"The Tallinn Manual on the International Law Applicable to Cyber Warfare, written at the invitation of the Centre by an independent International Group of Experts, is the result of a three-year effort to examine how extant international law norms apply to this new form of warfare. The Tallinn Manual pays particular attention to the jus ad bellum, the international law governing the resort to force by States as an instrument of their national policy, and the jus in bello, the international law regulating the conduct of armed conflict (also labelled the law of war, the law of armed conflict, or international humanitarian law). Related bodies of international law, such as the law of State responsibility and the law of the sea, are dealt within the context of these topics. The Tallinn Manual is not an official document, but instead an expression of opinions of a group of independent experts acting solely in their personal capacity. It does not represent the views of the Centre, our Sponsoring Nations, or NATO. It is also not meant to reflect NATO doctrine. Nor does it reflect the position of any organization or State represented by observers."

"Wars have played a fundamental part in modern German history. Although infrequent, conflicts involving German states have usually been extensive and often catastrophic, constituting turning points for Europe as a whole. This volume is the first in a series of studies that explore how such conflicts were experienced by soldiers and civilians during wartime, and how they were subsequently imagined and understood during peacetime. Without such an understanding, it is difficult to make sense of the dramatic shifts characterizing the politics of Germany and Europe over the past two centuries. The studies argue that the ease, or reluctance, with which Germans went to war, and the far-reaching consequences of such wars on domestic politics, were related to soldiers and civilians attitudes to violence and death, as well as to long-term transformations in contemporaries conceptualization of conflict. Absolute War reassesses the meaning of military conflict for the millions of German subjects who were directly implicated in the Revolutionary and Napoleonic Wars. Based on a re-reading of contemporary diaries, letters, memoirs, official correspondence, press reports, pamphlets, treatises, poems, and plays, it refocuses attention on combat and conscription as the central components of new forms of mass warfare. It concentrates, in particular, on the impact of violence, killing, and death on soldiers and civilians experiences and subsequent memories of conflict. War has often been conceived of as an act of violence pushed to its utmost bounds, as Clausewitz put it, but the relationship between military conflicts and violent acts remains a problematic one."

"Perkembangan teknologi informasi di dunia beberapa dekade terakhir juga membuat AS mengembangkan doktrin militer dengan berbasiskan teknologi informasi tersebut yang disebut sebagai ?network centric warfare‟. Ketika AS melakukan invasi ke Afghanistan sebagai bagian dari perang global melawan terorisme doktrin ?network centric warfare‟ diuji untuk dapat mengatasi kondisi perang asimetris di Afghanistan. Disparitas yang terjadi dalam perang asimetris di Afghanistan tidak hanya pada kekuatan militer, tetapi juga pada status, ideologi dan struktural. Pada masa perang di Afghanistan, doktrin ?network centric warfare‟ dapat berfungsi secara efektif untuk meningkatkan kemampuan tempur dan operasi militer AS. Tetapi disparitas ideologi dan struktural antara AS dengan kelompok teroris/perlawanan di Afghanistan membuat tujuan operasi militer di Afghanistan belum sepenuhnya dapat dicapai oleh AS.

The recent development of information technology within global society and contemporer industry also followed by US military as part of Revolution of Military Affairs to develop military doctrine that based on network organization and maximation of information technology to conducting the warfare. The doctrine has been developing since late 20th century within the concept of network centric warfare doctrine. This doctrine come into challenge when implement in the invasion to Afghanistan part of US global war on terrorism policy. The asymmetric conditions in Afghanistan war overcome effectively with network centric warfare doctrine for military combat operation to neutralize terrorist/insurgents organization network in Afghanistan but not comprehensively handling ideology and structural disparity as the war still raging until now."
