"Sejak program Peningkatan Peranan Wanita Menuju Keluarga Sejahtera (P2WKSS) diimplementasikan oleh Dinas Pemberdayaan Perempuan, Perlindungan Anak, Pengendalian Penduduk, dan Keluarga Berencana, Dinas Sosial Kabupaten Bogor turut berpartisipasi dalam menyelenggarakan pemberdayaan ekonomi perempuan melalui program WRSE yang menyasar perempuan pencari nafkah utama dan/atau pembantu pencari nafkah dalam rumah tangga miskin. Namun, Indeks Pemberdayaan Gender (IDG) Kabupaten Bogor di tahun 2019 berada di posisi terendah kedua di Provinsi Jawa Barat, yang salah satunya menunjukan masih terdapat ketimpangan distribusi pendapatan antara perempuan dan laki-laki. Oleh sebab itu, penelitian ini bertujuan untuk menganalisis hasil pelaksanaan program WRSE di Desa Bangunjaya, Kecamatan Cigudeg, Kabupaten Bogor dengan model evaluasi CIPP (Context, Input, Process, Product). Penelitian ini menggunakan pendekatan post-positivist dengan teknik pengumpulan data gabungan atau mixed methods. Data yang digunakan dalam penelitian ini bersumber dari wawancara mendalam, studi kepustakaan, dan survei. Hasil penelitian menunjukkan bahwa program belum mampu menyelesaikan permasalahan kemiskinan perempuan di Kabupaten Bogor karena tidak memenuhi kebutuhan strategis gender. Faktor lainnya ialah pada saat pelaksanaan program tidak menyediakan Tempat Penitipan Anak (TPA), keterbatasan pemberian modal awal untuk usaha, jangka waktu pelatihan keterampilan terlalu pendek, dan tidak dilakukan monitoring lanjutan.

Ever since the Bogor Regency Department of Women Empowerment, Child Protection, Human Population Control, and Family Planning (DP3AP2KB) implement the Increasing Role of Women Towards a Prosperous Family (P2WKSS) program, the Bogor Regency Department of Social Service has participated in organizing women's economic empowerment through the Socio-Economic Vulnerable Women (WRSE) program. The program targets women who classified as the primary breadwinners and assistant breadwinners in poor households. However, Bogor Regency's Gender Empowerment Index (IDG) in 2019 was at the second-lowest in West Java Province, showing inequality in income distribution between women and men. Therefore, this study analyzes the implementation results of the Socio-Economic Vulnerable Women (WRSE) program in the Bangunjaya Village, Cigudeg District, Bogor Regency using the Context, Input, Process, Product (CIPP) evaluation model. This research conducted post-positivist approach which combined qualitative and quantitative data collection techniques. This research collects data through semi-structured in-depth interviews, document studies, and surveys. The result shows that the program has not reduced women's poverty in Bogor Regency because the program design does not meet gender strategic need. Also, during the program implementation, it did not provide a Child Care Center (TPA), has limited initial capital for businesses, the period of skills training was too short, and further monitoring was not carried out."

"ABSTRAK
Angka harapan hidup penduduk kabupaten/kota di Provinsi Jawa Barat tahun 2011-2013 masih rendah, sehingga masih berpotensi untuk ditingkatkan. Dengan metode random effect, hasil regresi data panel 26 kabupaten/kota menunjukkan R-square sebesar 0,7707 yang berarti 77,07 variasi pada variabel terikat dapat diterangkan oleh variabel bebas. Nilai F-statistik 24,97236 lebih besar daripada F-tabel 2,19 , berarti variabel terikat secara bersama-sama dipengaruhi secara signifikan oleh variabel bebas. Realisasi transfer dana Jamkesmas per peserta, realisasi APBD program pelayanan kesehatan penduduk miskin per kapita, rata-rata lama sekolah, jumlah rumah sakit/puskesmas, dan jumlah dokter tidak signifikan mempengaruhi peningkatan angka harapan hidup. Sedangkan pendapatan riil per kapita dan angka melek huruf positif signifikan mempengaruhi peningkatan angka harapan hidup.

ABSTRACT
The data shows that life expectancy for resident of local government in West Java during 2011 2013 is still low. Hence, the number of life expectancy has potency to be improved. By utilizing the random effect method, the result of data panel regression of 26 regency shows that R square is 0,7707. It means that 77,07 of variation in the dependent variable can be explained by independent variables. F test 24,97236 is greater than F table 2,19 . It can be interpreted that simultaneously dependent variable is significantly affected by independent variables. Jamkesmas fund transfer realization for each participant, and the realization of APBD fund for per capita poor people health, the average of schooling time, the number of hospitals and clinics, and the number of doctors don rsquo t significantly affect the increasing the life expectancy. Whilst real income per capita and literacy number positive significantly affect the increasing of life expectancy number."

"The objectives of this research are 1) analyses the influence of exposure innovation information, human capital , innovation promotion, and rate of adoption of corn innovation toward social capital ; and 2) analyses the influence of social capital exposure innovation information. The research was conducted in East Lombok regency, west Nusa Tenggara Province, from July to October 2008. The research it used survey method with combining quantitative and qualitative approaches. data of the research were collected through an in-depth interview on 220 respondents and 12 informants. Based on result of the research , it is concluded that social capital was significantly influenced by factors such us the innovation communication intensity, work motivation, farmer's attitude, innovation economic benefit value, market availability and rate of adoption of corn innovation. The factors was significantly influenced toward rate of adaption of corn innovation were social capital, information access of innovation, innovation availability, and market availability. However, in adoption process of corn innovation, farmer's exposure toward innovation information, human capital and innovation promotion worked through the social capital. The capital is one of the factors required to consider in improving the adaption of corn innovation, so the revitalization of social capital should be done by using various of cohesively approaches."

"ABSTRAK
Studi ini berangkat dari anggapan bahwa jika partisipasi ekonomi perempuan dipandang sebagai hak dasar (basic right), maka persoalan demokrasi ekonomi dalam konteks Otoda menjadi pertanyaan yang relevan dan signifikan dengan isu keadilan gender. Artinya, kebijakan desentralisasi diharapkan mampu mendorong demokratisasi ekonomi yang berkeadilan gender sekaligus memberdayakan perempuan sebagai subyek/aktor pembangunan.
Permasalahannya, setelah kebijakan desentralisasi berjalan lebih dari 5 (lima) tahun, apakah gagasan normatif diatas terealisasi dalam tataran empiris?. Secara sosiologis, studi ini menggambarkan dinamika lokal dalam mengagendakan perempuan dalam pembangunan, juga menunjukkan bagaimana perempuan berpartisipasi di dalamnya. Studi dengan pendekatan kualitatif ini dilakukan di kabupaten Lombok Timur dan kabupaten Bima, Nusa Tenggara Barat, yang kemudian dilakukan analisis komparatif pada kedua kasus. Analisis bersumber pada data kualitatif maupun kuantitatif. Data kualitatif dikumpulkan melalui wawancara mendalam, wawancara kelompok terfokus (FGD), pengamatan, serta data sekunder. Adapun data kuantitatif dikumpulkan dengan metode survey melalui wawancara berstruktur terhadap perempuan pelaku usaha.
Berdasar hasil kajian di kabupaten Lotim dan Bima, NTB, terindikasi masih terbatasnya respon lokal karena tidak banyak inisatif lokal dalam merancang kebijakan atau program yang bertujuan memberdayakan perempuan sebagai pelaku ekonomi. Kebijakan/program yang ada masih cenderung mereplikasi upaya penguatan kapasitas usaha dan pelaku usaha, namun belum membangun kesadaran kritis dan keberdayaan/kemampuan perempuan untuk bersuara dan melakukan pilihan tindakan dalam tatanan ekonomi yang tidak berkeadilan. Artinya, merujuk pada terminologi Chafetz (1988), belum terjadi pemberdayaan sebagai upaya transformasi struktural, yang mana transformasi ini hanya dimungkinkan apabila kebijakan ekonomi lokal tanggap terhadap perempuan dengan hak ekonominya serta kemarginalannya, baik secara individu maupun sebagai kelompok sosial.
Salah satu akar persoalannya adalah desentralisasi ternyata belum menumbuhkan komitmen pemerintah lokal dalam membuka ruang partisipasi masyarakat. Dalam konteks ekonomi lokal, partisipasi perempuan masih bersifat instrumental bahkan nominal, belum mengarah pada partisipasi yang transformatif. Fasilitasi pemerintah masih sangat terbatas, khususnya pada upaya peningkatan potensi dan partisipasi ekonomi perempuan. Pengorganisasian perempuan masih terbatas, tercermin dari lemahnya aksi kolektif perempuan. Keterbatasan fasilitasi ini merefleksikan bagaimana relasi negara dan perempuan. (Moore, 1988). Untuk itu, perlu pemaknaan ulang atas asumsi-asumsi dasar yang menjadi sumber kebijakan dan parameter ekonomi yang merugikan perempuan. Selain itu, diperlukan upaya pengembangan strategi pengorganisasian perempuan.

ABSTRACT
This study have started from an assumption if women economic participation perceived as basic right, then economic democracy in relation to gender equity in the context of regional autonomy raised relevant and significant questions. It means decentralization is expected to push gender equity in economic democratization and empowering women as development actor at once. After 5 years of Otoda implementation, whether this normative notion can be realized in the empirical level? Sociologically, this study describes the local dynamics in putting women in the development agenda, and how women participate on its. Using qualitative approach, the study carried out in West Lombok and Bima districts. This studi tried to do a comparative analytical on both cases which relies on quanitative as well as qualitative data. Indepth interview, FGD, observation and secondary data were carried out to collect qualitative data. Quantitative data were collected through survey to women entrepreneurs. Data were managed and analysed intercases by looking at similarities and differences among them.
This study revealed that local response to design policy or program to empower women as economic actor still weak. The program focuses more on empowering business capacity and actor, but not increasing critical consciousness and women?s capacity to voice and to choice action in the economic inequity context. Referring to Chafetz (1988), empowerment as structural transformation effort -- which only possible if local economy policy responsive to women?s economic right and its marginality, individually or socially -- is not take place yet.
One of the root problems is local government commitment in opening community participation is still weak. In the context of local economy, women?s participation remains instrumental for it is not lead to transformative participation yet. Limited facilitating from government particularly in the effort to enhance women?s economic potency and participation. Another research finding reveals constraint in organizing women and commitment to do collective action. It reflects how relation between state and women (Moore 1988). It needs reinterpretation over policies basic assumptions which become various economic blinkers that disadvantaging women. Moreover, it?s needed developing a strategy for women?s organizing to enhance their roles."

"Perhutanan Sosial (PS) adalah salah satu program nasional yang dimaksudkan untuk menurunkan kemiskinan, mengelola hutan lestari dan meningkatkan keterlibatan masyarakat dalam mengelola hutan. Semua maksud PS tersebut harus berjalan seimbang sehingga pengelolaan hutan dapat berlangsung secara berkelanjutan. Penelitian ini bertujuan menganalisis perubahan stok karbon dan menyusun model PS berkelanjutan di HKm Mandiri, Kabupaten Kulon Progo, DI Yogyakarta. Penentuan stok karbon dilakukan dengan mengukur Diameter Breast Height (DBH) yang dikorelasikan dengan penginderaan jauh berdasarkan Normalized Difference Vegetation Index (NDVI) dan Forest Cover Density (FCD). Hasil pengukuran menunjukkan telah terjadi peningkatan tutupan hutan dan stok karbon sesudah berjalannya PS. Model PS berkelanjutan disusun berdasarkan tiga aspek yaitu lingkungan, ekonomi, dan sosial, yang diuji dengan metode Causal Mediation Analysis (CMA). Hasil uji ketiga aspek tersebut mempunyai korelasi yang signifikan pada kondisi sesudah PS. Korelasi tersebut membentuk interdependensi (saling kebergantungan), saling terkait dan terintegrasi secara kohesif, sehingga PS dikatakan sebagai socio-ecological system (SES) dengan arah korelasi aspek sosial dan ekonomi berbanding terbalik dengan aspek lingkungan.

Social Forestry (SF) is one of the national programs with the goals to reduce poverty, to manage forest condition sustainably, and to improve community participation in managing the forest. Those three objectives have not been achieved, resulted the forest managed unsustainably. This study aims to analyze changes in carbon stocks and develop sustainable SF model in the HKm Mandiri, Kulon Progo Regency, DI Yogyakarta. Estimating carbon stocks done by measuring Diameter Breast Height (DBH) which is correlated with remote sensing data through the Normalized Difference Vegetation Index (NDVI) and Forest Cover Density (FCD) shows an increase in the condition of forest cover and carbon stocks after the application of SF. The sustainable SF model is developed based on environment, economic and social aspects and is tested through Causal Mediation Analysis (CMA). Significant correlation was obtained among variables in the period after the implementation of SF. Those correlation forms interdependence, interrelated and cohesively integrated, so that SF is said to be a socio-ecological system (SES) and the correlation of social and economic aspects is inversely proportional to environmental aspects.
