"Tesis ini bertujuan untuk memahami gugatan Uni Eropa terhadap kebijakan pemberhentian ekspor bijih nikel Indonesia tahun 2020, meski kebijakan pemberhentian dan pelarangan ekspor bijih nikel yang dijalankan oleh Indonesia tidak secara khusus ditujukan untuk mendiskriminasi Uni Eropa dalam perdagangan internasional dan rata-rata kuantitas impor bijih nikel Uni Eropa dari Indonesia relatif kecil. Pertanyaan penelitian yang diajukan adalah “mengapa Uni Eropa menggugat kebijakan pemberhentian ekspor bijih nikel Indonesia tahun 2020?”. Pertanyaan tersebut dibahas dengan teori analisis kebijakan luar negeri Eropa dari Brian White (2004) dengan menekankan variabel aktor dan proses pembuatan kebijakan, kapabilitas dan instrumen, serta konteks yang melatarbelakangi kebijakan. Tesis ini berkesimpulan bahwa gugatan Uni Eropa terhadap kebijakan pemberhentian ekspor bijih nikel Indonesia tahun 2020 dipengaruhi oleh pandangan Komisi Eropa dan Dewan Uni Eropa bahwa Indonesia telah mendukung Tiongkok dalam sektor nikel, sehingga pengaruh Uni Eropa terhadap Indonesia melemah. Uni Eropa juga memiliki kapabilitas dan instrumen penggunaan penyelesaian sengketa melalui WTO dalam menggugat Indonesia. Selain itu, gugatan Uni Eropa terhadap Indonesia juga dilatarbelakangi oleh kepentingan Uni Eropa dalam industri baja dan dominasi Tiongkok di sektor nikel Indonesia.

This thesis aims to understand the European Union's lawsuit against Indonesia's nickel ore export ban policy in 2020, even though the policy of halting and banning nickel ore exports implemented by Indonesia was not specifically intended to discriminate against the European Union in international trade, and the average quantity of nickel ore imports by the European Union from Indonesia is relatively small. The research question posed is "why did the European Union file a lawsuit against Indonesia's nickel ore export ban policy in 2020?". This question is addressed using Brian White's (2004) theory of European foreign policy analysis, emphasizing the variables of actors and policy-making processes, capabilities and instruments, and the context underlying the policy. This thesis concludes that the European Union's lawsuit against Indonesia's nickel ore export ban policy in 2020 was influenced by the perception of the European Commission and the Council of the European Union that Indonesia had supported China in the nickel sector, thereby weakening the European Union's influence over Indonesia. The European Union also has the capability and instruments to use dispute resolution through the WTO in challenging Indonesia. Additionally, the European Union's lawsuit against Indonesia was also motivated by the European Union's interests in the steel industry and China's dominance in Indonesia's nickel sector."
