"Penelitian ini menganalisis kebijakan pendidikan terhadap masyarakat Aborigin di wilayah Northern Territory Australia sejak 1948—1967. Kebijakan ini merupakan langkah pertama upaya pemerintah negara bagian bersama pemerintah federal dalam mengatasi ketimpangan pendidikan antara masyarakat Aborigin dan kulit putih sejak tahun 1948 hingga referendum pada tahun 1967. Pendidikan masyarakat Aborigin terutama di wilayah Northern Territory pada mulanya kurang mendapatkan perhatian secara khusus dari masyarakat kulit putih selaku pemangku jabatan dalam pemerintahan karena adanya sikap diskriminatif terhadap masyarakat Aborigin yang mengakibatkan mereka tidak dapat merasakan pendidikan yang setara dengan masyarakat kulit putih. Hingga muncul kesadaran dan upaya dari pemerintah untuk menangani permasalahan ini, salah satunya dengan merancang sebuah kebijakan pendidikan untuk masyarakat Aborigin di wilayah Northern Territory. Metode yang digunakan dalam penyusunan penelitian ini adalah metode sejarah dengan teknik penulisan deskriptif analitis. Sumber yang digunakan diperoleh dari beberapa literatur yaitu berupa sumber pustaka, arsip berupa dokumen pemerintah negara Australia, surat kabar, serta jurnal ilmiah. Hasil dari penelitian menunjukan bahwa kebijakan pendidikan terhadap masyarakat Aborigin di wilayah Northern Territory Australia mulai dirancang oleh pemerintah dikarenakan beberapa faktor seperti goncangan identitas dan diskriminasi rasial masyarakat Aborigin dalam berbagai bidang. Selain itu, dalam perkembangannya juga memberikan dampak yang baik terutama dalam aspek kesiapan pembelajaran pendidikan, lingkup sosial, dan pemenuhan kebutuhan hidup sendiri yang sama dengan masyarakat kulit putih.

This research analyses the education policy towards Aboriginal people in the Northern Territory of Australia from 1948—1967. This policy was the first step of the state government's efforts with the federal government in overcoming educational inequality between Aboriginal and white people from 1948 until the referendum in 1967. The education of Aboriginal people, especially in the Northern Territory, initially did not receive special attention from the white community as stakeholders in the government because of the discriminatory attitude towards Aboriginal people which resulted in them not being able to experience education equal to the white community. Until there was awareness and efforts from the government to deal with this problem, one of which was by designing an education policy for Aboriginal people in the Northern Territory. This research uses the historical method with analytical and descriptive writing techniques. The sources used were obtained from several works of literature, such as library sources, archives in the form of documents from the Australian government, newspapers, and scientific journals. The results of this research show that the government in the Northern Territory of Australia created educational policies for Aboriginal people in response to several reasons, including identity shock and racial discrimination against Aboriginal people in various fields. This policy's development also had a positive effect, particularly in terms of readiness for educational learning, social scope, and the ability to fulfill the fundamental needs of living that are the same as white people."

"Focus of this thesis is the policy of Labour Party Closing the Gap as a form of strengthening the existence of the Aborigines in Australia. The impact of discrimination received by Aboriginal people since the first cause of life perceived gap Aborigines, especially in Northern Territory. Aboriginal-related issues is an issue that became a national agenda and very important in the political life in Australia. The public policy theory by William Dunn applied in this thesis to analize what consist beyond the definition of public policy in Closing the Gap. The invention from this thesis are the implementation of the policy of Labour Party Closing the Gap has a share in an effort to reduce the gap experienced by Aboriginal people living mainly in the reign of Kevin Rudd (2008-2010) in the Northern Territory. Australian Labor Party (ALP) as a major party not only emphasized their program in Aborigines issue as an election program for the Closing the Gap commencement in parliament but also affirm issue to become national agenda."

"Tugas akhir ini mengkaji tentang perjuangan hak atas tanah masyarakat Aborigin di Northern Territory, Australia dari tahun 1963-1976. Hal ini dilatarbelakangi oleh keputusan Persemakmuran Australia mengumumkan kerjasama dengan perusahaan Perancis, Pechiney untuk membangun pabrik alumina dan pertambangan bauksit di Semanjung Gove, Northern Territory, Australia dengan mengalokasikan lahan seluas 140 mil persegi dari Cagar Alam Arnhem Land pada tahun 1963. Penelitian ini menggunakan metode sejarah yang meliputi tahapan heuristik, verifikasi, interpretasi, dan historiografi. sumber yang digunakan meliputi arsip dokumen pemerintah Australia dari Arsip Nasional Australia, surat kabar dari Trove, serta buku-buku dan artikel jurnal yang diakses online dari Perpustakaan Australia, Jstor dan The Australian National University. Hasil penelitian menekankan penderitaan yang dialami oleh masyarakat Aborigin di Northern Territory, Australia di bawah kendali Persemakmuran Australia. Pada tahun 1963, masyarakat Aborigin memprakarsai gerakan hak atas tanah dengan mengajukan petisi Yirrkala ke Parlemen Australia. Kegagalan perjuangan masyarakat Yolngu pada tahun 1971 mendorong para aktivis- aktivis Aborigin dan masyarakat Larrakia dalam memperjuangkan hak atas tanah pada tahun 1972. Setelah Gough Whitlam menjabat sebagai Perdana Menteri Australia, pemerintahan Whitlam membentuk komisi Woodward yang merekomendasikan undang-undang hak atas tanah bagi masyarakat Yolngu. Pada tahun 1976, pemerintahan John Fraser mengesahkan The Aboriginal Land Rights (NT) Act 1976. Kesimpulan dari penelitian ini adalah perjuangan mereka dapat dikatakan berhasil dengan menghasilkan undang-undang hak atas tanah meskipun kesejahteraan masyarakat Aborigin masih rendah.

This final project examines the land rights struggle of Aboriginal communities in the Northern Territory, Australia from 1963-1976. This is motivated by the Commonwealth of Australia's decision to announce a partnership with French company Pechiney to build an alumina plant and bauxite mine on the Gove Peninsula, Northern Territory, Australia by allocating 140 square miles of land from the Arnhem Land Reserve in 1963. This research uses the historical method which includes the stages of heuristics, verification, interpretation, and historiography. The sources used include archives of Australian government documents from the National Archives of Australia, newspapers from Trove, as well as books and journal articles accessed online from the Australian Library, Jstor and The Australian National University. The results emphasize the suffering experienced by Aboriginal people in the Northern Territory, Australia under the control of the Commonwealth of Australia. In 1963, Aboriginal people initiated a land rights movement by submitting the Yirrkala petition to the Australian Parliament. The failure of the Yolngu people's struggle in 1971 encouraged Aboriginal activists and the Larrakia people to fight for land rights in 1972. After Gough Whitlam became Prime Minister of Australia, the Whitlam government established the Woodward Commission which recommended land rights legislation for the Yolngu people. In 1976, the John Fraser government passed The Aboriginal Land Rights (NT) Act 1976. The conclusion of this research is that their struggle can be said to be successful by producing land rights laws even though the welfare of Aboriginal people is still low."

Tugas Karya Akhir ini membahas mengenai kebijakan Mandatory Sentencing Law
yang diberlakukan di Northern Territory, Australia dengan memberikan hukuman
wajib atau hukuman minimal bagi pelaku tindak kejahatan properti dengan melihat
dampaknya terhadap masyarakat Aborigin. Melalui model penelitian kualitatif,
penelitian ini bertujuan untuk mengetahui dampak dari sebuah kebijakan terhadap
kelompok minoritas di Australia. Teori kebijakan publik oleh James E. Anderson
digunakan untuk menjelaskan dampak kebijakan publik terhadap kelompok
minoritas.

ABSTRACT
This thesis scrutinizes Mandatory Sentencing Law as public policy that enforced in
Northern Territory, Australia by giving fixed or minimum penalty to the property
offenders and see how its impact on indigenous people of Australia. Through a
qualitative research, this study aims to discover impact of public policy on minority
group in Australia. The public policy theory by James E. Anderson is the theory
which used in this thesis to explain the impact of public policy to minority group., This thesis scrutinizes Mandatory Sentencing Law as public policy that enforced in
