"ABSTRACTThere were some problems in the handover of housing Infrastructure, Facilities, and Utilities (PSU (Prasarana, Sarana dan Utilitas)) by developers to local governments. Since the issuance of Minister of Home Affairs Regulation Number 9 of 2009, only small numbers of housing PSU have been handed over by the housing developers to the local government. The objective of this study was to explore some problems related to the handover of the housing PSU which located in Greater Bandung Area, both from the developers and the local governments sides. This study used a descriptive-qualitative approach. The primary data collection was conducted with an in-depth interview method to the fourteen developers experienced in housing development in the Greater Bandung Area and three local government officials. The secondary data was collected through the online news along with the regional regulations related to the handover of housing PSU in the districts/cities level of the Greater Bandung Area. The primary and secondary data were analyzed by Qualitative Content Analysis. The study showed that problems came from both developers and local governments sides. The developers believed that the bureaucracy for the housing handover was complicated, while the local governments stated there were inconsistencies between the approved site plan and the built PSU. The local governments also have not had mature planning for the housing PSUs operation and maintenance after the handover. Thus, as the organizer of housing affairs, the governments need to immediately reform the PSU planning and management in terms of its provision, financing, and maintenance."

"Keterbatasan ruang yang ada di permukiman kumuh membuat pemukimnya terpaksa menggunakan ruang dan fasilitas yang tersedia secara bersama-sama. Hal ini memaksa terjadinya interaksi antar pengguna fasilitas umum secara intens dan rutin, sehingga pemaknaan fasilitas umum yang tumbuh dalam diri pemukim dapat berkembang, tidak lagi hanya sebatas fungsional semata. Penelitian ini merupakan penelitian kualitatif dengan menggunakan pendekatan geografi humanistik sebagai landasannya. Hasil penelitian menunjukkan terdapat tiga hirarki pemaknaan yang timbul dalam penggunaan fasilitas umum di daerah penelitian yakni: (1) Makna fasilitas umum secara fungsional dimana terbentuk suatu teritori publik dalam penggunaan fasilitas umum yang bersifat temporer dan cenderung dibatasi oleh barrier fisik; (2) sebagai tempat interaksi sosial, dimana terbentuk suatu teritori sekunder yang bersifat temporer dan cenderung dibatasi oleh barrier sosial; (3) serta sebagai bagian dari identitas pemukim yang dibatasi oleh suatu teritori primer yang bersifat permanen yang dibatasi oleh barrier sosial dan juga barrier fisik. Pemaknaan terhadap suatu fasilitas umum sangat dipengaruhi oleh intensitas penggunaan/lama tinggal, dan juga keterlibatan peran dalam berinteraksi dengan sesama pengguna.

The limits of space on crowded area in slum environment, pushes its dwellers to use public facility together in their everyday life. This makes an opportunity of an intense social interaction between its users, which may increase the sense of public facility to not be used by its function only. This qualitative research is conducted by using a humanity geography approaches. The results show that there are type of sense of public facilities which can be emerged, those are: (1) functional, which tends to be bounded by public territory with (temporal) physical barrier, (2) public facility as social interaction which tend to be bounded by social barrier in a secondary territory; and (3) public facility as part of identity which tend to be bounded by a permanent territory. The sense of public facility is greatly depended by the intensity of usage and also deep involvement on a social interaction among its users."
