"Otoritas Jasa Keuangan sebagai pengawas perbankan dan pembuat kebijakan di bidang jasa keuangan, mengeluarkan POJK Nomor 12/POJK.03/2020 tentang Konsolidasi Bank Umum menggantikan PBI 9/16/PBI/2007 Tentang Jumlah Modal Inti Minimum Bank Umum. POJK tersebut diantaranya mengatur ketentuan mengenai Modal Inti Minimum Bank Pembangunan Daerah (BPD) paling sedikit Rp 3.000.000.000.000,00 dan untuk pemenuhan modal inti tersebut paling lambat pada 31 Desember 2024. Kebijakan ini menjadi isu besar bagi bank-bank milik pemerintah daerah di Indonesia. Hingga saat ini masih terdapat 11 (sebelas) Bank Pembangunan Daerah dengan modal inti berada di bawah Rp. 3.000.000.000.000,00 diantaranya adalah Bank Pembangunan Daerah Jambi. Saat ini modal Inti yang dimiliki oleh Bank Pembangunan Daerah Jambi sebesar Rp1.753.964.000.000,00. Modal inti tersebut masih jauh dari ketentuan yang ditetapkan oleh OJK. Adapun permasalahan yang diangkat dalam penelitian ini adalah upaya BPD dalam memenuhi ketentuan modal inti minimum dan akibat hukumnya apabila ketentuan tersebut tidak terpenuhi. Metode penelitian yang digunakan dalam penulisan ini yaitu doktrinal dengan tipologi deskriptif analisis. Dari hasil penelitian ini diketahui upaya yang dapat dilakukan manajemen BPD dalam mengupayakan pemenuhan modal inti bank, dengan skema penambahan modal disetor dari pemegang saham existing, melakukan skema merger, konsolidasi, akuisisi dan pembentukan kelompok usaha bank (KUB). Adapun akibat hukum bagi BPD apabila tidak memenuhi ketentuan tersebut yaitu pemberian surat teguran tertulis, pembatasan kegiatan usaha dan jaringan kantor, perubahan kelas bank menjadi Bank Perkreditan Rakyat (BPR), self-liquidation dan penilaian kembali pihak utama. Saran yang diberikan kepada BPD yang belum memenuhi ketentuan modal inti agar segera menentukan rencana tindak yang akan dilakukan sesuai dengan kondisi banknya saat ini dan kepada BPD Jambi agar dapat mempertimbangkan skema merger, akuisisi, konsolidasi, dan pembentukan KUB sebagai upaya alternatif yang dapat dipilih mengingat jangka waktu pemenuhan modal inti minimum ini sudah semakin dekat.

The Financial Service Authority, that acts as a banking supervisor and policy maker in financial service, issued a PJOK Number 12/POJK.03/2020 concerning the Consolidation of Commercial Banks to replace PBI 9/16/PBI/2007 concerning the Total of Minimum Core Capital of Commercial Banks. POJK includes stipulation about the Minimum Core Capital of Regional Development Banks (BPD) of at least IDR 3,000,000,000,000.00 and to fulfill this core capital no later than December 31, 2024. This policy becomes a big issue for regional banks that are owned by the government. Until today, there are still 11 (eleven) Regional Development Banks (BPD) with the core capital under Rp. 3,000,000,000,000.00, one of which is Jambi Regional Development Bank. As for now, the core capital owned by Jambi Regional Development Bank is Rp1,753,964,000,000.00. The core capital is still far from the provisions stipulated by OJK. There are also issues raised in this study, that is the BPD's efforts in meeting the requirement of minimum core capital and the legal consequences if these stipulations are not met. A normative juridical with a descriptive analysis was implemented as the method of this study. Based on the result of the study, it was found that what the BPD management could do was finding a way to complete the bank's core capital in a form of adding paid- in capital from existing shares, doing merger scheme, consolidation, acquisition, and forming a Bank Business Community (KUB). As for the legal consequences for BPD, if they do not comply with these provisions in a form of written warnings, the they will be getting a restriction of business activities and office networks, a change of bank class to Bank Perkreditan Rakyat (BPR), self-liquidation, and also a reassessment. It is suggested that BPD that has not yet met the requirement of the core capital should immediately determine a plan of an action that can be done in accordance with the current condition of the bank. As for BPD Jambi, it is suggested that the institution should consider merger scheme, acquisition, consolidation, and forming KUB as the alternatives solution to be chosen as the time for completing minimum core capital is getting closer."

"The development of information and communication technology also plays a role in the development planning process. RKPD of Regency/City was one of the most practical plans that were implemented every year in each region. Since 2016, the process for drafting the RKPD in Kulon Progo Regency has begun to utilize TIK by used the RencanaKU application. This then motivates the research with the aim for describing the use of information technology in the RKPD preparation process and identifying the factors that influence the use of information technology in the RKPD preparation process at Kulon Progo Regency. The research method was a qualitative design approach with a case study method. Data collection techniques used observation, interviews, and secondary data. Data analysis was performed using pattern matching, data triangulation, and inductive analysis. The results of this study formulated two findings. First, in the formulation RKPD at Kulon Progo Regency, not all stages in the arrangement of RKPD utilize information technology through the RencanaKU application. The role of technology in the preparation of the Kulon Progo RKPD as a planning support system was to facilitate the collectivity of RKP reports from interested parties to the RKPD (BAPPEDA) organizer for later compilation and data verification. Second, it was found several components that influenced the RKPD preparation by the RencanaKU application namely time, consistency, and transparency. These influential factors can be the basis for providing related policy recommendations."

"Penelitian ini bertujuan untuk mengidentifikasi peran Bank Pembangunan Daerah (BPD) dalam mendorong pembangunan ekonomi regional serta faktor-faktor yang dapat meningkatkan peran BPD tersebut. BPD merupakan bank umum yang didirikan dengan tujuan khusus untuk mendorong pembangunan ekonomi daerah di Indonesia. Hampir setiap provinsi memiliki BPD-nya sendiri dan hingga saat ini terdapat 27 BPD di Indonesia. Namun, total aset 27 BPD hanya sekitar 8% dari total aset bank umum nasional untuk periode 2008-2018, begitu juga dengan total kreditnya. Penelitian ini menggunakan panel data regression dengan membandingkan kredit antar bank umum pada 25 provinsi di Indonesia (2011-2017). Hasil penelitian menunjukkan bahwa kredit BPD positif dan signifikan meningkatkan PDRB per kapita. Hasil penelitian terkait determinan kredit BPD menunjukkan bahwa pertumbuhan simpanan, rasio non-performing loan (NPL) dan tingkat suku bunga dasar kredit signifikan terhadap pertumbuhan kredit BPD.

This study aims to identify the role of Regional Development Banks (RDB) in promoting regional economic development as well as factors that can enhance the role of the RDB. RDB is a commercial bank that was established with the specific purpose of promoting regional economic development in Indonesia. Almost every province has its own RDB and up to 2018, there are 27 RDBs in Indonesia. However, the total assets of 27 RDBs are only around 8% of the total assets of national commercial banks for the period 2008-2018, as well as the total credit. This study uses panel data regression by comparing credit between commercial banks in 25 provinces in Indonesia (2011-2017). The result shows that credit of RDB is positive and significant toward GRDP per capita. The result regarding the determinant of RDB shows that deposit growth, the ratio of non-performing loan (NPL) and base interest rates of credit are significant to credit growth of RDB."

"Sektor keuangan syariah dipercaya berperan penting dalam mendorong perkembangan dan pertumbuhan ekonomi suatu negara. Di Indonesia, walaupun sektor/industri keuangan syariah Indonesia masih didominasi oleh sektor perbankan, peran industri keuangan non-bank (IKNB) dan pasar modal syariah juga tidak bisa diabaikan. Namun demikian, masih sedikit studi yang membahas mengenai peran IKNB dan pasar modal syariah ini. Oleh karenanya, penelitian ini bertujuan untuk menganalisis hubungan sektor keuangan syariah, yang mencakup sektor perbankan, IKNB dan pasar modal syariah, terhadap pertumbuhan ekonomi Indonesia. Penelitian ini menggunakan metode kuantitatif, dengan Vector Autoregression (VAR) dan Vector Error Correction Model (VECM), dan data sekunder periode Januari 2017 sampai dengan Desember 2020. Variabel dependen dalam studi ini adalah Indeks Produksi Industri (proksi pertumbuhan ekonomi), sedangkan variabel independennya adalah Sertifikat Bank Indonesia Syariah (SBIS), Sukuk Negara (SBSN), Dana Pihak Ketiga (DPK) Syariah, Pembiayaan Syariah, Asuransi Syariah, Financial Technology (Tekfin) Syariah, Keterbukaan Perdagangan, Covid-19 dan Inflasi. Penelitian ini menghasilkan beberapa temuan menarik. Pertama, dalam jangka pendek, variabel yang berperan positif terhadap pertumbuhan ekonomi Indonesia adalah SBIS dan SBSN. Kedua, dalam jangka panjang, variabel yang mendorong pertumbuhan ekonomi Indonesia secara positif adalah variabel SBSN dan asuransi syariah. Selain itu, variabel eksternal seperti pandemi Covid-19 dan keterbukaan perdagangan juga signifikan mempengaruhi pertumbuhan ekonomi Indonesia dalam jangka panjang. Secara keseluruhan, dapat disimpulkan bahwa seluruh sektor keuangan syariah berperan penting dalam mendorong pertumbuhan ekonomi Indonesia walaupun belum optimal. Hasil penelitian ini diharapkan dapat menjadi bahan pertimbangan bagi regulator dalam menyusun kebijakan keuangan syariah agar bisa lebih efektif dan memberikan kontribusi yang signifikan untuk pertumbuhan ekonomi di Indonesia.

The Islamic finance sector is believed to play an important role in encouraging the development and economic growth of a country. In Indonesia, although the Indonesian Islamic finance sector/industry is still dominated by the banking sector, the role of the non-bank financial industry (IKNB) and the Islamic capital market is also getting bigger and cannot be ignored. However, there are still few studies that discuss the role of IKNB and the Islamic capital market. Therefore, this study aims to analyze the relationship of the Islamic financial sector, which includes the banking sector, IKNB and Islamic capital market, to Indonesia's economic growth. This study uses quantitative methods, with Vector Autoregression (VAR) and Vector Error Correction Model (VECM), and secondary data for the period January 2017 to December 2020. The dependent variable in this study is the Industrial Production Index (IPI), while the independent variable is Certificates. Bank Indonesia Sharia (SBIS), State Sukuk (SBSN), Sharia Third Party Funds (DPK), Sharia Financing, Sharia Insurance, Sharia Financial Technology (fintech), Trade Openness, Covid-19 and Inflation. This research yielded some interesting findings. First, the Islamic banking sector has no significant effect on Indonesia's economic growth in the short term, but has a significant effect on the long term. Second, the capital market sector has a significant effect on economic growth in the short and long term. Third, the NBFI sector has a significant effect on long-term economic growth. In particular, SBIS and SBSN have a positive effect in the short term while Islamic insurance has a positive effect in the long term. Fourth, the variables of Islamic insurance and third party funds were found to have a fluctuating and positive impact on the IPI variable. In addition, external variables such as the Covid-19 pandemic and trade openness also significantly affect Indonesia's economic growth in the long term. Finally, it was found that the most influential variable on IPI was IPI itself. Overall, the research results provide evidence that Islamic finance, particularly Sharia IKNB, plays an important role in encouraging Indonesia's economic growth. These results are expected to be input for relevant policy makers."
