"Kebijakan pembatasan akses kendaraan angkutan barang pada tahun 2011 memberikan dampak terhadap kinerja sistem Jalan Tol Dalam Kota Jakarta. Tujuan penelitian ini adalah menganalisis dampak penerapan kebijakan ini pada sistem Jalan Tol Dalam Kota Jakarta sebelum dan setelah penerapan kebijakan serta menganalisis dampak yang terjadi tanpa penerapan kebijakan dengan menggunakan indikator transportasi berkelanjutan sebagai parameter penelitian. Hasil penilaian parameter waktu tempuh, jumlah konsumsi bahan bakar minyak, biaya konsumsi bahan bakar minyak, tingkat fatalitas, biaya korban kecelakaan, jumlah emisi CO2, biaya polusi karbon, dan tingkat kebisingan menunjukkan bahwa kebijakan ini berdampak positif terhadap kelancaran dan keselamatan lalu lintas namun tidak mendukung keberlanjutan transportasi kota secara keseluruhan. Selain itu, penerapan kebijakan ini memberikan dampak yang lebih baik dibandingkan dengan tanpa penerapan kebijakan ini.

Freight vehicle access restriction policy in 2011 has had an impact on the performance of Jakarta Intra Urban Tollway system. The purpose of this study is to analyze the impact of the implementation of this policy in Jakarta Intra Urban Tollway system before and after the implementation of the policy and to analyze the impact that occurs without the implementation of the policy by using the sustainable transportation indicators as the research parameters. The assessment results of the parameters travel time, amount of fuel consumption, cost of fuel consumption, fatality rate, cost of accident victim, amount of CO2 emissions, cost of carbon pollution, and noise level indicate that this policy has a positive impact on traffic smoothness and safety but does not support overall urban sustainable transportation. In addition, implementation of this policy has a better impact than without the implementation of this policy."

"ABSTRAK
Tujuan dari penelitian ini adalah untuk menganalisis keberlanjutan lingkungan
pada angkutan massal transjakarta. Keberlanjutan lingkungan pada angkutan
massal transjakarta meliputi keberlanjutan lingkungan yang berupa penggunan
bahan bakar yang ramah lingkungan, keberlanjutan ekonomi berupa
pembiayaan yang mendukung operasional angkutan massal, dan keberlanjutan
sosial yang berupa kepuasan pengguna jasa dalam menggunakan jasa
angkutan umum. Konsep transjakarta sebagai angkutan massal yang murah
dan ramah lingkungan memang sudah menjadi kebutuhan dasar masyarakat
perkotaan. Transportasi massal adalah salah satu solusi untuk mengurangi
tingkat kemacetan dan berpotensi menurunkan emisi gas rumah kaca dan
polusi udara. Penelitian ini menggunakan teori pembangunan berkelanjutan
yang salah satunya transportasi berkelanjutan sebagai acuan dasar dalam
menyusun konsep angkutan massal. Penelitian ini menggunakan pendekatan
kuantitatif dengan metode Multi Dimensional Scalling (MDS) untuk menilai indek
keberlanjutan lingkungan pada transjakarta. Penelitian ini juga menganalisis
penurunan emisi CO2 dengan metode shifting dari kendaraan pribadi ke
angkutan massal transjakarta. Berdasarkan hasil analisis dengan Metode Multi
dimensional Scalling melalui software RapTrans bahwa nilai indek keberlanjutan
lingkungan pada transjakarta sebesar 51,72 sehingga berada pada kondisi
cukup berkelanjutan. Nilai indek tersebut didasarkan pada tiga dimensi yaitu
dimensi lingkungan, dimensi sosial, dimensi ekonomi. Dimensi lingkungan
melalui keberlanjutan bahan bakar gas sebesar 47,12, dimensi sosial melalui
pelayanan jasa penumpang sebesar 49,38 dan dimensi ekonomi melalui
pembiayaan angkutan umum sebesar 57,20. Berdasarkan analisis perhitungan
metode shifting pada penurunan emisi gas rumah kaca angkutan massal
transjakarta diperkirakan dapat menurunkan tingkat emisi CO2 sebesar
0.419171 Juta Ton CO2 pada tahun 2012.

ABSTRACT
The purpose of this study is to analyze the environmental sustainability of mass
transit TransJakarta. Environmental sustainability in mass transit TransJakarta
includes environmental sustainability in the form of the use of environmentally
friendly fuels, economic sustainability of financing supports mass transit
operational, and social sustainability of service user satisfaction in using public
transport. TransJakarta concept as a cheap and environmentally friendly mass
transit has become the basic needs of urban communities. Mass transit is one
solution to reduce the congestion level and potentially reduces greenhouse gas
emissions and air pollution. This study uses a quantitative approach Of Multi
Dimensional Scaling (MDS) method to assess the environmental sustainability
index of the TransJakarta. This study also analyzes the reduction of CO2
emissions by shifting private vehicles to the TransJakarta method. Based on the
analysis of the Multi Dimensional Scaling method through RapTrans software
proved that the environmental sustainability index values on TransJakarta is
51.72 so it was on the condition of sufficiently sustainable. The index value is
based on three measures of the environmental, social and economic dimension.
Environmental dimension based index of the fuel gas sustainability is 47.12,
the social satisfaction dimension based index of passenger service is 49.38 and
economic dimension based index of financing public transport is 57.20. Based
on the analysis of the calculation of shifting method to the reduction in
greenhouse gas emissions of mass transport TransJakarta was calculated to
reduce the level of CO2 emissions by 0.419171 million tons in 2012."

"Indonesia, Malaysia, Filipina, Thailand, dan Vietnam adalah negara emerging economy di Asia Tenggara (ESEA) berdasarkan Emerging Market Index dan indeks IMF. Saat ini ESEA menghadapi tantangan untuk terus meningkatkan perekonomian, berstrategi dalam mitigasi dan adaptasi perubahan iklim, dan memenuhi komitmen global dalam mencapai tujuan pembangunan berkelanjutan. Menggunakan analisis Sustainability Window, penelitian ini ingin mengkaji arah pembangunan di negara-negara tersebut apakah menuju ke arah berkelanjutan atau sebaliknya. Analisis Sustainability Window digunakan agar dapat mengakomodir berbagai ukuran indikator dalam satu kerangka analisis, dan untuk melihat bagaimana analisis tersebut dioperasionalkan untuk membandingkan keberlanjutan antar negara. Hasilnya, secara umum, pertumbuhan ekonomi di ESEA diikuti dengan peningkatan kesejahteraan sosial. Meskipun negara-negara ESEA masih perlu meningkatkan kinerja dimensi sosial untuk dapat mencapai target pembangunan berkelanjutan. Pertumbuhan ekonomi di ESEA juga diiringi dengan kerusakan lingkungan dalam kelipatan yang lebih besar, atau tidak berkelanjutan pada dimensi lingkungan. Hal tersebut menunjukkan rendahnya potensi ESEA untuk mencapai target pembangunan berkelanjutan terkait lingkungan, dan tingginya resiko dampak perubahan iklim yang harus dihadapi. Apabila tidak ada upaya yang cukup untuk menavigasikan pertumbuhan ekonomi ke arah yang lebih berkelanjutan lingkungan maka, dampak perubahan iklim akan dengan mudah menurunkan kesejahteraan sosial masyarakat ESEA dan menegasikan capaian pembangunan selama ini.

Indonesia, Malaysia, the Philippines, Thailand, and Vietnam are emerging economy countries in Southeast Asia (ESEA) based on the Emerging Market Index and the IMF index. Currently, ESEA faces the challenge to continuously improving the economy, composing strategies for mitigating and adapting to climate change, and fulfilling global commitments in achieving sustainable development goals. Using the Sustainability Window analysis, this study wants to examine the trajectories of development in these countries, whether it is towards a sustainable direction or vice versa. Sustainability Window analysis is used to accommodate various indicator measures in one analytical framework, and to see how the analysis is operationalized to compare sustainability between countries. The findings reveal that in general, economic growth in ESEA is accompanied by an increase in social welfare. Although ESEA countries still need to improve the performance of the social dimension to be able to achieve sustainable development targets. Economic growth in ESEA is also accompanied by environmental damage in larger fold, which means it is not sustainable on the environmental dimension. This shows the low potential of ESEA to achieve sustainable development goals, and the high risk of climate change impacts that must be faced. If there are not enough efforts to navigate economic growth towards a more environmentally sustainable direction, the impact of climate change will easily reduce the social welfare of the ESEA community and negate the achievements of development so far."
