"This book presents various video processing methodologies that are useful for distance education. The various methods described in the book focus on a key-frame based approach which is used to time shrink, repackage and retarget instructional videos. All the methods need a preprocessing step of shot detection and recognition, which is separately given as a chapter. The book also presents a legibility retentive retargeting of this instructional media on mobile devices with limited display size. All these technologies contribute to the enhancement of the outreach of distance education programs. "

"Opportunities for use of video conferencing in education and communication to the mining and metallurgy industry in Australia and nearby countries are discussed. In particular, experiences gained at the University of Queensland from presenting advanced short courses, postgraduate subjects, under-graduate teaching, interaction with overseas countries and management of research at remote mining sites are examined. Some barriers to usage the system are highlighted."

"ABSTRAK
Sebagai salah satu lembaga negara yang lahir di era reformasi, Mahkamah Konstitusi terus berusaha menciptakan pelayanan profesional dalam mewujudkan pelayanan yang ramah, terbuka dan modern bagi masyarakat para pencari keadilan. Seiring dengan kemajuan teknologi informasi dan komunikasi, berbagai upaya modernisasi dilakukan dengan tujuan meningkatkan efisiensi, efektifitas, transparansi dan akuntabillitas layanan Mahkamah Konstitusi. Salah satu terobosan dilakukan dengan membuat kebijakan pemeriksaan persidangan jarak jauh dengan menggunakan fasilitas video conference yaitu sebuah teknologi informasi dan komunikasi yang memberikan dukungan bagi persidangan di MK sehingga memberikan kemudahan akses kepada masyarakat untuk dapat melakukan persidangan tanpa harus hadir di ruang sidang Gedung MK. Namun sejak diresmikan penggunaannya pada tahun 2008 hingga saat ini pemanfaatannya masih relatif rendah. Penelitian ini bertujuan untuk menganalisis pemanfaatan teknologi informasi dan komunikasi “Video Conference” dalam pemeriksaan persidangan, respon serta perilaku pihak-pihak yang berperkara di Mahkamah Konstitusi dan aspek eksternal apa saja yang berpotensi menghambat maupun mendorong pemanfaatannya. Dengan menggunakan pendekatan post positivis dan desain kualitatif deskriptif, penelitian ini memberikan gambaran bahwa rendahnya tingkat pemanfaatan teknologi informasi dan komunikasi “Video Conference” dalam pemeriksaan persidangan dipengaruhi oleh aspek budaya dan kepercayaan (trustworthiness) masyarakat.

ABSTRAK
As one of the state institutions that were born in the era of reform, the Constitutional Court keep trying to create a professional service that is friendly, open and modern for those whom seeking justice. In line with the developmental progress
of information and communication technology, modernization efforts are carried out with the aim of improving the efficiency, effectiveness, transparency and accountability services. One of the answer is by making a policy that allows witnesses to give evidence without the need to attend court using video conferencing facilities. Video conference is an information and communication technology which provides support for the trial to provide easy access to the public to be able to conduct the trial without the need to attend in the courtroom.
But since inaugurated in 2008 to the present utilization is still relatively low. This study aims to analyze the utilization of information and communication technology "Video Conference" in the proceedings, and the response behavior of the parties litigant in the Constitutional Court and the external aspects that could potentially inhibit or encourage it. By using a post-positivist approach and qualitative descriptive design, this research suggests that the low level of utilization of information and communication technology "Video Conference" in the proceedings is influenced by cultural aspects and beliefs (trustworthiness) community."

"Sistem virtual education adalah suatu metode pengajaran jarak jauh dimana pengajar dan murid dari pelajaran tersebut tidak berada pada satu tempat yang sama namun terhubung satu sama lain dengan jaringan internet. Sistem virtual education ini terdiri dari dua bagian, Learning Management System (LMS) dan virtual class, dimana pada virtual class tersebut dapat dilakukan kegiatan belajar mengajar seperti di kelas sesungguhnya. Salah satu fitur yang ada di dalam sistem virtual education ini adalah video conference. Namun, permasalahan yang ada adalah untuk melakukan video conference ini dibutuhkan suatu jaringan yang dapat mendukung sepenuhnya agar sesuai dengan standar QoS untuk aplikasi real time.
Pada skripsi ini akan dibahas mengenai perancangan sistem virtual education ini, kemudian menerapkan nya pada jaringan WLAN pada skenario lokal dan real. Setelah diterapkan, maka akan menganalisa nilai QoS dengan parameter throughput, RTT, dan paket loss kemudian membandingkannya dengan standar ITU Y.1541. Nilai MOS juga akan dicari untuk mengetahui kualitas dari video conference ini. Setelah itu akan didapatkan suatu korelasi kualitatif dari nilai QoS dan MOS video conference ini dengan variabel kontrol yang digunakan adalah kompresi dari video conference ini. Nilai MOS yang didapatkan untuk kompresi 25, 50, 70, dan 100 adalah 3,15, 3,575, 3,675, dan 3,825. Dari hasil grafik korelasi kualitatif yang didapatkan, semakin baik kualitas gambar dari video conference tersebut maka nilai MOS yang didapatkan semakin tinggi.

Virtual education is a long-distance teaching methods which the teacher and students of these lessons are not in the same place but connected each other with internet connection. Virtual education system consists two parts, the Learning Management System (LMS) and virtual class. Virtual class use to do activities like in the real classroom. One feature that is in the virtual education system is video conference. However, there are issues to do video conferencing is a need for a network that can support fully to comply with the standard QoS for real time applications.
This thesis will explain the design of virtual education system then apply it in WLAN network. After applied, then it wil analyze the QoS parameters such as throughput, RTT, and packet loss then compared it with Y.1541 ITU standard. MOS value will also be sought to determine the quality of this video conference. After that, correlation between value of the QoS and MOS video conference will be obtained with compression of video conference as variable control. MOS value that obtained for compression 25, 50, 70, and 100 is 3.15, 3.575, 3.675, and 3.825. From the results obtained qualitative correlation chart, the better image quality of video conference higher MOS value that obtained."
