Sementara itu pemilu adalah arena untuk mengekspresikan kebebasan rakyat dalam memilih dan menyeleksi pemimpinnya. Namun demikian, partai politik sebagai mesin politik yang efektif harus dapat memahami selera publik terutama terkait penentuan calon legislatif, calon preside dan clon wakil presiden dalam strateginya untuk menghadapi pemilu 2014. Jika tidak, partai politik akan ditinggalkan publik."

"Skripsi ini membahas strategi anggota legislatif perempuan dalam mengawal ketentuan kuota perempuan di pembahasan RUU Pemilu 2012. Untuk membahas hal tersebut, skripsi ini meggunakan metode kualitatif dengan instrumen wawancara mendalam dan studi dokumen untuk pengumpulan data. Skripsi ini berasumsi bahwa anggota legislatif perempuan bisa dilihat dari 3 aspek, yakni KPP RI, anggota legislatif perempuan di fraksi, dan anggota legislatif perempuan di panitia pembahasan. Temuan penelitian yang diperoleh adalah melalui KPP RI, anggota legislatif perempuan melakukan strategi diskusi internal, audiensi dengan Pansus, audiensi dengan fraksi-fraksi, dan lobi dengan pimpinan partai. Melalui partai politik, anggota legislatif perempuan memperkuat jaringan dengan Divisi Pemberdayaan Perempuan di partai masing-masing, sambil menguatkan lobi kepada pimpinan partai. Anggota legislatif perempuan yang masuk di panitia pembahasan juga melakukan beberapa strategi, diantaranya mempengaruhi secara langsung pembahasan dengan melemparkan usulan dan melakukan perdebatan, juga melakukan lobi di sela-sela rapat dengan fraksi-fraksi lain. Melalui serangkaian strategi tersebut, anggota legislatif perempuan berhasil mempertahankan ketentuan mengenai kuota perempuan dan menambahkan bagian penjelasan dari pasal 56 di UU Pemilu No. 8 Tahun 2012.

This research is explaining how the strategy of women MPs to keep the quota regulation in General Election Law revision process on 2012. Using qualitative methods, this research use in-depth interview, as well as, document study to collect the data. The assumption built in this research is that the women MPs can be seen from three aspects, which is KPP RI, women MPs in political party, and women MPs in revision committee.

This research found that from KPP RI, women MPs make an internal discussion, make an audience with the revision committee, and lobbying the head of political parties. Women MPs in the political party are strenghtening coordination with Woman Empowernment Division, as well as, strenghtening lobby to the head of their each political party. Women MPs in the revision committee are directly influencing the process through debates, and lobbying other MPs to supporting the idea of quota. With those explained strategies, women MPs success to keep the regulation of woman quota in General Election Law Number 8 Year 2012."

"Kompleksitas regulasi pemilu yang ada menghasilkan permasalahan serius diantaranya adanya tumpang tindih regulasi; pengulangan pengaturan; standar beda atas isu yang sama; dan tidak koheren dalam mengatur sistem pemilu legislatif dan pemilu eksekutif. Masalah-masalah tersebut menyebabkan ketidakpastian dan ketidakadilan hukum pemilu. Untuk mengatasi permasalahan tersebut kelompok masyarakat sipil membentuk koalisi yang bernama Sekretariat Bersama Kodifikasi Undang-Undang Pemilu, mempunyai agenda menyatupadukan/kodifikasi regulasi pemilu demi menciptakan kepastian dan keadilan hukum. Sebagaimana dijelaskan Reynolds (1997) penyusunan kerangka hukum pemilu merupakan salah satu aspek standar pemilu demokratis. Penelitian ini melihat bagaimana strategi advokasi yang dilakukan oleh koalisi dalam pembentukan Undang-Undang Nomor 7 Tahun 2017 tentang Pemilu. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif, pendekatan ini digunakan untuk memperoleh gambaran secara menyeluruh tentang aspek-aspek yang diteliti. Teknik pengumpulan data yang merupakan proses pencarian dan pengungkapan, dilakukan dengan metode wawancara dengan aktor masyarakat sipil dan penentu kebijakan, mempelajari risalah-risalah pertemuan dan dokumen lainnya. Dalam mengadvokasi RUU Pemilu, pilihan strategi advokasi yang digunakan oleh koalisi masyarakat sipil berupa networking, lobbying dan media. Kesimpulan dari penelitian ini melihat kelompok masyarakat sipil bukanlah kelompok yang homogen, sehingga kelompok masyarakat sipil merupakan kekuatan yang terpecah/fragmentasi, sebagian kelompok tergabung dalam koalisi sekber, sebagian lainnya tergabung dalam tim perumus kebijakan yang mendorong perubahan dari dalam.

The complexity of the existing electoral regulations produces serious problems including overlapping regulations; repeat settings; different standards on the same issue; and incoherent in regulating the legislative and executive election systems. These problems cause uncertainty and unfairness of election law. To overcome these problems, civil society groups formed a coalition called the Joint Secretariat of the Election Law Codification, which had an agenda to integrate/codify election regulations in order to create legal certainty and justice. As Reynolds (1997) explained, the electoral legal framework is one aspect of standard democratic elections.

This research looks at how the advocacy strategy carried out by the coalition in the formation of Law No. 7 of 2017 concerning Elections. The research approach used is a qualitative approach, this approach is used to obtain a comprehensive picture of the aspects studied. The data collection technique, which is a process of searching and disclosing, is carried out by means of interviews with civil society actors and policy makers, studying the minutes of meetings and other documents. In advocating for the Election Bill, the choice of advocacy strategies used by the civil society coalition in the form of networking, lobbying and the media.

The conclusion of this study is that civil society groups are not homogeneous groups, so civil society groups are fragmented, some groups are part of the Joint Secretariat coalition, others are part of a policy-making team that encourages change from within."
