"Perkembangan teknologi pada perangkat elektronik portable seperti smart phone dan Personal Digital Assistant (PDA) telah menghadirkan fitur multimedia pada perangkat tersebut. Perkembangan fitur multimedia pada perangkat tersebut, memungkinkan terjadinya komunikasi Video Conference. Dengan diciptakannya wireless LAN yang mendukung mobilitas user, komunikasi tersebut menjadi lebih fleksibel dalam hal ruang dan tempat. Komunikasi Video Conference merupakan sebuah bagian pendukung dari Third Generation mobile-system (3G) yang saat ini telah diterapkan di jepang dan dibeberapa beberapa negara di eropa. Aplikasi Live Video Streaming merupakan aplikasi pendukung dari fitur komunikasi Video Conference tersebut.
Pada dasarnya aplikasi Live Video Streaming merupakan komunikasi satu arah yang terjadi antara server dengan para client. Server berfungsi sebagai pusat perekaman gambar video secara langsung (live). Informasi yang direkam kemudian diolah menjadi bentuk yang sesuai untuk proses transmisi lalu dikirimkan ke client. Client menerima informasi yang dikirimkan server kemudian menampilkan informasi tersebut pada layar perangkat elektronik portable seperti Personal Digital Assistant (PDA).
Hasil evaluasi optimalisasi dan performa aplikasi menunjukkan bahwa konfigurasi optimal untuk format video H.263 terjadi pada resolusi 176x144 pixel. Hasil data pengujian pada resolusi 176x144 memiliki rata-rata persentase packet loss sekitar 1 %, waktu start transmission delay kurang dari 4 detik dan stop transmission delay sekitar 2 detik. Tampilan gambar video pada layar client cukiip baik dan nyaman untuk dilihat. Hasil data pengujian memperlihatkan bahwa semakin besar resolusi media yang dikirimkan maka semakin besar persentase packet loss dan transmission delay."
