"Tujuan penulisan ini adalah untuk mengkaji kebutuhan guru pendidikan dasar dan menengah (dikdasmen), kekurangan dan kelebihan guru dikdasmen, serta rasio siswa per guru dikdasmen. metode yang digunakan adalah studi dokumentasi atau kepustakaan. hasilnya menunjukkan bahwa kebutuhan guru dikdasmen sebesar 2.865.116 orang, sehingga masih terjadi kekurangan guru sebesar 126.522 orang. berdasarkan rasio siswa dan guru menurut kebutuhan dan yang ada untuk SD, SLB, dan SMK maka terjadi kekurangan karena untuk SD adalah 14,78 dan 15,91, untuk SLB adalah 3,39 dan 5,21, untuk SMK adalah 16,74 dan 22,43. sebaliknya, untuk SMP dan SMA terjadi kelebihan guru karena untuk SMP adalah 18,41 dan 16.43 dan untuk SMA adalah 16,90 dan 16,18. simpulannya, untuk guru dikdasmen masih terjadi kekurangan guru tetapi SMP dan SMA telah kelebihan guru. sarannya, kekurangan guru supaya dipenuhi melalui pengadaan guru baru, kelebihan guru supaya disalurkan ke mata pelajaran serumpun, dan lulusan BP/BK supaya segera disalurkan ke sekolah-sekolah yang memerlukan."
