"ABSTRAKTesis ini akan mengkaji tentang pengaruh Bank Dunia dalam kebijakanekonomi Indonesia pasca Orde Baru. Penelitian ini dimaksudkan untukmelakukan analisis tentang pergeseran-pergeseran orientasi Bank Dunia di tingkatinternasional, mempengaruhi kebijakan penyaluran pinjaman kepada pemerintahIndonesia pasca Orde Baru. Satu periode dimana Bank Dunia mulaimemperkenalkan kebijakan tata kelola dan pembangunan institusi dalampenyaluran pinjamannya untuk mendukung agenda reformasi ekonomi diIndonesia. Kebijakan ini pada dasarnya merupakan sebuah upaya untukmendorong perluasan ekspansi modal di dalam struktur ekonomi Indonesia yangmasih bertumpu pada negara.Hasil penelitian ini menunjukan bahwa meskipun terjadi perubahan dalamorientasi pemberian pinjaman Bank Dunia pada periode pasca Orde Baru, tetapiBank Dunia tidak bisa menghindari adanya kepentingan negara-negara pusatuntuk menggunakan lembaga ini sebagai instrumen ekspansi modal di negaranegarapinggiran. Peningkatan intervensi Bank Dunia di Indonesia dalamkebijakan ekonomi sangat dipengaruhi oleh keberadaan elit politik dan komunitasepistemis liberal di dalam negeri.

ABSTRACTThis thesis will examine the influence of the World Bank in Indonesiaeconomic policy in the post-New Order era. This study is intended to carry out ananalysis of the shifts in the orientation of the World Bank at the internationallevel, influencing government policy lending to the post-New Order. A period inwhich the World Bank began introducing governance policies and institutionsdevelopment in channeling loans to support economic reform agenda in Indonesia.This policy is basically an effort to encourage the expansion of capital in thestructure of the Indonesian economy which is still based on the state.These results indicate that although there is a change in the orientation ofthe World Bank lending in the period of the Post-New Order, but the World Bankcan not avoid the interest of the core countries (developed countries) to use theseinstitutions as instruments of capital expansion in the peripheral countries.Increased World Bank intervention in Indonesia in economic policy is stronglyinfluenced by the presence of the political elite and liberal epistemic communitywithin the country."
