"Penelitian ini membahas mengenai analisis pada komitmen anajemen dalam penerapan Contractor Safety Manageament System (CSMS) di PT. X tahun 2013. Pelaksanaan tahapan CSMS di PT.X pada tahun 2013 dari seluruh divisi yang ada hanya 44.7%. Hal ini mengindikasikan belum optimalnya perwujudan komitmen manajemen dalam penerapan CSMS. Hasil penelitian para ahli terdahulu menunjukkan bahwa kuatnya komitmen dari manajemen merupakan komponen yang sangat penting dalam menerapkan CSMS di dalam perusahaan. Penelitian ini adalah penelitian kualitatif dengan melakukan peninjauan pada komitmen manajemen yang meliputi komponen identifikasi, keterlibatan dan loyalitas.
Hasil penelitian menyarankan untuk meningkatkan penerapan Contractor Safety Management System (CSMS) yang terintegrasi diseluruh divisi disertai sosialisasi CSMS ke End-user, membuat training matrix dan training need Analysis mengenai pelatihan CSMS, mempercepat proses karyawan yang vacant, mengadakan pelatihan CSMS, membuat job description, meninjau ulang kebijakan dan Program K3LL, membuat kesepakatan persetujuan komitmen yang ditanda-tangani General Manager beserta jajaran manajemenm membuat komite CSMS, melakukan rapat regular membahas CSMS, menunjau ulang dan memaksimalkan penggunaan anggaran serta memberikan apresiasi kepada pekerja yang melaksanakan CSMS."

"Public organizations are now requested to continually increase its service quality to be able to compete with the private sector which is continually expanding to respond to the environmental changes. One of the new paradigm in the management of the public sector is known as the New Public Management (NPM), in which, according to some research conducted by experts, the Traditional Model of Public Administration is no more suitable to the present organizational needs. A lot of work has been done towards the NPM approach, and the one, especially discussed in this writing, is the adoption of the Performance Management System (PMS) as realized by the private sector. This is because the performance measurement at the traditional model does not include the periodical evaluation towards the program as well as the individual. This measurement is also more leaning towards the economic perspective (input oriented) in which the connection between input cost and the goal has not yet been seen. For this purpose, some countries have tried to implement the PMS with some different conclusion. This writing tried to investigate whether the PMS is successful or has failed based on some literature research as conducted by some scholars in this field. On the other hand, problems which are related to the implementation of the PMS and its effect towards the public sector have also been evaluated. At the end of this writing some recommendation have been presented. It is certain that each organization has different characteristic which means that the implementation of the program should be adjusted to the uniqueness of the public sector organization."

"[Minyak dan gas bumi (migas) merupakan sumber daya alam yang sangat strategis bagi Indonesia. Karena hingga saat ini sektor migas masih menjadi salah satu tulang punggung perekonomian nasional, sumber penerimaan dan devisa negara, bahan bakar bagi industri, mendorong investasi, penyerapan tenaga kerja, pemenuhan energi domestik dan peningkatan kemampuan sumber daya manusia serta sumber pengembangan ekonomi daerah. Oleh karena itu, pengelolaan data migas yang baik, akurat, lengkap dan aman akan membantu pemerintah dalam pengambilan keputusan dan kebijakan bidang migas. Karena keterbatasan sumber daya manusia, sarana, dan prasarana, hingga saat ini Pusdatin ESDM bekerja sama dengan pihak ketiga dalam pengelolaan data migas. Namun dalam menjalin kerja sama tersebut, Pusdatin ESDM belum memiliki tata kelola keamanan infomasi yang dibutuhkan untuk mendukung keamanan data dan informasi migas.
Berdasarkan hal tersebut, jelas bahwa permasalahan di Pusdatin ESDM terkait keamanan informasi pada pengelolaan data migas adalah aspek kerahasiaan, integritas, dan ketersediaan informasi dan data migas belum didukung secara optimal. Sehingga perlu dikembangkan tata kelola keamanan informasi yang sesuai bagi Pusdatin ESDM untuk pengelolaan data migas yang dikelola pihak ketiga.
Penelitian ini membahas perancangan tata kelola keamanan informasi untuk pengelolaan data migas yang dikelola oleh pihak ketiga, dengan menggunakan standar keamanan informasi ISO/IEC 27001:2005. Melalui pendekatan penilaian risiko, dipilih sasaran pengendalian dan pengendalian ISO/IEC 27001:2005 yang sesuai untuk pengelolaan data migas. Berdasarkan sasaran pengendalian dan pengendalian terpilih, dikembangkan tata kelola keamanan informasi untuk pengelolaan data migas yang dikelola oleh pihak ketiga. Dalam hal pemetaan peran dan tanggung jawab keamanan informasi, digunakan konsep RACI pada kerangka kerja OMBOK (Outsourcing Management Body of Knowledge).
Hasil penelitian ini didapat rancangan tata kelola keamanan informasi yang sesuai bagi Pusdatin ESDM dalam melaksanakan pengelolaan data migas yang hingga saat ini bekerja sama dengan pihak ketiga.;Oil and gas is a natural resource that is very strategic for Indonesia. Nowadays, oil and gas sector remains one of the backbone of the national economy, source of revenue and foreign exchange, fuel for industry, encourage investment, employment, fulfillment of domestic energy and upgrading of human resources, as well as a source of regional economic development. Therefore, good, accurate, complete and safe data management will assist the government in making decisions and policies of oil and gas fields. Due to limited human resources, facilities, and infrastructure, Pusdatin ESDM (Data and Information Technology Center for Energy and Mineral Resource) cooperate with third parties in oil and gas data management. However, Pusdatin ESDM do not have any governance to make sure the security of oil and gas information.
It is clear that the information security problem in Pusdatin ESDM for oil and gas data management is the low concern of data confidentiality, integrity, and availability. So it is necessary to develop information security governance suitable for Pusdatin ESDM for oil and gas data management which are managed by third parties.
This study discusses the design of information security governance for oil and gas data management, managed by a third party, by using information security standards ISO/IEC 27001:2005. Through a risk assessment approach, control objectives and control of ISO/IEC 27001:2005 which related to the data management of oil and gas are selected. Based on control objectives and control selected, the information security governance for oil and gas data management that are managed by a third party, are developed and created. In the case of mapping the roles and responsibilities of information security, RACI concept of OMBOK (Outsourcing Management Body of Knowledge) framework is used.

"Rendahnya tingkat kelentingan dalam proses produksi dari usaha mikro, kecil dan menengah yang disebabkan oleh sulitnnya mendapatkan kredit produktif, menjadikan proses alih daya sebagai salah satu solusi. Namun proses alih daya yang umum dilakukan oleh usaha mikro, kecil dan menengah dirasa panjang dan menyulitkan. Untuk menjawab hal tersebut maka dirancanglah sistem manajemen pengetahuan dengan sistem perekomendasi untuk proses alih daya pada usaha mikro, kecil dan menengah. Sistem ini merekomendasikan usaha mikro, kecil dan menengah sebagai mitra pengalihan daya berdasarkan profil usaha dan kriteria lain seperti lokasi dan kemampuan produksi. Sistem perekomendasi yang dirancang dalam penelitian ini menggunakan algoritma top-n. Sistem manajemen pengetahuan berupa aplikasi sistem perekomendasi berbasis web dihasilkan dari penelitian ini.

To address the low resilience of production process in small and medium enterprises caused by the difficulties in getting loans, outsourcing are proven as a working solution. Even so, the process of outsourcing in the small and medium enterprises are perceived as lengthy and difficult. To address aforementioned problem, a knowledge management system with recommender system for small and medium enterprises outsourcing are designed. This system recommend another small and medium enterprises that suitable to be an outsourcing partner based on enterprise’s profile and another criteria such as location and production capability. This recommender system make use of the top-n algorithm. The result of this research is a knowledge management system in form of recommender system web-based app.

"[ABSTRAK
Penelitian ini adalah mengenai pola pengembangan Sistem Infomasi Manajemen Keimigrasian (SIMKIM) pada Direktorat Jenderak Imigrasi. Dalam penelitian ini dianalisis alasan dan faktor-faktor yang melandasi mengapa pengembangan core business SIMKIM dari awal terbentuk sampai saat ini masih menggunakan bantuan dari pihak ketiga tanpa bisa melakukan swadaya teknologi. Penelitian ini menggunakan metode kualitatif, dimana akan berusaha untuk menggambarkan fakta-fakta positif dan negatif yang terjadi pada pengembangan SIMKIM dilihat dari konsep dan teori yang ada mengenai pengelolaan Sistem Informasi berbasis teknologi bersama pihak ketiga (outsourcing). Dengan melakukan analisa pola pengembangan SIMKIM oleh pihak ketiga, maka diharapkan dapat mengetahui bagaimana proses yang dilakukan, kualitas hasil pengembangan dan masalah yang dihadapi. Masalah tidak berkembangnya sumber daya manusia dalam bidang teknologi informasi karena ketergantungan dengan pihak ketiga dilihat dari fungsi SIMKIM dalam hal penegakan hukum dan pengamanan Negara dalam hal Ketahanan Nasional menjadi atensi penting pimpinan untuk masa depan Direktorat Jenderal Imigrasi.
Dari hasil pengolahan data dari hasil wawancara, dapat disimpulkan bahwa pelaksanaan pola pengembangan SIMKIM oleh pihak ketiga dapat dikatakan masih relevan sampai saat ini, walaupun menjadi kekhawatiran dimasa depan, sehingga memerlukan peningkatan kualitas SDM dan profesionalisme para pemakai SIMKIM untuk dapat mencapai tujuan dari SIMKIM tersebut.

This rearch analyzed the factors and reasons of outsorcing usage in immigration management information system development pattern without any self-supporting basis. This research used qualitative method which describes positives and negatives facts of immigration management information system development pattern based on the existing theories of outsorcing information system management usage. By analyzing the development pattern of immigration management information system, this research shown the management process, output quality, and obstacles of the implementation. Undeveloped human resources issue was caused by relying on the third party should be a focus of DGI decision maker in the future, especially concerning law enforcement and security aspects of national resilience.
From data processing and interviews, it has concluded that the implementation of immigration management information system by the third party is currently seemed relevant, despite there are concerns in the future.
