"Dengan pendekatan kualitatif, tesis ini menggambarkan Pelaksanaan Subsidi Langsung Pelayanan Kesehatan di Puskesmas Kecamatan Koja. Kesimpulan penelitian ini adalah kebiajakn subsidi langsung pelayanan kesehatan belum dapat dipahami terutama stakeholder pelaksana kebijakan. Peningkatan pelayanan kesehatan hanya sebatas fasilitas sarana dan prasarana. Faktor penghambat pelaksanaan subsidi langsung pelayanan kesehatan diantaranya: sumber daya manusia, komunikasi, isi kebijakan, koordinasi antar sektoral, dan anggaran kesehatan.

With a qualitative approach, this thesis describes the implementation of Direct Subsidy Health Service District Health Clinics Koja. The conclusion of this study is kebiajakn direct subsidy of health care can not be understood primarily stakeholder policy implementers. Improvement of health services was limited infrastructure facilities. Factors inhibiting the implementation of direct subsidy of health care such as: human resources, communications, policy content, intersectoral coordination, and health budgets."
