"ABSTRAK
Tulisan ini membahas mengenai dukungan sosial komunitas swadaya pasien kanker sebagai pemberdayaan perilaku Self-Help dan Self-Care anggotanya serta merupakan contoh pengobatan alternatif. Fokus tulisan ini mengenai dukungan sosial komunitas Elgeka Jawa Barat terhadap pasien kanker Chronic Myeloid Leukemia (CML) dan Gastrointestinal Stromal Tumor (GIST) dalam melalui perasaan penyangkalan sampai kepada penerimaan sebagai suatu rangkaian tahapan berduka. Setelah mencapai tahapan penerimaan, pasien dapat membuka diri serta melakukan Self-Help dan Self-Care. Tulisan ini menggunakan konsep-konsep yang dikemukakan oleh para tokoh terkait komunitas, pasien, dukungan sosial, Self-Help dan Self-Care di dalam melakukan analisa terhadap data temuan. Temuan dalam tulisan ini ialah komunitas mampu membantu pasien melewati posisi berduka dari tahapan menyangkal hingga penerimaan melalui dukungan sosialnya dan dukungan sosial terus ada meskipun telah mencapai tahapan penerimaan. Pada tahapan penerimaan ini mampu mengembalikan fungsi dan peran sosial seorang pasien diagnosa penyakit kanker sehingga pasien mampu untuk melakukan Self-Help dan Self-Care pada tahapan individu dan komunitas. Pada tulisan sebelumnya lebih membahas kepada peran pasien dilihat berdasarkan dukungan sosial yang diberikan tetapi masih sedikit kajian mengenai peran pasien sebagai anggota komunitas dan tidak melihat aspek pasien yang tidak hanya terbantu dengan adanya komunitas tetapi juga dapat melakukan Self-Help dan Self-Care.

ABSTRACT
This paper discuss about social support cancer patient community as Self-Help and Self-Care behavioral empowerment for it?s member and constitute as an example of alternative treatment. Focus of this paper is about community social support for cancer patients Chronic Myeloid Leukemia (CML) and Gastrointestinal Stromal Tumor (GIST) in the course of grieving stages into acceptance stages as the stages of grieving. Subsequent to acceptance stages, patient can perform Self-Help and Self-Care. This paper make use of community, patient, social support, and Self-Help and Self-Care Concept to carry out the analysis based on findings data. Core findings in this paper is that community is capable to help patient through grieving stages from denial into acceptance stages with social support and thereafter community social support still remains. At acceptance stages, diagnosed patient can restore their social function and role with the result that they can perform Self-Help and Self-Care on individual or community stages. In past studies, patient role seen by their social support but did not observe patient as a community members and other than as beneficiaries they can perform Self-Help and Self-Care.

"Pendahuluan: Peraturan Daerah Jawa Barat No.5 Tahun 2018 tentang Pelayanan Kesehatan Jiwa merupakan salah satu dukungan pemerintah Jawa Barat bagi pelayanan kesehatan jiwa. Namun dalam pelaksanaannya, sistem perundang-undangan yang berlaku hingga saat ini masih belum cukup banyak membantu dalam hal peningkatan upaya layanan kesehatan jiwa. Kota Bandung yang merupakan bagian dari Kab/Kota Jawa Barat memilliki angka prevalensi depresi tertinggi ke dua, dan memiliki angka cakupan pengobatan yang paling rendah diantara Kab/Kota lainnya. Tujuan: Menganaslisis implementasi Peraturan Daerah Jawa Barat No.5 tahun 2018 tentang Pelayanan Kesehatan Jiwa. Metode: Penelitian analitik kualitatif yang menggunakan teori Van Meter Van Hotern sebagi teori pendukung analisis implementasi. Penelitian ini dilakukan dengan cara wawancara mendalam dengan informan Dinas Kesehatan Jawa Barat, Dinas Kesehatan Kota Bandung, Dinas Sosial Kota Bandung, Puskesmas, dan Organisasi Pelayanan Sosial dan telaah dokumen. Hasil: Hasil penelitian menunjukan bahwa implementasi kebijakan belum dapat berjalan secara optimal, adanya perbedaan standar dan sasaran yang digunakan dalam penentuan indikator kinerja instansi. Masih terdapat sumber daya yang belum mencukupi untuk mendorong implementasi pelayanan kesehatan jiwa dasar bagi masyarakat Kota Bandung. Kualitas Hubungan antar instansi pelaksana kebijakan sudah terlaksana cukup. Sudah tersedianya SOP pelayanan ODGJ bagi sektor kesehatan sehingga memudahkan dalam hal perujukan. Lingkungan eksternal yaitu masyarakat yang sudah mulai aktif melaporkan jika adanya kasus ODGJ di masyarakat. Namun terdapat beberapa aspek yang perlu untuk ditinjau kembali yaitu aspek anggaran dan SDM. Perlunnya diperimbangkan untuk membuat regulasi yang mendukung.

Introduction: West Java Regional Regulation No. 5 of 2018 concerning Mental Health Services is one of the West Java government's support for mental health services. The city of Bandung, which is part of the West Java Regency/City, has the second-highest depression prevalence rate, and the lowest treatment coverage rate among otherRegencies/Cities. Purpose: To analyze the implementation of West Java Regional Regulation No. 5 of 2018 concerningMental Health Services. Method: Qualitative analytic research that uses Van Meter Van Hotern's theory as a supporting theory for implementation analysis. This research was conducted by means of in-depth interviews with informants fromthe West Java Health Office, Bandung City Health Office, Bandung City Social Service, Health Centers, and Social Service Organizations and document review. Results: The results of the study show that policy implementation has notbeen able to run optimally, there are differences in standards and targets used in determining agency performance indicators. There are still insufficient resources to encourage the implementation of basic mental health services for the people of Bandung City. The quality of the relationship between the implementing agencies of the policy has beenimplemented sufficiently. The SOP for ODGJ services is already available for the health sector to make it easier in terms of referrals. The external environment is the community that has started to actively report cases of ODGJ in the community. However, there are several aspects that need to be reviewed, namely the budget and human resource aspects. The need to be considered to make regulations that support."
