"ABSTRACT
The natural disaster is something inevitable and sometimes unpredictable. Disasters bring destructive impacts in all aspects of human live. Not only the enviroment, but also to the human resource itself] the infrastructure and the economic activity within the affected area. There is the need to do the recovery on these sectors to help the victims to gain their nonnal live back. This recovery effort involves many level of different expertise from many different sources.
With many entities trying to help working together, there is possibility of conflict to happen. The potential conflicts can prevent the effort to reach its optimum results, make the efforts relief overlapped, sup-par result or possibilities of Wasting the available resources resulting from the conflicts. There are 5 ways of handling conflicts that happens. The methods are avoiding, accommodating, competing, compromising, and collaborating. Is collaboration the ideal way for disaster response on managing the interest of the multi players on the fields and to
make the best use of the resource provided? The study takes 5 major natural disaster for example, which are Aceh earthquake and tsunami, Hurricane Katrina in New Orleans, Nargis cyclone in Burma, earthquake in Haiti and tsunami in Japan. Collaboration shows to be the most effective way on relief effort but needs to be adjusted concerning the conditions. It is also important to build sense of ownership amongst the stakeholders, the' policy dissemination and the certain level of flexibility in its implementation, and to enhance good connnunication
flow in the form of collaboration."

"This study aims to obtain empirical evidence of disaster mitigation in Bantul, Indonesia. The expected
utility theory and impact of regional characteristics on individual perceptions was used to
describe the disaster risk management process. The regional mapping based on hazard level was
conducted by a Geographical Information System (GIS). Data used in this research were primary
and secondary data. Primary data were obtained by distributing questionnaire to some respondents.
Sample amounts used were 395 respondents. The research empirical contribution was to
economic valuation method used towards safety and efforts to link regional characteristics, individual
perception and also their willingness to conduct mitigation. The research practical contribution
was to identify some key obstacles in disaster risk management. Based on multiple regression
analysis, this study found that educational level, risk aversion degree, trust towards earthquakeresistant
building, control ability, income level, classification of hazard area contributes to higher
Willingness To Pay (WTP) for mitigation. It also found that perception towards central governmental
roles variable did not affect to WTP for mitigation. However, the income levels of the communities
in Bantul positively correspond to WTP for mitigation suggesting that the findings were consistent
with the expected utility theory."

"Most studies on humanitarian aid and disaster relief (HADR) missions suggest that the quality of
logistics, coordination and human resource management will affect their performance. However,
studies in developing countries are mainly conceptual and lack the necessary empirical evidence
to support these contentions. The current paper thereby aimed to fill this knowledge gap by statistically
examining the effects of the abovementioned factors on such missions. Focusing on the
Malaysian army due to its extensive experience in HADR operations, the paper opted for a quantitative
approach to allow for a more objective analysis of the issues. The results show that there are
other potential determinants of mission success which deserve due attention in future studies. They
also suggest that human resource is not easily measured as a construct, and that this limitation in
methodology must be overcome to derive more accurate conclusions regarding its effect on HADR
mission performance."

For all chapters, special emphasis is placed on implementation aspects and specifically in regards to the targets and priorities for action laid out in the Sendai Framework for Disaster Risk Reduction.
