"ABSTRAK
Tesis ini membahas tentang Program Corporate Social Responsibility PT.
Pertamina Dalam Pemberdayaan Masyarakat (Studi Kasus Tahapan Pelaksanaan
Pelatihan Kecakapan Hidup untuk Penumbuhan Usaha Baru di Kecamatan Cikaum
Kabupaten Subang Jawa Barat). Penelitian ini menggunakan pendekatan kualitatif
melalui studi kasus dengan pengumpulan data menggunakan wawancara mendalam.
Hasil penelitian ini menyimpulkan, program CSR secara umum memberi kontribusi
terhadap peningkatan kualitas hidup masyarakat. Demikian halnya CSR Pertamina di
bidang pemberdayaan, telah memberi kontribusi posistif bagi tumbuhnya partisipasi
masyarakat dalam mengembangkan usaha yang potensial untuk menjadi salahsatu
penopang perekonomian nasional di masa datang.

ABSTRACT
This thesis discusses the Corporate Social Responsibility Program of PT Pertamina In
Community Empowerment (Case Study Training Life Skills Implementation Phases
for New Business Growth in Sub Cikaum Subang Regency West Java). This study
used a qualitative approach through a case study with data collection using in-depth
interviews. The results of this study conclude, in general CSR programs contribute to
improving quality of life. Similarly in the field of CSR Pertamina empowerment,
have contributed to the growth of positive community participation in developing the
business potential to be one of the main backbone of the national economy in the
future."

"[ABSTRAK
Ketertarikan penulis untuk membahas CSR PTFI bermula dari ditemukannya
fakta yang mencatat bahwa, (1) alokasi dana CSR PTFI untuk program CD adalah
lebih besar jumlahnya dibandingkan dengan alokasi dana CSR oleh perusahaan
(ekstraktif) lainnya di Indonesia; dan (2) dalam realisasi distribusi dana CSR
untuk CD, pengelolaan lebih besar dana CSR untuk CD (dana kemitraan) dikelola
oleh LPMAK. Oleh sebab itu, tesis ini adalah suatu kajian akademis yang
membahas mengenai pemaknaan pelaksanaan CD LPMAK sebagai wujud
representasi CSR PTFI.
Penelitian ini bertujuan untuk mengkaji peran LPMAK dalam pengelolaan
program CD, secara khusus kepada masyarakat suku Kamoro di wilayah
Kokonao, Distrik Mimika Barat. Penelitian ini adalah penelitian kualitatif yang
menggunakan dua jenis data yaitu data primer (observasi dan wawancara/in-depth
interview) dan data sekunder dari kajian literatur akademis berupa buku, jurnal
dan berbagai dokumen dari PTFI dan LPMAK. Dengan berpijak pada analisis
Fungsionalisme Struktural Robert K. Merton dan lima modal CD, hasil penelitian
menunjukkan bahwa pelaksanaan CD LPMAK di Kokonao telah
diimplementasikan dengan cukup baik, namun pelaksanaannya masih belum
maksimal. Tidak maksimalnya pelaksanaan CD bersumber dari faktor-faktor
penghambat peran aktor/unit dalam sistem pengolahan CD.
Secara keseluruhan, hasil penelitian telah berkontribusi secara teoritis,
menambah wawasan pemahaman terhadap Analisis Fungsional Merton dari sisi
konsep ‗fungsi‘ dalam kategori intended consequences dan konsep ‗disfungsi‘
dalam kategori unintended consequences. Pertama, pada kategori intended
consequences, penulis menemukan bahwa konsep ‗fungsi manifes‘ secara
aplikatif dalam konteks CD memiliki dua sifat yang disebut penulis dengan istilah
consistency dan inconsistency. Kedua, pada kategori unintended consequences,
penulis juga menemukan bahwa konsep ‗disfungsi‘ Merton tidak serta merta dapat
digunakan untuk membaca kekurangan dari fungsional CD. Pemaknaan kekurangan tersebut diakomodir dalam suatu konsep yang disebut penulis sebagai
less function. Konsep less function ditujukan untuk mempertegas derajat disfungsi
yang tidak disebutkan Merton dalam penjelasannya mengenai konsep ‗disfungsi‘.
Lebih jauh, less function adalah derajat kecil (derajat lebih rendah dari
disfungsi—disfungsi berderajat) dalam menginterpretasikan konsep ‗disfungsi‘
Merton di dalam kategori unintended consequences.

ABSTRACT
The anxiety of author towards PTFI‘s CSR started from the fact that (1)
PTFI's CSR funding allocation for CD program is greater in number than any
other extractive companies in Indonesia; and (2) the allocation of PTFI's CSR
funding for CD (Partnership Fund), in a greater number is managed by LPMAK.
So, this thesis is an academic study discussing about the implementation of CD by
LPMAK, as a representation of PTFI‘s CSR.
The thesis aims to assess the LPMAK‘s role in conducting community
development programs, especially to the Kamoro tribe in Kokonao Village,
Mimika Barat District. This research applied a qualitative approach, by using two
types of data, which are the primary data sources collected through observation as
well as in-depth interview and the secondary data collected from academic books,
journals, and documents from PTFI and the LPMAK. Using Robert K. Merton‘s
Structural Functionalism analysis and five capitals of CD, the result of the study
showed that LPMAK‘s CD implementation was good enough; still it had not been
implemented maximally, due to some factors which reduced the role of the unit in
CD‘s processing system.
Overall, the result of the study has given a theoretical contribution in
broadening the understanding of Merton‘s Functional Analysis at the side of
function and dysfunction concepts. First, in the intended consequences category,
the author found that manifest function concept in the CD context has two
characteristics, called consistency and inconsistency. Second, from the unintended
consequences, the author also found that Merton‘s dysfunction concept cannot be
applied easily to read the functional deficiencies of CD. The understanding of its
deficiencies was accommodated in a concept called here as less function. Less function concept is used to emphasize the degree of Merton‘s dysfunction concept
which is not explained well before. Furthermore, less function is defined as a
small degree (a lower degree than dysfunction—dysfunction with degree) in the
interpretation of Merton‘s dysfunction concept within unintended consequences

Salah satu isu penting yang masih terus menjadi pusat perhatian dunia usaha sampai saat ini adalah mengenai tanggungjawab sosial perusahaan Corporate Social Responsibility . Saat ini ketentuan penerapan CSR sudah banyak diatur dalam berbagai peraturan perundang-undangan, walaupun bukan dalam peraturan perundang-undangan khusus melainkan tertuang dalam peraturan perundang-undangan yang berkaitan dengan kegiatan CSR. Namun, walaupun sudah banyak pengaturan terhadap kegiatan CSR tetapi nyatanya yang terjadi di lapangan kegiatan CSR masih jauh dari sempurna. Pelaksanaan CSR oleh perusahaan terutama yang bergerak di sektor migas masih menimbulkan permasalahan karena lemahnya pengaturan dari sisi sanksi yang dikenakan bagi perusahaan tersebut. Hal ini menjadikan tujuan awal dari pelaksanaan CSR membawa dampak positif bagi pemberdayaan masyarakat dan pengembangan masyarakat nampaknya masih jauh untuk dicapai. Metode yang digunakan dalam penelitian ini adalah yuridis normatif.Hasil dari penelitian ini adalah banyak perusahaan masih melihat CSR hanyalah sebagai suatu kewajiban yang tertuang di dalam peraturan saja tanpa adanya kesadaran diri dan moral yang tinggi yang mengakibatkan pelaksanaan CSR masih banyak yang menimbulkan permasalahan bagi masyarakat lokal. Currently, the implementation of CSR is widely regulated in various laws and regulations, although not in specific legislation but in the legislation related to CSR activities. However, despite the many arrangements for CSR activities, but the fact that occurred in the field of CSR activities is still far from perfect. Implementation of CSR by companies primarily engaged in the oil and gas sector is still causing problems due to weak regulation of the sanctions imposed for the company. This makes the initial goal of CSR implementation bringing positive impacts to community empowerment and community development seems to be far to be achieved. The method used in this research is normative juridical. The result of this research is that many companies still see CSR as an obligation contained in the regulation only without the existence of high self awareness and moral which resulted in the implementation of CSR is still a lot that cause problems for the local community. "Industri ekstraktif berpengaruh terhadap persoalan lingkungan dan sosial pada masyarakat sekitar industri. Masalah riset ini perihal model corporate social responsibility (CSR) untuk bisnis berkelanjutan melalui analisis program pemberdayaan masyarakat. Tujuan riset adalah menganalisis dan mendeskripsikan tata kelola serta dampak CSR yang diimplementasikan oleh perusahaan dan mengembangkan model CSR untuk bisnis berkelanjutan. Metode riset menggunakan pendekatan kualitatif dengan analisis deskriptif kualitatif dan soft system methodology untuk mengembangkan model CSR. Hasil riset menunjukan tata kelola implementasi CSR dilakukan berdasarkan kebijakan keberlanjutan yang terimplementasi melalui aktivitas CSR. Dampak dari implementasi CSR memberikan penguatan pada sosial, ekonomi dan lingkungan. Model CSR pada pemberdayaan masyarakat dapat dilakukan pada industri ekstraktif karena berdampak langsung pada masyarakat. Kesimpulan riset ini adalah tata kelola implementasi CSR telah dilakukan melalui kebijakan keberlanjutan dan pelaksanan program pemberdayaan masyarakat yang berdampak pada peningkatan kapasitas dan penguatan aspek sosial, ekonomi dan lingkungan. Model CSR melalui pemberdayaan masyarakat relevan untuk dilakukan untuk bisnis berkelanjutan.

The extractive industry influences environmental and social problems in the community around the industry. This research problem concerns the corporate social responsibility (CSR) model for sustainable business through an analysis of community empowerment programs. The aim of the research is to analyze and describe the governance and impact of CSR implemented by companies and to develop a CSR model for sustainable business. The research method uses a qualitative approach with qualitative descriptive analysis and a soft system methodology to develop a CSR model. The research results show that the governance of CSR implementation is carried out based on sustainability policies that are implemented through CSR activities. The impact of CSR implementation provides social, economic and environmental reinforcement. The CSR model for community empowerment can be applied to the extractive industry because it has a direct impact on society. The conclusion of this research is that the governance of CSR implementation has been carried out through sustainability policies and the implementation of community empowerment programs that have an impact on increasing capacity and strengthening social, economic and environmental aspects. The CSR model through community empowerment is relevant to do for a business sustainability."
