultant planner; category of organizational process assets: poor management of databases and the information; as well as in the category of tools and techniques: estimator does not have experience in handling more complex similar projects. In the results of this study also obtained the weighting of causes, preventive acts, impact, and corrective acts of each of the highest risk factors."

"Proses Determine Budget pada PMBOK® Guide 5th Edition adalah proses penyusunan anggaran biaya dengan mengagregasi activity cost estimates. Risiko-risiko yang tidak ditangani pada proses tersebut dapat menyebabkan cost baseline yang menyimpang dari biaya actual proyek. Maka, tujuan penelitian ini adalah mengidentifikasi risiko pada proses Determine Budget yang berpengaruh pada akurasi Cost Baseline. Penelitian ini menggunakan data primer dari kuesioner dan dianilisis menggunakan qualitative risk analysis untuk mendapat level risiko dari 43 faktor risiko yang berasal dari inputs dan tools&techniques dalam proses Determine Budget. Determine Budget Process based on PMBOK® Guide 5th Edition is‎ a cost budgeting process by aggregating the Activity Cost Estimate. Unmitigated risks on the process will result in the discrepancy of Cost Baseline from the actual project costs. Therefore, this research will identify all the associated risks on the Determine Budget Process that takes effect to the Cost Baseline accuracy. The study uses primary data from questionnaires ‎and analysed using Qualitative Risk Analysis to generate risk levels from 45 risk factors came from Inputs and Tools & Techniques in Determine Budget Process. From the survey, 10 highest risk factors coming from 10 different categories."

"Proyek EPC memiliki tingkat risiko yang cukup tinggi. Keterlambatan dan cost overrun merupakan permasalahan yang sering terjadi pada proyek. Keterlibatan subkontraktor dalam pelaksanaan pekerjaan konstruksi sangat tinggi sehingga pengaadaan subkontraktor mempunyai pengaruh cukup besar pada proyek EPC. Penelitian ini dilakukan untuk mengidentifikasi faktor risiko yang berpengaruh, penyebab dan dampak risiko tersebut, dan tindakan preventif dan korektifnya. Metode penelitian ini melalui studi literatur, survey kuesioner, dan validasi pakar. Hasil penelitian menunjukkan faktor risiko yang berpengaruh terhadap kinerja waktu yaitu "Subkontraktor tidak memahami konsep proyek dengan baik" dan "Tidak lengkapnya klausal kontrak antara pihak kontraktor EPC dengan subkontraktor" sedangkan untuk kinerja biaya yaitu "Kurang lengkapnya kriteria penilaian teknis dalam menilai kualifikasi peserta lelang", "Pembayaran subkontraktor yang telat dan tidak sesuai", dan "Kekurangan tenaga kerja pada pihak subkontraktor".

EPC project has high risk level. Delay and cost overrun are problems that usually happen. Subcontractor’s high involvement in execution of construction work so that provision of services has a considerable influence on the risk that may occur in the EPC Project. The purpose of this research are to identification risk factor that influenced, cause and effect, preventive and corrective action from risk factor. Method in this research through literature review, survey by using questionnaire, and expert judgement. The result obtained in this research is the risk factor that affect time performance are "Subcontractor do not understand the concept of project well" and "Incomplete clause of the contract between EPC contractor and subcontractor" while risk that affect cost performance are "Incomplete technical assessment criteria in assessing the bidders qualifications", "Subcontractor payments are late and do not suitable", and "lack of labor on the part of subcontractor"."

"Perencanaan proyek harus menjadi bagian integral dari industri pembangunan perumahan agar dapat dicapai kinerja proyek yang lebih efisien dan berdampak pada kinerja waktu yang lebih baik. Diperlukan pemahaman yang jelas dan rinci apa yang menjadi lingkup di dalam proyek dan apa yang tidak termasuk di dalam lingkup proyek serta apa saja yang menjadi risiko dalam perencanaan proyek. Penelitian ini bertujuan untuk mengurai masalah perencanaan pada proyek pengembangan perumahan dengan mengidentifikasi 10 area pengetahuan dan 24 proses perencanaan dalam PMBOK (Project Management Body of Knowledge) edisi ke 6 tahun 2017 menggunakan pendekatan manajemen risiko untuk memahami dan menganalisis sistem perencanaan pada proyek perumahan. Mengacu pada hasil penelitian tersebut disusun sebuah pedoman (SOP) perencanaan proyek perumahan yang dapat dijadikan strategi untuk meningkatkan kinerja waktu proyek perumahan.

Project planning must be an integral part of the housing construction industry so that project performance can be achieved more efficient and have an impact on schedule performance. A clear and detailed understanding is needed of what is within the scope of the project and what are the risks identified in the project planning phase. Project planning is expected to be able to provide solutions to detailed work structures as well as flexibility to be able to adapt to the environment of unique project activities and to accommodate the project's organizational system and business changes or improvements made by the company. This study aims to parse the risks in project planning of residential development projects by identifying 10 knowledge areas and 24 planning processes in the 6th edition of the 2017 PMBOK (Project Management Body of Knowledge) using qualitative risk analysis approach to create an understanding and to mitigate the high risk factor. Referring the research results, a preventive action in each of the high risk indicator has been prepared to be integrated in the planning guideline (standard operating procedure). This risk analysis performed to be used as a strategy to improve the residential development schedule performance."

"Seiring perkembangan teknologi, ditemukannya metode dan material baru didunia konstruksi. Salah satunya adalah penggunaan baja sebagai material struktur. Tidak hanya untuk tulangan pada beton saja tapi baja digunakan sebagai komponen struktur secara menyeluruh dari suatu bangunan. Setiap proyek konstruksi mempunyai risiko yang dapat mempengaruhi sasaran dari proyek tersebut baik dari segi biaya, waktu dan kualitas proyek.Pada penelitian ini penulis mengidentifikasi risiko-risiko pada konstruksi baja, setelah mendapat variabel risiko yang berpengaruh terhadap kinerja biaya, dilakukan penyebaran kuesioner, lalu penulis menganalisa dampak dari risiko tersebut dengan metode AHP dan level risiko SNI, lalu dari dampak paling dominan dilakukan wawancara untuk mengetahui respon dari risiko tersebut. Dari Hasil penelitian didapatkan kategori risiko site proyek dan kategori material dan peralatan merupakan kategori risiko dominan.

Along with the development of technology, the discovery of new methods and materials in the world of construction. One is the use of steel as a structural material. Not only for reinforcement in concrete but steel is used as a component of the overall structure of a building. Any construction project has risks that may affect the goals of the project in terms of cost, time and quality.

In this study, the authors identified risks in the construction of steel buildings, After obtaining risk variables that affect to the performance of the costs, with the distribution of questionnaires the authors analyze the impact of the risk by the method of AHP and risk level of SNI to obtain a dominant risk factor, and to determine measures of prevention of risks do interviewed to the experts of steel construction. Results obtained the dominant risk category are risk category of the project site, and the risk category of material and equipment."

"Pelelangan adalah salah satu upaya mendapatkan proyek pada sektor jasa konstruksi. Permasalahan utama kontraktor dalam mengajukan penawaran adalah menempatkan harga penawaran yang kompetitif, sehingga kegiatan estimasi biaya yang tepat sangat dibutuhkan dalam proses pelelangan. Konsep utama penelitian ini adalah mengembangkan proses estimasi biaya pada tahap pelelangan dengan melihat risiko yang mungkin terjadi demi meningkatkan akurasi penggunaan sumber daya. Penelitian ini dilakukan dengan pendekatan risiko dan menggunakan BIM 5D. Analisis data menggunakan metode Delphi dan SPSS versi 25. Hasil Penelitian menyatakan bahwa, berdasarkan validasi pakar untuk penyebab, tindakan preventif, dampak terhadap akurasi sumber daya dan tindakan korektifnya terhadap risiko signifikan yang terbentuk didapatkan bahwa pengembangan proses estimasi biaya berbasis BIM 5D dapat dikembangkan melalui proses pre-planning sumber daya manusia, pre-planning data input, serta penambahan aktitivitas pada tiap proses baru.

Auction is one of the efforts to obtain projects in the field of construction services. The main problem for contractors in submitting bids is placing competitive bid prices so that accurate cost estimation activities are required in the tender process. The main concept of this research is to develop a cost estimation process at the tender stage by looking at the risks that may occur in order to improve the accuracy of the use of resources. This research was conducted using a risk approach and using BIM 5D. Data analysis used the Delphi method and SPSS version 25. The results stated that based on expert validation of causation, preventive action, impact on the accuracy of resources, and corrective action for significant risks that were formed, it was found that the development of a 5D BIM-based cost estimation process could be developed through pre-planning of human resources and pre-planning of data input, as well as adding activities to each new process."

"Tesis ini membahas mengenai faktor risiko yang berpengaruh terhadap motivasi dan kinerja dalam penerapan sistem Reward dan Punishment pada proyek konstruksi. The focus of this study is about Risk factors that influenced motivation and performance on the developement reward and punishment system on construction project. Dominant risk factors founded in five part, which is basic principle, employee perception, performance management, communication, compensation. After that we will look for the impact, the causes, and the preventive response for each of these factors. The responses means so that the risk will not happen on the next project."

"Pada pembangunan jalan raya di kota Kupang Nusa Tenggara Timur, sering terjadi kenaikan biaya yang disebabkan oleh lemahnya sistem persediaan bahan, oleh karena itu perlu untuk meneliti faktor-faktor risiko dalam sistem persediaan bahan yang mempengaruhi kinerja biaya proyek. Penelitian yang dihasilkan menggunakan metode AHP menunjukkan bahwa ada 11 faktor risiko tinggi, 16 faktor risiko menengah, dan 26 faktor risiko rendah, yang kemudian di lakukan pencegahan dan tindakan korektif yang direkomendasikan oleh para ahli.

On highway construction in the city of East Nusa Tenggara Kupang, often occurs cost overruns that caused by weak of material inventory system, therefore it is necessary to research the risk factors in material inventory system that influences project cost performance. The research resulting using AHP method show that are 11 high risk factors, 16 medium risk factors, and 26 low risk factors, which then in the doing preventive and corrective actions that are recommended by experts."

"Penawaran proyek konstruksi adalah satu tahap siklus proyek yang didalamnya para peserta tender (penyedia jasa/ kontraktor) saling bersaing memperebutkan proyek yang ditawarkan oleh pemilik proyek (owner) sehingga dalam prosesnya terjadi suatu kompetisi. Hal inilah yang menyebabkan dan memaksa kontraktor untuk meningkatkan kemampuannya dalam mengelola tendernya. Hanya kontaktor terbaiklah yang berhasil menjadi pemenang.Penelitian ini akan mencari dan menjelaskan kegagalan-kegagalan tender yang dialami oleh kontraktor serta faktor apa saja yang berpengaruh pada kegagalan memenangkan tender, seberapa dominankah faktor tersebut dan bagaimana respon serta pengelolaannya.Dengan melakukan studi literatur dan survey serta metode pendekatan manajemen risiko, yang diawali dengan identifikasi hingga penentuan levelnya maka akan diketahui kegagalan-kegagalan tender dan faktor dominan yang mempengaruhi tingkat kegagalan memenangkan tender.Pada proses pelaksanaannya banyak hal-hal yang dapat menyebabkan kegagalan dalam memenangkan tender. Penyebab tersebut berisiko pada empat kejadian yaitu (1) diskualifikasi atau dokumen penawaran tidak memenuhi syarat, (2) dokumen penawaran tidak diusulkan sebagai nominasi pemenang/ urutan terbaik calon pemenang atau tidak mendapat undangan klarifikasi calon pemenang, (3) klarifikasi kontraktor kepada pemilik proyek atau pihak pengelola tender tidak dapat dipertanggungjawabkan atau (4) klarifikasi dapat dipertanggungjawabkan namun tidak diusulkan sebagai pemenang tender. Kejadian tersebut dipengaruhi oleh banyak hal diantaranya adalah biaya yang ditawarkan dan rencana pelaksanaan proyek (proposal teknis).

Construction project tender is one of the many phase of the project cycle in which during the process, tender participant (contractor) must compete to win the tender from the project owner. It is the factor that make tender participant to give their best capability. Only the best participant will be given the right to maintain the project.This research will find and explain of failures tender contractor?s and factors that affected tender process failure and how much dominant the factors and how to responds to it and the management of tender.The litrature, survey and using the risk management approach to identification early and then determine risk rate so that will get dominant factors that affected to failure win tender.During the tender process, there are more factor that could fail the tender. If we trace those case will imply four risk, that is (1) disqualification from the tender or some criteria not fill in the tender document, (2) tender document is not nominated as the candidate of the winner / the best row or is not invited to winner candidate clarification, (3) responsibility of the process of the contractor clarification to the project owners or the responder of tender can?t be accepted, or (4) the clarification's contractor is responded but not nominated become to the winner. Thats even affected some causes there are bid price and construction plan."

"Proyek Light Rail Transit LRT merupakan solusi yang diusung oleh pemerintah dalam mengatasi permasalahan transportasi yang sangat kompleks, seperti kemacetan. Tujuan penelitian ini adalah mengidentifikasi faktor risiko dominan yang berpengaruh terhadap kinerja waktu proyek. Penelitian ini dilakukan menggunakan tools kuisioner dan dianalisis dengan qualitative risk analysis berbasis PMBOK Guide 5th Edition. Ditemukan tujuh risiko dominan yang selanjutnya ditentukan tindakan preventif dan tindakan korektif untuk mengelola risiko yang ada. Setelah dievaluasi, tindakan preventif yang paling tepat adalah dengan mitigasi risiko, sedangkan tindakan korektif yang paling tepat adalah dengan melakukan pembaharuan jadwal pelaksanaan.

The Light Rail Transit LRT Project is a solution proposed by the government to overcome the complex transportation problems, such as congestion. The purpose of this study is to identify the dominant risk factors affecting project time performance during the construction. This research was conducted using questionnaire and analyzed by qualitative risk analysis based on PMBOK Guide 5th Edition. There are seven predominant risks, which are then determined for the preventive and corrective action to manage. Once evaluated, the most appropriate preventive action is risk mitigation, meanwhile the most appropriate corrective action is to update the project construction schedule."
