"ABSTRAKSkripsi ini membahas peran yang dilakukan oleh United Kingdom YouthParliament (UKYP) sebagai organisasi penduduk usia muda Inggris yangberanggotakan penduduk usia 11-18 tahun dan merupakan bagian dari civil society dalam mempengaruhi kebijakan transportasi bus umum, periode 2011-2014. Kebijakan national concessionary travel yang diberlakukan oleh pemerintah Inggris hanya mencakup kebutuhan penduduk usia tua dan penyandang difabel. Tingkat penggunaan bus yang tinggi, menjadikan UKYP dan penduduk usia muda merasa bahwa mereka memiliki hak untuk merasakan kebijakan tersebut. Strategi yang digunakan oleh UKYP bersifat multidimensi, dimana UKYP mencoba untuk mempengaruhi pemerintah melalui berbagaibentuk kegiatan. Seperti melakukan propaganda melalui media sosial, bekerja sama dengan organisasi penduduk usia muda lainnya ataupun melakukan lobby pemerintah dan stakeholder. Penelitian ini menggunakan metode deskriptif analitis yang dalam penyajiannya akan menggunakan studi pustaka yang relevan dengan kasus yang diangkat. Hasil penelitian menunjukan bahwa UKYP memberikan dampak positif terhadap peningkatan kebijakan concessionary travel scheme for young people sejak tahun 2012-2014.

ABSTRACTThis thesis discusses the role instigated by the United Kingdom YouthParliament (UKYP), a young people organization whose members consist of 11–18 year olds, which is part of the civil society that is influencing public bus transportation policies in the period of 2011–2014. The national policy of concessionary travel enforced by the U.K. government only embodies the needs of the elderly and the differently abled. High rates of bus useage have moved the UKYP and the young people to feel that they have the right to also benefit from the policy. The strategy being used by the UKYP is multidimensional, in whichthe UKYP tries to influence the government through a variety of actions, such as propaganda through social media, working together with other young people organizations or lobbying with government and stakeholders. This research uses an analytical-descriptive method which, in its presentation, uses literary references relevant to the case in hand. The research shows that the UKYP has given a positive impact on the rise of the policy of concessionary travel scheme for young people since 2012–2014."

"Tugas Karya Akhir (TKA) ini membahas mengenai faktor-faktor pendorong pembentukan the 2004 Regulations oleh pemerintahan New Labour tahun 2004 di Inggris. Pembentukan manifesto New Labour pada tahun 1997 dipandang sebagai bentuk pergeseran ideologi dan langkah pragmatis yang dilakukan oleh partai Buruh pada saat itu. Kedua hal tersebut menyebabkan partai Buruh harus memenuhi dua sisi kepentingan yaitu kepentingan ideologis yang mengacu kepada manifesto New Labour dan pragmatis yang dilakukan untuk mengamankan dukungan masyarakat dalam pemilihan umum. Hal ini dapat dilihat dalam pembentukan the 2004 Regulations. TKA ini menggunakan metode kualitatif dan untuk menjelaskan permasalahan tersebut TKA ini menggunakan konsep tipe partai politik dari Diamond dan Gunther serta teori Riding the Wave dari Ansolabehere dan Iyengar. Hasil pembahasan dan analisis dalam TKA ini menemukan bahwa terdapat dua faktor yang mendorong pemerintahan New Labour dalam pembentukan the 2004 Regulations. Pertama, penerapan manifesto New Labour yang mendorong dukungan Inggris terhadap perluasan Uni Eropa 1 Mei 2004. Kedua, kepentingan partai Buruh dalam pemerintahan New Labour untuk mengakomodasi kepentingan publik Inggris.

This paper discusses the determining factors that resulted in the forming of the 2004 Regulations by the New Labour Government in 2004 in Britain. The forming of New Labour manifesto in 1997 is seen as an ideological shift and pragmatist choice that Labour party adopted at that time. Both of them meant that the Labour party had to fulfill two varying interests, namely the ideological interests that referred to New Labour manifesto and pragmatic interests needed to secure voter support in the election. These interests played an important role in the forming of the 2004 Regulations. This paper uses qualitative method and utilizes Diamond and Gunther concept of party tipology and Riding the Wave theory from Ansolabehere and Iyengar. This paper finds that there are two determining factors of the New Labour government to form the 2004 Regulations. First, the practice of New Labour manifesto that encouraged Britain's support for European Union Enlargement on 1st May 2004. Second, Labour party in New Labour government interests to accommodate Britain's public interests."
