"International Human Rights Protection, addressed to judges and lawyers, diplomats and civil servants, researchers and students, is based on the author's personal research and personal involvement with a wide range of subjects, such as the basic concepts of civil and social rights, discrimination and affirmative action, issues of procedure and jurisdiction and issues such as the death penalty and the protection of refugees, minorities and victims of armed conflicts. At the universal level, the book introduces the reader to the labyrinth of United Nations Charter-based and treaty-based procedures. As well as an overview of the Inter-American and African systems, it deals at the regional level particularly with the case law of the European Court of Human Rights in Strasbourg, and also looks at the national level at the case law of the US Supreme Court and the South African Constitutional Court. This book adopts a particularly critical approach to the so-called dynamic" interpretation of the European Convention on Human Rights by the Court of Strasbourg. "Dalam penelitian penerapan skema klasifikasi HURIDOCS ini penulis meneliti mengenai penggunaan skema klasifikasi tersebut dan pengaruhnya terhadap proses temu kembali dokumen yang dilakukan oleh pemakai. Suatu sistem klasifikasi merupakan suatu kegiatan mengelola ilmu pengetahuan ke dalam susunan yang sistematis. Sistem klasifikasi terdiri dari dua jenis, yaitu sistim klasifikasi umum dan sistim klasifikasi khusus. Sistim klasifikasi umum banyak dipakai oleh perpustakaan maupun lembaga dokumentasi yang mempunyai koleksi berbagai subyek. Namun untuk perpustakaan yang mempunyai koleksi bidang khusus akan lebih tepat bila menggunakan sistim klasifikasi khusus. Biro kepustakaan dan dokumentasi Komnas HAM sebagai lembaga yang mempunyai koleksi dengan subyek hak asasi manusia (HAM) menerapkan Skema klasifikasi HURIDOCS. Suatu skema klasifikasi mempunyai ciri-ciri sebagai berikut: (1) Terperinci dan komprehensif, artinya mampu menampung seluruh subyek yang sedan;, pernah atau mungkin akan menjadi terra i l mu pengetahuan, (2) Sistematis, artinya proses pembagian subyek-subyeknya hares sempurna. (3) Luwes (flexible) dan bersifat ekspansif, artinya dapat dikembangkan. (4) Terminologi yang digunakan tepat dan konsisten menurut pemahaman pembaca dan pustakawan. (5) Dari basil penelitian ditemukan bahwa penggunaan skema klasifikasi I-ILIRIDDCS diperpustakaan Komnas HAM mengakibatkan dua hal, yaitu: (a) Susunan koleksi yang bersubyek sama antara bahan pustaka yang menggunakan bahasa acing dan bahasa Indonesia letaknya terpisah. Kondisi ini tidak mendukung sistem pelayanan terbuka yang memungkinkan pemakai melihat langsung bahan pustaka di rak.(b) International classification yang digunakan untuk mengklasifikasikan bahan pustaka berbahasa asing mengutamakan aspek wilayah geografi sehingga bahan pustaka yang subyeknya sama bila cakupan wilayah geografinya berbeda akan mempunyai notasi kelas yang berbeda. Penerapan skema klasifikasi ini secara keseluruhan menyebabkan broken order yang menyulitkan browsing yang dilakukan pemakai, sehinggan peran OPAC (online public access catalogue) sebagai sarana bantu penelusuran amat penting."
