"Salah satu permasalahan krusial Jakarta adalah pemenuhan kebutuhan air yang terus meningkat. Upaya yang dapat dilakukan adalah pembangunan infrastruktur Water Supply Project (WSP) dengan memanfaatkan limpasan air dari PRASTI Tunnel. Pembangunan infrastruktur WSP PRASTI Tunnel diproyeksikan menghabiskan dana Rp 3,8 triliun dengan nilai Rate of Return (IRR) 9,8%. Nilai IRR yang berada di bawah Minimum Attractive Rate of Return (MARR) WSP sebesar 17-18% mengakibatkan tidak ada investor yang mau terlibat dalam proyek ini, sehingga dibuatlah inovasi skema finansial dan kelembagaan WSP PRASTI Tunnel berbasis Kerjasama Pemerintah Swasta (KPS).

One of crucial problems in Jakarta is meeting the needs of water. One of solution of this problem is infrastructure development of Water Supply Project (WSP) by utilizing water runoff from PRASTI Tunnel. WSP Tunnel PRASTI infrastructure development projected to cost Rp 3.8 trillion, with the Rate of Return (IRR) of 9.8%. IRR values under the Minimum Attractive Rate of Return (MARR) WSP 17-18%, resulting in no investors who want to get involved in this project, which comes to innovation of financial and institutional scheme of WSP PRASTI Tunnel based on Private Partnership (PPP).

"[Proyek penyediaan air bersih curah/bulk water termasuk salah satu proyek infrastruktur
yang dikerjasamakan antara pemerintah dengan swasta dalam skema Kerjasama Pemerintah
Swasta (KPS). Usulan terhadap proyek ini sudah mulai dimasukkan ke dalam PPP book
2010 - 2014, tetapi sampai saat ini, proyek penyediaan air bersih curah/bulk water belum
ada yang berhasil di implementasikan.
Analisa terhadap proyek penyediaan air bersih curah/bulk water dengan skema Kerjasama
Pemerintah dan Swasta difokuskan pada 2 (dua) aspek, yaitu Aspek Teknis serta Aspek
keuangan dan Ekonomi.
Hasil dari analisa aspek teknis semua aspek sudah terpenuhi, namun perlu di optimalisasi.
Hasil dari analisa keuangan menunjukkan bahwa investasi tidak layak, karena nilai IRR
8,10% < potongan rata-rata 12 % dan nilai NPV sebesar -28,648,046 USD < 1. Analisa
ekonomi menunjukkan secara ekonomi, proyek ini "layak". Nilai EIRR adalah 19.14% dan
ENPV sebesar Rp. 631.751 juta. Dari analisis sensitivitas, bagian yang sensitif dari
investasi ini adalah Kenaikan CAPEX akan menurunkan nilai Economic Internal Rate of
Return dan Economic Net Present Value dari proyek secara signifikan. Peningkatan Opex
berpengaruh signifikan pada rasio biaya EIRR dan manfaat proyek.
Kata kunci : (Kerjasama Pemerintah Swasta (KPS), Air Bersih Curah, NPV, IRR, ENPV,
EIRR), Bulk water supply projects including one of the infrastructure projects undertaken in
cooperation between government and the private sector in the scheme of the Public Private
Partnership (PPP). The proposal for this project has begun to put into PPP book 2010-
2014, but until now, the project of bulk water supply no one has successfully implemented.
Analysis of the project of water supply of bulk / bulk water with the Public Private
Partnership scheme is focused on two (2) aspects, as well as the technical aspects of the
financial and economic aspects.
Results of the analysis of the technical aspects all aspects are met, but it is necessary in the
optimization. The results of the financial analysis shows that the investment is not feasible,
because the value of IRR 8.10% < discount rate of 12% and NPV of -28,648,046 USD <1.
The economic analysis shows economically, the project "feasible". Value is 19.14% EIRR
and ENPV Rp. 631 751 million. From the sensitivity analysis, a sensitive part of this is the
increase in CAPEX investment will lower the value of Economic Internal Rate of Return
and Economic Net Present Value of the project significantly. Improved Opex significant
effect on the ratio of costs and benefits of the project EIRR]"

"Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang mempengaruhi keberhasilan dan kriteria keberhasilan dalam proses skema Kerjasama Pemerintah dengan Badan Usaha (KPBU) atau Public-Private Partnership (PPP) pada sektor penyediaan air minum dalam perspektif stakeholder yang terlibat dalam proses skema KPBU di Indonesia. Dari proses penelitian yang dilakukan telah diperoleh sebanyak 8 (delapan) kriteria kesuksesan dan 40 faktor yang mempengaruhi keberhasilan proses skema KPBU pada sektor penyediaan air minum. Berdasarkan faktor-faktor dan kriteria keberhasilan tersebut maka disusun rekomendasi yang dapat diterapkan agar penyelenggaraan skema KPBU pada sektor penyediaan air minum di Indonesia dapat berjalan sukses.

This study aims to identify the criteria of success and the factors that influence the success and success criteria in the process of the Public-Private Partnership (PPP) scheme in the water supply sector in the perspective of stakeholders involved in the process PPP scheme in Indonesia. From the research process carried out there were 8 (eight) criteria of success and 40 factors that influenced the success of the PPP scheme process in the water supply sector. Based on the factors and success criteria, recommendations can be made so that the PPP scheme in the water supply sector in Indonesia can be successful."

"The development of a water supply system requires a high investment cost, and financial, environmental, and institutional aspects need to be considered. As major projects involving many stakeholders, drinking water supply projects become vulnerable to risks. A risk-based analysis is required to reduce the likelihood of failure in both the operational and financial aspects of such projects. This study describes the process of risk management planning for a drinking water supply system construction project in South Bali. The case study is based on the project risk management method with the value at risk to calculate the impact of risks in project investment. The purpose of this study is to obtain a financial risk model that maps potential risk factors and calculates the financial impact of risks on the project. This is used to create alternative strategies to reduce the impact of risks on investment made during the development of the project. The analysis showed that of the three priority risk factors, production capacity has the greatest influence on the net present value of the project."

"Meskipun Undang-Undang Dasar 1945 telah mengamanahkan kepada negara untuk mensejahterakan masyarakat, namun nyatanya negara belum mampu menyelenggarakan pelayanan publik yang optimal kepada masyarakat. Hal ini terbukti dari pelayanan di bidang penyediaan air minum di Indonesia yang masih minim akibat keterbatasan yang diemban oleh Pemerintah terkait pendanaan dan pengelolaan infrastruktur. Demi menanggulangi kendala ini, maka Pemerintah bekerjasama dengan Badan Usaha dalam rangka membangun sistem penyediaan air minum yang layak guna bagi masyarakat, yang kerap disebut sebagai Kerjasama Pemerintah dengan Badan Usaha (KPBU). Untuk melihat sejauh mana peran Pemerintah dalam penyediaan air minum melalui skema KPBU ini, maka Penulis melakukan penelitian yuridis normatif yakni menganalisis Kontrak Kerjasama yang dimiliki Penulis dengan Peraturan Presiden Nomor 38 Tahun 2015 tentang Kerjasama Pemerintah dengan Badan Usaha Dalam Penyediaan Infrastruktur untuk melihat kesesuaian isi kontrak kerjasama dan mengetahui peran Pemerintah dalam skema KPBU. Berdasarkan Kontrak Kerjasama tersebut, Pemerintah ternyata tidak melaksanakan salah satu kewajibannya yaitu pemberian Dukungan dan Jaminan Pemerintah, yang mana dalam hal ini adalah pemberian Dana Penyiapan Proyek (Project Development Fund) sehingga menurunkan gairah Badan Usaha untuk turut berkontribusi membangun infrastruktur. Dengan demikian, melalui penelitian ini diharapkan masalah kontribusi Pemerintah dalam hal pembiayaan infrastruktur dapat diperbaiki, sehingga alokasi risiko antara Pemerintah dan Badan Usaha menjadi seimbang dan penyelenggaraan pelayanan publik bagi masyarakat dapat terwujud secara maksimal.

Although the Constitution has mandated the state to fulfill the basic needs of society, one of which is the need for access to potable water, however the service in supplying potable water is frequently hampered by the lack of state funds and management to build water and sanitation infrastructure. To overcome this obstruction, the Government pull together with the private company to build up the potable water supply system that can be accessed by society, which often referred to as Public-Private Partnership (PPP). According to this, the writer figures out the suitability of the Cooperative Contract with the regulations and concludes the Governments role in supplying public service. Based on the contract, in fact, the Government does not carry out any of its obligations specifically the Government Support and Guarantees, videlicet Project Development Fund, thus the interest of Business Entity to invest in developing infrastructure becomes low and the funds allocation is not optimal. Therefore, this thesis will provide a proper solution through normative judicial research by conducting literature studies and evaluation towards the public sectors role in cooperating with the private. Using that evaluation and implemented the PPPs partnership principle, hopefully the problem of Governments contribution on financing the infrastructure development can be improved."

"Proyek Jalan Tol Trans-Sumatera (JTTS) direncanakan dibangun sepanjang 2.732 kilometer dari Aceh hingga Lampung dan diperkirakan menelan biaya sebesar Rp. 330 triliun. Rekayasa nilai tambah dilakukan pada Proyek JTTS dengan menambahkan enam fungsi, yaitu integrasi jalur sepeda motor, pengembangan rest area, integrasi dry port, integrasi kereta median tol, pengembangan area pariwisata dan penambahan jaringan fiber optik. Penelitian ini bertujuan mendefinisikan jenis skema pembiayaan dan skema kelembagaan Kerjasama Pemerintah Swasta pada Proyek JTTS.
Analisis skema pembiayaan dilakukan melalui pengembangan berbagai skenario terhadap pembagian antara penyediaan dana dari pemerintah dan swasta pada tahap biaya konstruksi (initial cost), biaya pemeliharaan (operation & maintenance cost) dan pembagian pada pemasukan dana dari pengguna (revenue). Dari 36 skenario yang dihasilkan didapatkan skema pembiayaan dengan Initial Cost Sharing pemerintah 60 % dan swasta 40 %, Operation and Maintenance Sharing pemerintah 50 % dan swasta 50 %, dan Revenue Sharing pemerintah sebesar 50 % dan swasta 50 % yang dapat menghasilkan IRR 12,86 %, serta dihasilkan skema kelembagaan dengan membentuk Joint Venture.

Trans Sumatera Toll Road Project (JTTS) planned to be built along 2,732 kilometers from Aceh toLampung and is estimated to cost Rp. 330 trillion. Value Engineering is conducted at the project by adding six functions, which are integration of the motor bike paths, rest area development, the integration of the dry port, rail integration highway median, the development of tourism area and the addition of a fiber optic network The study aims to determine the optimal financing scheme and ideal institutions scheme based on Public-Private Partnership of JTTS Project.
Analysis financing scheme involves by dividing the assuming scenario between the provision of funds from the government and private sectors at the stage of initial cost, operation & maintenance cost, and revenue sharing funds from the user. From 36 scenarios, a financing scheme with government Initial Cost Sharing 60% and 40% private, Operation and Maintenance Sharing 50% government and 50% private, and Revenue Sharing governments and the private sector by 50% to 50% with the IRR of 12.86%, and institutional scheme obtained by forming a Joint Venture.

Proyek Kereta Cepat Jakarta Surabaya direncanakan dibangun sepanjang 868 km dan menghabiskan biaya investasi sebesar Rp 142 Triliun dengan IRR 10.87%. Penelitian ini bertujuan mendefinisikan jenis skema pembiayaan dan skema kelembagaan Kerjasama Pemerintah Swasta pada Kereta Cepat Jakarta Surabaya. Skema Pembiayaan dilakukan dengan melalui pengembangan berbagai scenario terhadap komponen biaya kontruksi (Initial Cost), Biaya Pemeliharaan (Operational & Maintenance Cost) serta pemasukan dana dari pengguna (Revenue). Jumlah scenario yang dibuat adalah sebanyak 252 skenario yang terdiri dari skenario masing masing fungsi berjumlah 36 skenario. Skema Kelembagaan dibuat dengan melakukan Benchmarking dan Depth Interview. Dari hasil penelitian dihasilkan skema pembiayaan dengan Initial Cost Sharing Pemerintah 40% dan Swasta 60%, Operational & Maintenance Sharing Pemerintah 50% dan Swasta 50%, Revenue Sharing Pemerintah 23.2% dan Swasta 76.8% dan mengalami kenaikan nilai IRR menjadi 16.10% serta menghasilkan Skema Kelembagaan yang terdiri dari sebuah perusahaan baru berbentuk Joint Venture.

ABSTRACT
Conceptual Design of High Speed Train Jakarta - Surabaya with value engineering study approach generates added in the form Function Area Function Commercial and Advertising, Tourism Function, Function Fiber Optic, Solar Cell and Functions of Transit Oriented Development. High Speed Train Surabaya Jakarta project planned to be built along the 868 km and cost an investment of Rp 142 trillion, with an IRR of 10.87%. This study aims to define the type of financing scheme and institutional schemes Public Private Partnership on High Speed Train Jakarta Surabaya. Financing Scheme is to do with the development of various scenarios of the components of Initial Cost, Operational & Maintenance Cost and funds from the user (Revenue). The number of scenarios that are created are 252 scenarios consist of scenarios each function of the 36 scenarios. Institutional scheme created by Benchmarking and Depth Interview. From the research results generated a financing scheme with the Initial Cost Sharing Government 40% Private 60%, Operational and Maintenance Sharing Government 50% Private 50%, Revenue Sharing Government 23.2% Private 76.8% and increased the value of IRR be 16.10% and generate Scheme Institutional consisting of a new company form of Joint Venture"
