"Defense diplomacy is a very important component for government comprehensive diplomacy and state defense system. It covers wide range of activities in defense, such as personnel exchanges, ship and aircraft visits, high level official meetings, staff talks, training and exercise, regional defense forum, outreaches, confidence and security building measures, and non proliferation measures. In recent years and the future, diplomacy is even more relevant to be considered, since the challenges in defense sector become higher. In order to conduct the challenging tasks in defense diplomacy, human resources who have high level of competencies in diplomacy are required. The existing recruitment and training systems for defense diplomats need to be improved significantly in order to have ideal diplomat characteristics."

"Pengembangan perangkat lunak waterfall mulai tidak relevan dengan PT XYZ. Kecepatan perubahan dari permintaan pengguna, membuat pengerjaan proyek PT XYZ menjadi terlambat. Scrum merupakan kerangka kerja yang dapat mengatasi cepatnya perubahan tersebut. Oleh sebab itu, PT XYZ perlu melakukan adaptasi kerangka kerja Scrum. Menurut software enginering institute, terdapat 3 dimensi penting dalam sebuah proses yaitu People, Procedure and Method, dan Tools yang akan menjadi fokus penelitian ini. Dimensi people menggunakan Sociomery dan Motivation Method untuk mengetahui kondisi tim saat ini serta menganalisa peran-peran saat ini pada perusahaan. Dimensi procedure and method menggunakan A Guide to agile with CMMI yang difokuskan pada process area Project roadmap CMMI dan acara-acara pada Scrum Guide. Sedangkan pada dimensi Tools, dengan mencari pada mensin pencarian di internet dengan kata kunci ‘free Scrum Tools’ lalu dibandingkan antara keunggulan serta kekurangan dari tiap Tools tersebut. Hasil dari dimesi people dibagi menjadi tiga bagian berdasarkan peran-peran pada Scrum yaitu, Scrum Master, Product Owner dan Development Team. Scrum Master yang terpilih adalah responden nomor 2 dan 10 berdasarkan hasil Sociometry yang paling populer dari tim tersebut, sedangkan Product Owner diperankan oleh pemimpin proyek XYZ Tracker dikarenakan memiliki tanggung jawab yang hampir memadai dari tanggung jawab seorang Product Owner. Development Team dibagi menjadi 2 tim berdasarkan hasil Sociometry dan kemampuan individual yang masing-masing tim berjumlah 7 orang . Pada dimensi procedure and method, terdapat 50 rekomendasi rancangan adaptasi procedure and method. Sedangkan hasil dimensi Tools, menggunakan ‘ApaScrum’ yang memiliki keunggulan dalam memberikan kemudahan dalam penggunaan serta dapat menghasilkan artefak yang dibutuhkan dalam Scrum.

The waterfall software development is becoming irrelevant with PT XYZ. The speed of change from user requests resulted in the slowdown of project work from PT XYZ . Scrum is a framework that can overcome those rapid changes. Therefore, PT XYZ needs to adapt the Scrum framework. According to the software engineering institute, there are 3 important dimensions in a process namely People, Procedure and Method, and Tools which will be the focus of this research. The People dimension uses Sociomery and Motivation Method to determine the current condition of the team and analyze the current roles in the company. The procedure and method dimension uses A Guide to Agile with CMMI which is focused on the CMMI Project roadmap process area and events on the Scrum Guide. While in the Tools dimension, by searching on search engines on the internet with the keyword 'Free Scrum Tools' then comparing the advantages and disadvantages of each of these Tools. the results of the people dimension are divided into three sections based on roles in Scrum namely, Scrum Masters, Product Owners and Development Teams. The selected Scrum Masters are respondents number 2 and 10 based on the results of the most popular Sociometry from the team, while the Product Owner is played by the XYZ Tracker project leader because it has almost the same responsibility as the responsibility of a Product Owner. The Development Team was divided into 2 teams based on the results of Sociometry and the individual abilities of each team totaled 7 people. On the procedure and method dimension, there are 50 recommended procedures and method adaptation designs. While the results of the Tools dimension, which used 'ApaScrum' has the advantage of providing ease of use and can produce the artifacts needed in Scrum"

"Pesatnya kemajuan teknologi sistem informasi menjadi pemicu adanya tuntutan kebutuhan pelayanan yang terus meningkat, fleksibilitas dan respon yang cepat terhadap nasabah. Hal ini seringkali mengakibatkan ketidakmampuan suatu perusahaan merespon dengan cepat kebutuhan sistem yang mampu mendukung proses bisnis. Permasalahan ini tentu saja sangat berpotensi menjadi salah satu kendala untuk mencapai tujuan perusahaan yang sangat didukung oleh sistem aplikasi. Pengembangan sistem di Bank KITA pada saat ini menganut model konvensional SDLC waterfall, merupakan model standar, dipandang belum dapat memenuhi kebutuhan bisnis bank yang dituntut untuk mengakomodasi persaingan yang demikian ketat. Perkembangan teknologi informasi juga telah merombak paradigma bisnis bank. Jika tadinya bisnis bank hanya bersifat product oriented, maka saat ini mulai bergeser kepada function oriented. Oleh karena itu Bank KITA perlu membangun suatu standar system development life cycle (daur hidup pengembangan sistem) dalam framework dan process yang mampu mendukung aktifitas pengembangan, khususnya pengembangan sistem aplikasi. Dengan demikian seluruh sistem aplikasi yang dikembangkan dapat memenuhi kebutuhan bisnis proses atau memenuhi target dan tetap dalam koridor waktu dan biaya yang ditentukan. Untuk mendapatkan SDLC yang tepat guna, Bank KITA memilih empat alternatif model SDLC ? Waterfall, Spiral, V-Model, FAST ? sebagai kandidat terkuat model pengembangan sistem. Analisa kualitatif yang dilakukan adalah dengan menggunakan matrik kriteria dan didukung dengan metode sistematik AHP (Analytical Hierarchy Process) melalui pemilihan kriteria selektif oleh Bank. Untuk mempermudah teknik perhitungan dalam metode AHP, dipergunakanlah perangkat lunak Expert Choice. Analisa non parametrik tersebut mengarah kepada suatu kesimpulan bahwa SDLC V-Model adalah model yang paling sesuai dengan kriteria Bank. Oleh karena itu tidaklah salah apabila Bank KITA mengambil model ini sebagai dasar penyusunan kerangka kerja dan proses pengembangan sistem. Setelah mendapatkan model SDLC yang mengatur tentang tahapan proses pengembangan, selanjutnya disusun kerangka kerja dan proses pengembangan sistem Bank KITA. Kerangka kerja ini sangat terkait dengan manajemen proyek teknologi informasi yakni berupa pengaplikasian knowledge, skill, tool dan teknik dalam aktifitas proyek TI untuk memenuhi kebutuhan proyek sehingga tujuan proyek dapat tercapai. Penyusunan elemen-elemen kerangka kerja SDLC tersebut mencakup hal-hal sebagai berikut:

The rapid growth of information system technology has become trigger of service need that always increase, flexibility, as well as prompt response towards customers. This usually causes lack of capability of a company to respond quickly towards need on system which is always able to support business process. This obstacle, of course, may be potential to become constrain to achieve company?s goal which is supported by an application system. System development in Bank KITA currently follows conventional, standard model SDLC waterfall, which is considered not yet capable to fulfil bank?s business need to accomodate tight competition. The development in information technology has also changed paradigm in bank business. As well-known, bank business is product oriented in the beginning, but now it is shifted to function oriented. Therefore Bank KITA needs to build a standard for system development life cycle in the form of framework and process which is able to support development activities, particularly development of application system. Finally, all being-developed application system are capable to fulfil needs in business process or achieving target, but are always be within time and budget corridor. In order to obtain effective SDLC, Bank KITA chooses 4 (four) alternative SDLC model, namely Waterfall, Spiral, V-Model, and FAST, to be the most candidates for system development system. Qualitative analysis which has been done is by utilizing criteria-matrice whis is supported by sytematic method AHP (Analytical Hierarchy Process) through strict criteria selection. Expert Choice software has been used to make calculation technique easier. This non parametric analysis leads to a conclusion that SDLC V-Model is the most appropriate one meeting the Bank?s cryteria. That?s why Bank KITA finally takes this model as base of building the framework and system development process. After obtaining SDLC model which rules stage of development process, the next step is preparing framework and system development process bank KITA. This framework has a close relationship with project management of information technology, that is the application knowledge, skill, tools and technique in the activity of IT project in order to meet project requirement. The arrangement of framework elements of SDLC covers the followings :

"Akreditasi perguruan tinggi adalah kegiatan penilaian untuk menentukan kelayakan suatu perguruan tinggi berdasarkan syarat kebakuan atau kriteria tertentu. Data dan informasi diperlukan pada saat persiapan akreditasi yang mana data dan informasi ini tersebar dari berbagai sistem dalam suatu lembaga perguruan tinggi. Ontologi digunakan dalam rangka untuk membantu mengoleksi data dan informasi tersebut. Pada saat pembuatan ontologi, analisis dalam proses pembuatan ontologi secara umum tidak berdasarkan goal generik yang tertulis secara eksplisit. Sedangkan pada kasus akreditasi, syarat kebakuan atau kriteria yang telah ditetapkan oleh lembaga yang berwenang bisa dipandang sebagai sebuah goal. Pengembangan ontologi pada domain akademik sebelumnya diketahui belum memanfaatkan goal pada proses analisis pembuatan ontologinya. Penelitian ini melakukan pengembangan metodologi pembuatan ontologi dengan pendekatan Goal-Oriented Requirements Engineering (GORE) sebagai bentuk pendekatan yang baru. GORE merupakan salah satu paradigma dalam Requirements Engineering yang berfokus pada penggunaan goal dalam aktivitasnya. Kerangka kerja yang dipilih pada pendekatan GORE ini adalah KAOS (Keep All Objects Satisfied). Hasil modifikasi metode pengembangan ontologi dengan pendekatan kerangka kerja KAOS menunjukkan bahwa bisa digunakan untuk melakukan pengembangan ontologi baru. Modifikasi metode ini dinamakan GOREO. Kemudian hasil modul ontologi memperlihatkan dengan jelas ketelusuran (traceability) dengan sumber dokumen dibandingkan metodologi yang belum menggunakan pendekatan dengan GORE. Selain itu terdapat proses tambahan yaitu proses penggabungan modul ontologi yang telah didapatkan sebagai konsekuensi pendekatan GORE.

Accreditation of high education is evaluation activities for determining the appropriateness of high education institutions by a set of specific requirements or criteria. Available data and information from various systems in institutions are needed when preparing accreditation. We use ontology in order to collect data and information from various systems. At the time of making ontology, generally, the analysis in the ontology development not based on explicitly written generic goals. Whereas in the case of accreditation, a set of specific criteria that has been standardization by the accreditation authorities can be seen as goals. Previous ontology development in the academic domain known not using goals in the analysis processes. This research extends the ontology development methodology by using Goal-Oriented Requirements Engineering (GORE) as a new approach method. GORE is one of the Requirements Engineering paradigms that intended to use goals in the Requirements Engineering activity. KAOS (Keep All Objects Satisfied) framework selected for this research approach. The results of the modification of the ontology development method with the KAOS framework approach show that it can be used to develop new ontologies. Modification of this method is called GOREO. After that, the resulting ontology fragments clear showing traceability with document sources where it comes from compared to the legacy methodology. Furthermore, there is a new process that is combining the resulting ontology fragments, which are the consequences of the GORE approach method."

"Monitoring proyek konstruksi adalah proses melacak, meninjau, dan meregulasi progres dan kinerja proyek, serta mengidentifikasi masalah yang muncul selama implementasi proyek. Laporan monitoring proyek juga berfungsi untuk menyelesaikan proyek sesuai anggaran dan waktu rencana. Proses monitoring proyek secara konvensional membutuhkan banyak tenaga kerja, memakan waktu, dan rawan error sehingga tidak efektif. Oleh karena itu, dibutuhkan sebuah sistem monitoring proyek yang berlangsung secara otomatis, terintegrasi secara disgital, serta efektif dan efisien untuk diterapkan pada proyek berskala besar, seperti pembangunan Sumbu Kebangsaan IKN. Pada penelitian ini akan dibahas tentang Tinjauan literatur dilakukan untuk mengidentifikasi aktivitas monitoring proyek konstruksi, sehingga instrumen monitoring dapat disusun sesuai dengan kebutuhan aktivitas monitoring proyek konstruksi. Tinjauan literatur juga dilakukan dari berbagai sumber untuk mengumpulkan data instrumen monitoring seperti fungsi, kelebihan, kekurangan, dan haga instrumen. Kerangka kerja disusun untuk menggambarka interoperabilitas antar instrumen, serta proses pengumpulan data monitorinng dari area proyek, hingga pelaporan dan pengambilan tindakan. Pada studi kasus aktivitas monitoring proyek gedung Command Center yang terletak di area Sumbu Kebangsaan IKN, diperlukan instrumen UAV, SLAM, RGB Camera, Wide Angle Camera, LiDAR, Machine Learning, Ultra Wideband, BIM, IoT, Infrared Camera, dan WiFi.

Construction project monitoring is a process of tracking, reviewing, and regulating project progress and performance, as well as identifying problems that arise during project implementation. The project monitoring report also used to accomplish the project according to the planned budget and schedule. The conventional project monitoring process reuires a lot of manpower, time-consuming, and error-prone, thus not effective to be implemented. Therefore, a project monitoring that is automatic, digitally integrated, effective and efficient is needed to be apllied to large-scale projects, such as the construction of the Sumbu Kebangsaan IKN. In this study, a literature review will be discussed to identify construction project monitoring activities, so that monitoring instruments can be prepared according to the needs of construction project monitoring activities. A literature review was also conducted from various sources to collect monitoring instrument data such as the tools function, advantages, disadvantages, and price of the instrument. The framework is developed to describe the interoperability between instruments, as well as the process of collecting monitoring data fom the construction site, until reporting and acion taking. In the case study of monitoring activities for the  Command Center building located at the Sumbu Kebangsaan IKN area, the instruments reuired are UAV, SLAM, RGB Camera, Wide Angle Camera, LiDAR, Machine Learning, Ultra Wideband, BIM, IoT, Infrared Camera, and WiFi."

"Management control system can only be understood effectively by understanding its interactions with control environment. current literatures of management control system tend to view the system in isolation or, at best, as a rational system that support the implementationof organisational strategy to cope with the dynamics of external factors. This paper attempt to openup the possibilities of exploiting sociology's new institutional theory (NIT) in outlining various paths in the development of MCS's theoretical framework. More specifically, the NIT enables researcher to identify various environmental factors that interact with the MCS, i.e: technical effeiciency within organisational context. On the other hand, institutional factors are those related with the creation of legitimation of the MCS implementation. Organisational isomorphism is required to respond effectively to the needs of obtaining technical efficiency and legitimaton simultaneousloy."

"Revolusi industri ke-4 sudah mulai berjalan dan membawa banyak kemajuan teknologi, terutama yang berbasis pada data, otomatisasi, aplikasi IoT lainnya. Salah satu teknologi yang mulai banyak dikembangkan pada dunia industri ialah Digital Twin yang merupakan replikasi suatu objek di dunia nyata ke dalam suatu bentuk virtual. Penggunaan Digital Twin di sektor Architecture, Engineering, dan Construction (AEC) dapat memudahkan aktivitas kerja karena terdapat integrasi dua arah antara model aset yang dibuat dengan data real-time. Bandar udara merupakan salah satu infrastruktur yang memiliki tingkat kompleksitas cukup tinggi, terutama terkait operasional dan keamanannya. Bandara Internasional Soekarno-Hatta (SHIA) merupakan bandara tersibuk dan terbesar di Indonesia. Dalam rangka persiapan Industry 4.0, bandara akan dikembangkan dengan langkah-langkah strategis yang mengedepankan penggunaan teknologi IoT untuk melakukan digitalisasi pada bandara. Digitalisasi bandara dengan mengimplementasikan teknologi Digital Twin dapat mengintegrasikan aset dan data yang ada dengan harapan dapat meningkatkan efektivitas operasional bandara. Sebuah kerangka kerja konseptual berbasis teknologi Digital Twin akan dikembangkan pada penelitian ini untuk sistem operasi infrastruktur dengan studi kasus Bandara Internasional Soekarno-Hatta. Metodologi yang digunakan pada penelitian ini adalah observasi, analisis arsip, studi kasus, dan benchmarking. Proses observasi dan analisis arsip menghasilkan informasi operasional infrastruktur SHIA dengan variabel yaitu kondisi infrastruktur eksisting SHIA dan tingkat kesiapan digitalisasi SHIA. Informasi yang telah didapatkan kemudian akan digunakan untuk membuat model kerangka kerja konseptual berdasarkan studi kasus dan benchmarking penelitian-penelitian terdahulu. Kerangka kerja tersebut akan dibuat berdasarkan lima lapisan, yakni Lapisan Pengakuisisian Data, Lapisan Transmisi, Lapisan Permodelan Digital, Lapisan Integrasi Data/Model, dan Lapisan Pelayanan.

The 4th industrial revolution has commenced and has brought many technological advances, especially those which based on data, automation, and other IoT applications. One technology that has started to be widely developed in the industrial world is Digital Twin which is the replication of an object in the real world into a virtual realm. The use of Digital Twin in the Architecture, Engineering, and Construction (AEC) sector can facilitate work activities because there is a two-way integration between the created asset model with real-time data. The airport is one of the infrastructures that has a fairly high level of complexity, especially regarding its operations and security. Soekarno-Hatta International Airport (SHIA) is the busiest and largest airport in Indonesia. In preparation for Industry 4.0, airports will be developed with strategic steps that prioritize the use of IoT technology to digitize airports. Airport digitalization by implementing Digital Twin technology can integrate existing assets and data in the hope of increasing airport operational effectiveness. A conceptual framework based on Digital Twin technology will be developed in this research for an infrastructure operational system with a case study of Soekarno-Hatta International Airport. The methodology used in this research is observation, archive analysis, case studies, and benchmarking. The observation and archive analysis process produce operational information on SHIA's infrastructure with variables, namely the condition of SHIA's existing infrastructure, the level of readiness of SHIA's digitalization, and future plans of SHIA. The information that has been obtained will then be used to create a conceptual framework model based on case studies and benchmarking of previous studies. The framework will be made based on five layers, namely the Data Acquisition Layer, Transmission Layer, Digital Modeling Layer, Data/Model Integration Layer, and the Service layer."
