"Tesis ini membahas implementasi pengawasan administratif orang asing pemegang izin Kunjungan dengan Visa Kunjungan Beberapa Kali Perjalanan (VKBP) di Kantor Imigrasi Kelas I Tangerang. Sesuai dengan misi Direktorat Jenderal Imigrasi dengan mengemban amanat Pasal 38 dan Pasal 40 Undang­ Undang Nor. or 9 Tabnn I 992 Tentang Keimigrasian untuk melakukan pengawasan lalu lintas rnasuk, keluar dan keberadaan serta kegiatan orang asing di wilayah Indonesia baik secara administratif maupun lapangan.
Berdasarkan penelitian yang dilakukan dengan metode kualitatif, disimpulkan bahwa Direktorat Jenderal Imigrasi selaku pembuat kebijakan perlu melakukan kajian ulang terhadap kandungan Pasal 60 Undang-Undang Nomor 9 Tabun 1992 Tentang Keimigrasian. Hal ini perlu dicermati mengingat .Imigrasi sebagai penjaga pintu gerbang negara memiliki posisi sebagai vocal point dirnana imigrasi seharusnya menjadi instansi terdepan dalarn tanggung jawab terhadap pengawasan orang asing.

This thesis dirousses the administrative control of foreigner, who have the visit permit with a few times permit visas holders in Tangerang Immigration Office. In accordance with the one of the directorate general of immigration mission to the undertaking of article 38 and article 40 law No. 9 of 1992 on immigration to monitor traffic in, out, and present also tbe activity of the foreigner, both in adminlstrative and field.
Based on research conducted with qualitative methods, concluded that the dirertorate general of immigration as a policy maker to conduct a study to the content of article 60 of Law No. 9 of 1992 on immigration. This need to be examined considering immigration as a gete keeper position as the state has a vocal point where immigration should be the leading agency in responsibility for the supervision of foreigners."

"ABSTRAK
We discuss how perceived equality of opportunity and the legitimacy of development approaches affect how people evaluate social justice and development opportunities in Taiwan. We explore the gaps of perceived oppurtunity equality between different generations, genders, income and sub-ethnicity groups, and investigate people's feelings toward making a good living through hard work vc. through real estate investments and stock trading. Factors closely relating to people's economic life, including perceived opportunity gap between generations and between income groups, play significant roles in influencing people's assessments of social justice. In addition, factors with highly symbolic meaning, such as the perceived opportunity gap between sub-ethnicity groups and the perceived legitimacy of capital games also shape people's views toward social justice. Next, we find that factors closely associated with people's economic life significantly influence people's evaluations on development oppurtunities, while factors with highly symbolic meaning do not have similar effects. we also examine the influence of development outcomes, operationalized as income, oocupation, or educational levels. empirical results prove that these outcome factors do not significantly influence people's evaluations on both social justice and development opportunities. we analyze the 2015 Taiwan Society Fairness Survey to test hypotheses. "

Pelaksanaan pengawasan terhad-ap pengembalian dokumen keimigrasian tersebut dirasa sangat diperlukan karena dalam hal pelaksanaannya tidak terlepas dari permasalahan-pennasalahan yang memiliki potensi konflik karena belum adanya pengaturan dalam hukum nasionai Indonesia mengenai proses pengembalian dokumen Keimigrasian yang merupakan konsekuensi dari pemilihan salah satu kewarganegaraan yang dilakukan anak suhyek kewarganegaraan ganda terbatas pada saat dewasa yaitu 18 (delapan belas) tahun atau sudah menikah. Sehingga penulis kemudian melakukan penelitian dengan menggunakan pengkajian terhadap aturan-aturan hukum yang berlaku dan melakukan wawancara mendalam terhadap nara sumber-nara sumber yang berkompeten dalam permasalahan yang dibahas, sehingga kemudian penulis melakukan analisa. Dari analisa yang dilakukan penulis dan hasil wawancara, disimpulkan bahwa : 1) Pengesahan UU No 12 tahun 2006 tentang kewarganegaraan pada tanggal 1 Agustus 2006 karena dinilai tidak sesuai lagi dengan perkembangan masyarakat dan ketatanegaraan Rl dan harus memperhatikan persamaan perlakuan dan kedudukan warga negara dimata hukum serta adanya kesetaraan dan keadilan gender, 2) Perbedaan mendasar antara UU no 62 tahun 1958 dengan UU na 12 tahun 2006 adalah diakuinya kewarganegaraan ganda yang hanya tetbatas bagi subjck-subjek seperti yang diatur dalam pasal 4 UU No l2 tahun 2006 huruf c,d,h,l dan pasal, 3) Untuk memperoleh status kewarganegaraan ganda bagi anak yang lahir sebelum l Agustus 2006 wajib mendaftarkan diri sedangkan yang lahir setelah itu secara otomatis dapat langsung diajukan, hingga kemudian saat telah dewasa (usia 18-21 tahun) mereka wajib memllih salah satu kewarganegaraan yang dimiliki dan mengembalikan dokumen keimigrasiannya, namun sampai saat ini belum ada instrumen hukum atau sistem yang ditentukan dalam pelaksanaan pengawasan terhadap pengembalian dokumen keimigrasian tersebut. Dari hasil penelitian kemudian penulis menyarankan agar dibentuk suatu instrumen hokum yang mengatur pelaksanaan pengembalian dokumen keimigrasian yang dilakukan oleh subjek kewarganegaraan ganda terbatas pada saat telah dewasa dan menciptakan sebuah sistem komputerisasi secara online guna melakukan proses kontrol terhadap subjek kewarganegaraan ganda terbatas.

The focus of this research is undergoing alien control on returning the Immigration Document for those subject of Limited Dual Nationalities as written on the Act of No.l2 in the year of 2006 concerning Nationality. This reasearch is included as qualitatif with descriptive deslgn.
Undergoing the alien control on returning the Immigration Document stated above is needed because by having this procedure we are not yet relief from problems. Problems that have potential conflict because the Jaw are not yet listed in the environment of Indonesian law that concern on returning 1mmigration Document which are consequence to choose one of lhe nationalities from a child subject of dual nationalities, when they are turning 18 years of age or already married. So the writer then start the research by browsing the taw regulation that valid and also by having a close interview with the higly competent resource in analysing the problem, so further on the writer is analysing it.
From this analysis the writer have a conclusion that:
1) The valid of Act No. 12 in the year 2006 concerning Nationalities on the 1st of August 2006 is a result of expiry on previous Act that are nor level with the development society and nation strudure of Republie of Indonesia and have to overlook the equal treatment and civil position in the eye of law also equal right on gender.
2) The basic differences between Act No. 62 in the year 1958 with Act No. 12 in the year 2006 is an acceptance of dual nationalities that only limits for subjects as written on Article 4 No. 12 in the year of 2006 (letter c,d,h,l and Art ide 5)
3)To receive Dual Nationalities Status for the child born before 1st of August 2006 have to apply. while for those who were born after it is automatically can be submitted. So later on when they reach early adulthood (18-21 years of age). They have to choose one nationality and return the other Immigration document, but until now there are no law instrument applied or any system that apply controlling lhe return of Immigration Document
From that reasearch the wriler suggest that new instrument of law should he form in a matier of Immigration Document return by subject of dual nationatities when they reach adulthood and form a computerize online system and use to control subject of Limited Dual Nationalities.

"Penelitian ini bertujuan untuk memberikan informasi tentang upaya yang dilakukan oleh Direktorat Jenderal Imigrasi untuk mencegah dan mengatasi Tenaga Kerja Indonesia (TKI) ilegal. Metode penelitian yang digunakan adalah metode kualitatif dengan menggunakan teknik wawancam mendalam dari beberapa unsur yang tekait dengan masalah TKI yaitu TKI llegal TKI Legal, PPTKIS, BNP2TKI dan pejabat Direktorat Jenderal lmigrasi. Direktorat Jenderal Imigrasl sebagai instansi yang berwenang untuk mengeluarkan paspor, memberangkatkan dan memherikan ijin masuk terhadap orang untuk keluar dan masuk wiiayah Indonesia memiliki peran dan tanggung jawab dalam menceguh dan mengatasi TKI ilegal. Upaya-upaya yang telah dilakukan olen Direktorat Jenderal Imigrasi belum mampu untuk mencegah dan mengatasi banyaknya Tenaga Kerja Indonesia Ilegal yang bekerja diluar negeri. Upaya yang disarankan untuk Direktorat Jenderal Imigrasi dalam menceguh TKI ilegal berupa: 1) Upaya dalam hal pemberian dokumen perjalanan (Paspor Rl); 2) Upaya dalam hal pengawasan dan keberangkatan WNI di TPI; 3) Pencegahan TKI masuk ke negara tujuan secara tidak resmi, atau keluar wilayah Indonesia tanpa melalui Tempat Pemeriksaan Imigrasi. Upaya yang disarankan untuk Direktorat Jenderal lmigrasi dalam mencegah TKI ilegal berupa: 1) Mengantisipasi rencana pemulangan TKI bermasalah dengan menerbitkan Prosedur Tetap dalam penanganan pemulangan TKI bermasalah; 2) Untuk pemulangan TKI bermasalah. koordinasi dengan negara tempat TKI bekerja dan instansi terkait; 3) Menghapus pungutan liar yang dilakukan oleh oknum petugas imigrasi yang terjadi dalam pelayanan kapada TKI 4) serta penggantian dokumen pejalanan secara mudah, murah, cepat dan cermat bagi TKI yang akan kembali bekerja diluar negeri secara legal.

This research is focused to give information concerning the efforts of Directorate General of Immigration in preventing and exceeding the Illegal unskilled worker. The research method which is used is qualitative method by using the interview technique from some elements which is related to the illegal worker problems namely illegal worker, legal worker, PPTKIS, BNP2TKI and the authorized officer of the Directorate General of Immigration. Directorate General of Immigration as the authorized institution in issuing Passport, departing and giving the immigration permit to the people who enter and leave the Indonesian territory has a role and responsibility in preventing and exceeding the Illegal unskilled worker. The efforts whieh is done by Directorate General of Immigration is not capab!e in preventing and exceeding the number of illegal unskilled worker who work abroad. The suggested efforts for the Directorate General of Immigration in preventing the illegal Indonesian unskilled worker consist of: 1) The effort in issuing Travel Document (Passport of Republic Indonesia); 2) The effort in controlling and departure of the Indonesian citizen at the immigration check point; 3) The prevention of illegal Indonesian unskilled worker to enter the destination country illegally, or exit from the Indonesian territory without being checked at the immigration check point. The suggested efforts for the Directorate General of Irrunigration in preventing the illegal Indonesian unskilled worker eo mist of: 1) Anticipating the deportation plan of the trouble illegal WlskiUed worker by issuing permanent procedure in handling the deportation of the trouble illegal unskilled worker; 2) The deportation for the trouble illegal unskilled worker, there is coordination with the country where the illegal unskilled worker work, related institution, such as the Department of Man Power, the bureau of registry office, etc; 3) Erasing the illegal rate which is done by some of the immigration officer in giving service to the illegal unskilled worker; 4) and also renewal of the travel document easily, cheap, last, and accurate for the illegal unskilled worker who want to rework abroad legally.

"Penelitian ini berfokus pada pengukuran kinerja pelayanan keimigrasian berbasis kartu SAPHIRE di Bandara Soekarno Hatta dengan pendekatan Balance Scorecard berdasarkan empat perspektif: pelanggan, proses bisnis internal, proses pemberlajaran dan pertumbuhan, serta keuangan. Penelitian ini menggunakan teknik pengumpulan data kuantitatif dengan populasi penelitian ini adalah pelanggan SAPHIRE dengan sampel sebanyak 300 orang untuk perspektif pelanggan, dan pegawai PT. Angkasa Pura Schiphol dengan ukuran sampel sama dengan total populasi sejumlah 40 orang untuk perspektif pembelajaran dan pertumbuhan. Sedangkan untuk perspektif proses bisnis internal dan keuangan,dilakukan secara kualitatif melalui wawancara dengan informan, obeservasi, dan pengumpulan dokumen laporan keuangan. Dari hasil penelitian dapat diketahui kinerja pelayanan keimigrasian berbasis kartu SAPHIRE di Bandara Soekarno-Hatta yang diukur dengan model Balanced Scorecard secara keseluruhan menunjukan tingkat yang cukup memuaskan, dengan tingkat kepuasan pelanggan mencapai sekitar 82-84%, tingkat kepuasan pegawai termasuk dalam kategori cukup tinggi, proses bisnis internal yang cukup baik, tetapi dengan keadaan keuangan yang secara operasional masih merugi. Berdasarkan hasil penelitian tersebut, maka PT. Angkasa Pura Schiphol dan Kantor Imigrasi Soekarno Hatta perlu meningkatkan kinerjanya untuk tujuan kepuasan pelanggan dengan memperbaiki waktu, mutu, dan harga produk; meningkatkan kemampuan pegawai untuk memahami dan memenuhi keinginan pelanggan, memperbaiki infrastruktur proses internal: sitem, metode, dan prosedur, serta meningkatkan pemasukan keuangan dari peningkatan jumlah pelanggan untuk memperkecil kerugian operasional.
This research focuses on the measurement of immigration service performance in the basis of SAPHIRE at the international airport of Soekarno-Hatta by using the Balanced Scorecard approach in according to four dimensions: customer, internal business process, learning and growth, and finance. The research is using quantitative data gathering system accompanied by the samples of 300 SAPHIRE customers for supporting customer?s dimensions and the employee of PT. Angkasa Pura Schiphol with same sample size and also there are 40 samples recruited from the same population to support learning and growth dimension. On the other hand, for the internal business process dimensions and finance will be analyzed through qualitative data measurement by interviewing informant, obeservation and financial data collection activities. The result of the thesis highlight that by using the Balanced Scorecard system, the SAPHIRE card service at Soekarno-Hatta Airport generally accepted to be satisfying with the degree of satisfaction reaching around 82 % - 84%. In addition, the degree of satisfaction from the operator employee included within a good score, accompanied with a good internal business process, while at the same time this process operating at the low financial condition. The research recommends that PT. Angkasa Pura Schiphol and Immigration Office of Soekarno-Hatta need to improve their service performance for the purpose of customers satisfaction by concerning on time management, quality product and the proce of the product. Moreover, they also need to improve their staffs skill in order to understand and fulfill the desire of the customer, and lastly by fixing the internal infrastructure process including the system, methods and procedures, and also increasing the financial benefit from increasing the number of customers in order to minimize the cost of operating service."
