"Since the enactment of Permendiknas (Regulation of Minister of National Education) No.22 regarding the contents standard (SI), in its implementation it still faces various problems and obstructions, especially in PAI learning. Among the indicators is, the teachers of Islamic religious education (GPAI) find a difficulty in understanding both the SI document and its implementation. In general, teachers also face difficulty in developing the syllabus, especially in formulating the indicators. The study on SI implementation at SMP (Junior High School) is to answer the question on how is GPAI capability in planning and implementing the learning, doing the assessment on PAI learning as well as the obstructing factor in PAI learning. Among the finding of such study shows that GPAI capability in planning and implementing the learning is in fair category. This is affected by the limitation of GPAI understanding on SI document, in syllabus development as well as RPP composing. The assessment procedure on PAI learning in general refers to the Permendiknas No.22 of 2006, but generally GPAI faces difficulty in doing the assessment on good behaviour since there is no assessment format yet."

"Occurrence of human being process had passed some phases for along time. Human being had gotten education when they were in pregnancy, but before it for several times. Allah Almighty had bestowed "fitrah" to human being on the earth since his birth. The essential of "fitrah" is agreement of primordial, that is embrace of Allah's religion. Hence, human being needed the education since early age, so that he/she has been able to live according to religion norms. Education had given change at human being dynamic to reach the target of its life in the earth and hereafter. Education of religion had done with psychological approach to childhood age. Psychological approach can help teacher in delivering of religion matters with correct strategy and method effectively and efficiently."

"This was the integrated research conducted by Puslitbang Pendidikan Agama dan Keagamaan related to the theme of religious education. In the 2006, covered by the title of Restrukturisasi MAK, in the 2007 by Madrasah Taffaquh Fiddin, in the 2008, by Profil Alumni Madrasah Aliyah Keagamaan, and in the 2009 covered by Formalisasi Madrasah Diniyah. These research done as a response of the social afraid with the reduction of religious values in the religious education caused by the chance of policies as for in the state or department degree. Those policies sometimes paying less attention to the negative impact and institutional history of the religious education. This occured especially to the Madrasah Aliyah Program Khusus (MAPK), which have become lost. On the other band, moslems community protested those policy and hoped to reconstruct this institution. So, this research conducted by mean to explore public opinion whether should be reconstruction of MAPK."

"Some questions on educational system emerge, for example, education is not critical, not creative, excess burden of curriculum, boring, not recognizing participation, bank style, etc. This condition invites an initiative to organize the education according to their expectation which is different from the education organized conventionally. Religious education as one of the pillars for the achievement of national educational objective can positioned in the context of alternative education. "This paper attempts to portrait the journey of madrasah (religious school) during the last five years, i.e. since the enactment of Law of RI number 20 of 2003regarding the National Educational System which positions a madrasah as general school. This reposition is actually positive for the sustainability as well as improving the quality of madrasah. However, it should be noted that more than 90% of madrasah are managed by public. This means that madrasah still has to be developed according to the public requirements, not that of government. Thus, to create a policy on madrasah, it obviously is necessary to accomodate various public interests. Exactly, it is needed a harmonious and dynamics convergency between the government and the people."
