"Trafficking in women and children for forced prostitution is one
of the fastest growing transnational criminal activities in the world today.
This illegal activity is considered the third largest source of profit for
transnational organized crime, after drugs and weapons, generating
billions of dollars annually. Although many countries are concerned about
the problem, we know that not one of them has made much progress in
stopping this trafficking in women and children. This paper presents the
preliminary results obtained from on empirical study of the problem in
Malaysia. Specifically, the study .seeks to reveal the magnitude of tire
problem in Malaysia. and to determine the major sources anti destinations
of the women and children who are being trafficked. In additions, the efforts
of the Malaysian government to curb the problem are being studied. The
paper suggests that we should fool at the problem from the perspective of
the " human security " concept, which puts the security and well being of the
individuals of a country as a top priority, and thereby strengthens the
country as a whole, including its security as a stare.

"Pembahasan mengenai budaya populer selalu berkembang seiring dengan perkembangan media yang mendukung penyebaran mereka. Fandom media hiburan tersebut menjadi objek studi yang menarik banyak peneliti untuk melihat praktik budaya yang ada di dalamnya. Fandom anime, contohnya, merupakan salah satu pelanggan utama dalam studi mengenai praktik budaya yang terjadi dalam komunitas mereka masing-masing. Dalam penelitian ini, terdapat pembahasan mengenai bagaimana fandom anime di Indonesia membuat animeme (meme dengan topik anime) dengan nilai budaya yang terdiri dari budaya anime dan beragam budaya masyarakat Indonesia. Melalui praktik textual poaching (Jenkins, 1992) ini, akan ditelaah bagaimana fandom anime daring di Indonesia memaknai keberadaan mereka sebagai komunitas transnasional (Appadurai, 1996). Data berupa meme anime yang didapatkan dari Twitter akan dibahas dengan menggunakan kedua konsep tersebut. Hasil penelitian menunjukkan bagaimana fandom anime telah berkembang dari taraf komunitas transnasional yang memahami nilai-nilai budaya antar negara, menjadi komunitas transregional yang menunjukkan pemahaman akan nilai-nilai budaya yang berasal dari anime dan daerah-daerah tertentu di Indonesia. Istilah transregional menjadi cenderung lebih cocok untuk mewakili fenomena pengaruh budaya yang tidak lagi terbatas kenegaraan, melainkan kedaerahan ini. Peneliti berharap hasil penelitian ini dapat ikut berkontribusi pada perkembangan studi mengenai budaya populer, fandom, dan komunitas transnasional yang sering juga disebut sebagai global citizen.

Discussions regarding popular culture has always developed in parallel with the development of the media that spreads them. Said media’s fandom becomes an interesting study that attracts many researchers to unravel the cultural practices they conduct. The anime fandom, for example, is a usual suspect for the study of their cultural practices. This research discusses how Indonesian anime fandom creates animemes (anime-themed memes) with the cultural values of anime culture and the culture of the people in Indonesia. Through this practice of textual poaching (Jenkins, 1992), this research will analyze how anime fandom practice their existence as a transnational community (Appadurai, 1996). The data discussed by these two theories are in the form of anime memes obtained from Twitter. The result shows that anime fandom has developed from a transnational community that practices the cultural values of a nation, into a transregional community that practices the cultural value of anime and particular regions in Indonesia. The term “transregional” tend to become much more suitable to represent the cultural influence of not only a nation or a country, but also a particular region’s culture. The researcher hopes that this research can contribute to the development of popular culture study, especially the study of fandom and transnational community, who are often referred to as global citizen."

"Tesis ini merupakan hasil penelitian tentang analisis penanganan tindak pidana siber khususnya skimming sebagai kejahatan lintas negara yang dilakukan seorang warga negara asing (WNA) di Jakarta beserta kendala yang dihadapi oleh penyidik Direktorat Reserse Kriminal Umum (Ditreskrimum) pada Kepolisian Daerah Metropolitan Jakarta Raya (Polda Metro Jaya). Penelitian ini dilakukan dengan metode deskriptif-kualitatif yang bersumber dari data primer dan sekunder dengan metode pengumpulan data yang dilakukan dengan cara wawancara informan primer, observasi dan telaahan dokumen. Hasil penelitian menunjukkan, pertama, Ditreskrimum Polda Metro Jaya dalam penanganan kasus skimming sebagai kejahatan siber transnasional melalui unauthorized access to computer system and service di wilayah hukumnya mengimplementasikan penegakan hukum melalui sarana penal (represif) berdasarkan ketentuan pidana dalam KUHP dan UU ITE, serta UU Pencucian Uang. Kedua, kendala yang ditemukan oleh Ditreskrimum Polda Metro Jaya dalam menangani kasus skimming oleh WNA adalah perolehan alat bukti berupa keterangan saksi korban skimming yang seluruhnya berada di yurisdiksi asing, keterbatasan jangka waktu penahanan yang diberikan oleh KUHAP dalam tingkat penyidikan, dan kewenangan Pejabat Imigrasi untuk mendeportasi WNA yang diduga melanggar ketentuan undang-undang keimigrasian, sebagai bentuk penegakan hukum aktual aktual (actual enforcement concept). Ketiga, Ditreskrimum Polda Metro Jaya dalam penanganan kasus skimming yang bersifat transnasional dapat meminta bantuan dari aparat penegak hukum negara lain untuk memperoleh alat bukti dari negara asing, baik secara informal dengan melakukan kerjasama lembaga (police to police cooperation), maupun melalui mekanisme formal yaitu penyampaian permohonan bantuan timbal balik dalam masalah pidana atau mutual legal assistance/MLA. Pemberantasan kejahatan skimming sebagai salah bentuk kejahatan siber yang memiliki dimensi lintas negara tidak dapat dilakukan oleh satu negara saja melainkan membutuhkan keterlibatan seluruh negara melalui suatu mekanisme kerjasama antar negara.

The thesis examines the handling of cybercrimes, especially skimming as a transnational crime committed by a foreign citizen in Jakarta. It also examines the obstacles faced by investigators of General Crime Directorate of Jakarta Metropolitan Police Region. The research employs the descriptive-qualitative method. Primary and secondary data are collected using interviews, observations and document reviews. The results of the study reveal that: (1) the Directorate handles the skimming, committed by unauthorized accesses to computer systems and services in its jurisdiction, by enforcing criminal provisions stated in Indonesian Criminal Code, Law No. 8 of 2008 concerning Electronic Information and Transaction, and Law No. 10 of 2010 concerning Money Laundering; (2) the Directorate faces several obstacles, such as how to get the statements of all victims residing in foreign jurisdictions, the limited period of detention provided by the Criminal Procedure Code at the investigation level, and the authority of the Immigration Office to deport foreigners suspected of violating Immigration Law as an actual enforcement concept; and (3) the Directorate, in handling an international skimming, can request assistance from law enforcement apparatus from other countries in order to obtain evidence from foreign countries, either informally by conducting an institutional cooperation (police to police cooperation), or formally using the mechanism of Mutual Legal Assistance (MLA). The eradication efforts of skimming as a form of a cybercrime that has a cross-border dimension cannot be carried out by one country alone. They, indeed, require the involvement and collaboration of all countries through a mechanism of international cooperation among the countries."
