"This research analyzes the differences of customer's stisfaction level between two groups, i.e.: young workers and young college students who are using Esia as their mobile communication network. We used three attributes to detail the analytical process, i.e.: tarif (price), product, and distribution. We used convenience sampling for data collection and Mann-Whitney plus Mean Score to analyse.
This study finds that young worker group has more elements that dominate the young college students. However, it can be argued that both group represent similar value to the network provider. Some discussion and suggestion are presented according to the result."

"ABSTRAK
Penataan alokasi frekuensi layanan FWA yang dilakukan dengan diterbitkannya KM.181/2006-yang kemudian direvisi dengan KM.162/2007, diklaim sebagai salah satu faktor yang menyebabkan tidak berkembangnya infrastruktur Flexi di Area Jakarta, Banten, dan Jawa Barat pada tahun 2005-2006. Penataan alokasi frekuensi ini menyebabkan TELKOM harus mengeluarkan capital expenditure (CAPEX) yang sangat besar untuk melaksanakan 'migrasi frekuensi' dari 1900 MHz menjadi 800 MHz dalam waktu kurang dari satu tahun. Kompleksitas penyediaan network baru tersebut menyebabkan trade-off antara waktu pemenuhan network dengan kualitas layanan yang dapat diberikan oleh TELKOM. Dari hasil analisis SWOT yang dilakukan pada network Flexi, ditemukan bahwa network Flexi harus dikembangkan dengan strategi yang agresif, untuk menutupi faktor kelemahan dominan yaitu perbaikan performansi network serta pemenuhan SDM yang dibutuhkan untuk optimalisasi network.
Hasil pengujian juga menunjukan bahwa optimalisasi network Flexi perlu dilakukan dengan menggunakan strategi 'growth'-konsentrasi melalui integrasi horisontal dengan konsolidasi internal yang dipenuhi dengan optimalisasi network Flexi serta 'stability'-tanpa memerlukan perubahan dalam pelaksanaan strategi profit. Pada framework optimalisasi network yang dilakukan dengan enhanced Telecom Operations Map (eTOM) dan Balanced Scorecard (BSC) didapatkan kebutuhan SDM pengelola network Flexi di Area Division (ARDIV) Jakarta dapat ditingkatkan sampai dengan 145%, dengan memperhitungkan proyeksi market size tahun 2007 - 2011. Performansi network Flexi juga mulai membaik dengan call drop rate (CDR) mencapai kurang 1.4% di area Jakarta, Banten, dan Jawa Barat. Sementara call setup success ratio (CSSR) di Area Jakarta dan Banten lebih dari target 98.5%, sementara CSSR Jawa Barat baru sebesar 95.4%.
Hasil perspektif keuangan Flexi menunjukan bahwa bisnis Flexi pasca migrasi frekuensi adalah bisnis yang sangat feasible, didapatkan Net Present Value (NPV) 3.834 triliun Rupiah, Internal Rate of Return (IRR) 154.8%, Profitability Index (PI) 14.39, serta Payback Period (PBP) selama 1 tahun 5 bulan. Optimalisasi network jelas diperlukan untuk mengamankan pendapatan Flexi tersebut.

ABSTRACT
Government regulation, KM.181/2006 replaced by KM.162/2007, which address frequency allocation, driven uncertainty and blamed to be one of the factors that hindering the growth of Flexi infrastructures in Jakarta, Banten, and Jawa Barat during 2005-2006. TELKOM, has spent enormous capital expenditure (CAPEX) to replace existing network infrastructure from 1900 MHz to 800 MHz, this process known as 'frequency migration'. In short periodic time, less than one year, TELKOM was assigned to deploy new network infrastructures causing trade-off between: 'time to deliver services' versus 'Flexi network quality'. SWOT analysis on Flexi network, identified that human resources fulfillment and network performance improvement are two most dominant factors to comply aggressive strategies that have to be conducted during network optimization.
Results urges Flexi to apply growth-strategy, which mean internal consolidation realized by network optimization, concentrating on horizontal integration along with stability-strategy without changing any profit business scenario. In-depth analysis on enhanced Telecom Operation Map (eTOM) and Balanced Scorecard (BSC), found that number of human resources can be multiplied up to 145%, by considering market size 2007 - 2011. Network performance in Area Jakarta, Jawa Barat and Banten met 1.4% call drop ratio (CDR) and 98.5% call setup success rate (CSSR) target, except CSSR in Jawa Barat still 95.4%.
Result of 3.834 triliun Rupiah Net Present Value (NPV), 154.8% Internal Rate of Return (IRR), 14.39 Profitability Index (PI), and 1 year and 5 months Payback Period (PBP), mean that optimization of network worth to be conducted to assure Flexi revenue gain."

"Implementasi layanan 3G di Indonesia memerlukan sebuah jaminan kualitas layanan bagi para pelanggannya yang di dalam istilah telekomunikasi biasa dikenal dengan sebutan QoS (Quality of Service). Salah satu cara pengukuran Nilai QoS adalah drive test, yaitu sebuah metode pengukuran trafik yang dilakukan dari satu wilayah ke wilayah lain dengan cara berpindah tempat atau mobile baik menggunakan kendaraan atau berjalan kaki. Drive test ini dianggap dapat mewakili data QoS dari sisi pelanggan. Wilayah pengukuran drive test yang dipilih adalah wilayah DKI Jakarta sebagai daerah utama implementasi layanan jaringan 3G dan dikhususkan pada daerah segitiga emas untuk jaringan 3G Telkomsel. Hasil pengukuran drive test tersebut kemudian dianalisa dengan menggunakan metode DOE (Design of Experiments) untuk desain Two-Factor fixed Effect Model. DOE ini mempunyai kemampuan untuk mengolah sedikit data untuk menghasilkan suatu kesimpulan yang sah dan objektif. Keluaran dari penghitungan DOE adalah uji nilai QoS. Dengan mengacu kepada parameter QoS yang telah ditetapkan oleh 3GPP, maka proses selanjutnya adalah membandingkan antara hasil analisa DOE untuk pengukuran QoS wilayah DKI Jakarta dengan QoS Standar operator. Hasil perbandingan tersebut menggambarkan tingkat baik atau buruknya QoS 3G Telkomsel wilayah DKI Jakarta. Dan dengan menggunakan DOE, hasil yang diperoleh lebih akurat walaupun menggunakan jumlah sampel yang lebih sedikit.

3G services in Indonesia need a quality guarantee for its customers. The guarantee of quality in telecommunication network is known by QoS (Quality of Service). One of methods to measure QoS value on user side is a drive test. Drive test is a traffic measurement method where data is collected by mobile activities, i.e. driving or walking from one area to other area. Before collecting the data, first of all we have to determine specific area and network to be measured. In this writing DKI Jakarta has been chosen as measurement area since it is a major area for 3G implementation. For the measured network, Telkomsel 3G network has been chosen. The next step is to analize drive test data using DOE (Design of Experiments) method for Two-Fixed Effect Model. DOE is capable to analyze a few experiments to produce a valid and an objective result. DOE output is a QoS verification where the final process is taken by comparing QoS measurement in DKI Jakarta with operator standard. The result of this experiment is a QoS 3G level in DKI Jakarta. Even using a few data, the DOE output is more acurate than output of reguler process."
