"Currently the ability on selecting costumers in market is very large. Users do not need the library for searching information and references. Instead they can choose among other resources especially from the internet. On the other hand, the number of librarians has been dropped out while the number and the cost of collections have been increasing and the budget has also been cut off. In other words, librarians' responsibility has grown larger while the library itself has been left out. Library at the same time needs to solve its internal and external problems to be able to remain standing. Collective Intelligence concept can be used for solving internal and external problems as well. It bonds and involves users as important stakeholders of library into running processes so that it will improve the outcome's effectiveness and the running process.s efficiency."
